Abstract

The article outlines the initiatives of the local consortia of the eight academic institutions funded by the University Grants Committee (UGC) of the Hong Kong SAR Government. The role and services that this consortium provides for its members, especially with respect to consortial electronic purchasing agreements and joint licensing, are examined. The paper addresses many of the problems, difficulties, and challenges within consortia when coping with their internal needs, facing the need to both cooperate and compete with other consortial members, and making individual and consortial decisions in an environment of increasing budgetary constraints and technological advances. Case studies are used to illustrate each of the challenges mentioned above.  相似文献

开放存取能够降低图书馆联盟信息资源建设的成本,拓展图书馆联盟的合作项目,提升图书馆联盟的影响力。同时,图书馆联盟能够为开放存取的发展提供组织和管理的保障及资源、经费、技术、人才的支持,因此在图书馆联盟环境下开展开放存取具有一定的可行性。图书馆联盟应依托联盟平台对内宣传开放存取,采取激励机制提升成员馆开放存取的参与度,利用联盟合作加强开放存取的资源整合,通过实践完善联盟层面的开放存取政策,借助联盟优势推进开放存取技术研究。  相似文献

ABSTRACT

The authors are both managers in OhioLINK libraries and have complex experiences working within a variety of simultaneous library consortial agreements. Their librarians'-eye view of consortia allows for a discussion of the nature of that landscape, some perspectives on the benefits and advantages of consortia as well as thoughts on the challenges and limitations of consortia. They conclude that while consortial partnerships hold the key to greater efficiencies and strength in libraries, the overlapping layers of consortial agreements that connect libraries form almost a web that can be constricting. Libraries should continue to be creative about how they exploit the power of consortial relationships, but they also need to learn how to lower the administrative overhead created by these agreements, particularly in the areas of communication and the organizational flow of information. Finally, the authors recommend that consortium committees spend more time on short- and long-term strategic planning.  相似文献

An 11-month survey of ILL activity in Illinois was conducted to study the borrowing and lending of journal articles within the state. OCLC “PILLR” (Prism Inter Library Loan Reports) management data were used to create a statewide database of ILL requests. The data were employed not only to answer questions about our statewide collection, but also to help pose and answer others questions. For example, what does it mean to have a statewide collection? What measurement tools can consortia employ to study, define, and evolve this statewide collection? What roles can resource sharing play in identifying gaps in the state’s collection? Is knowing what we don’t own (and need) as important as knowing what we own? How can libraries take advantage of the networked environment in conjunction with new measurement techniques to best serve the statewide clientele?The results of the study show that over 89,000 articles were borrowed for Illinois library users during the study period, and that most of these articles were located and borrowed within the state of Illinois. The study results also demonstrate the importance of multi-type libraries within a sharing consortium, as each library contributes to the research needs of a diverse population. In addition, 113 frequently requested titles not owned in Illinois were identified as cost-effective to own within the state based on out-of-state borrowing data and the cost/use ratio of the titles.  相似文献

[目的/意义]通过研究国外图书馆联盟印本馆藏分析项目,旨在为我国图书馆界开展联盟印本馆藏分析提供实施流程和馆藏分析方法层面的建议。[方法/过程]选取3个具有代表性的联盟印本馆藏分析项目,即美国OhioLINK-OCLC馆藏与流通分析项目、澳大利亚研究图书馆馆藏分析项目、英国CURL/RSLP馆藏匹配项目,从研究目的、馆藏分析实施方法、馆藏分析结果、馆藏分析结论4个方面进行研究,并从数据来源、数据处理和馆藏分析维度方面对3个项目进行比较分析。[结果/结论]提出我国开展联盟馆藏分析时应注意联合目录数据库的重要性,解决分类号与学科主题的映射关系,以及根据研究目的选择相应的分析维度。  相似文献

随着中小型城市经济的快速发展,中小型城市的图书馆联盟建设愈发显得迫切。中小型城市图书馆联盟可以采用共建共享模式、协议会员模式、联合办馆模式,制定中小型城市区域图书馆联盟管理制度,开展特色文献资源、公众阅读服务及多层次的联盟合作。中小型城市图书馆联盟还应建立科学、有效的评估机制,拓宽经费来源,加大投入力度,有效解决资源共享中的知识产权问题,以保障图书馆联盟的可持续发展。  相似文献

通过对1999—2011年发表的图书馆联盟的相关论文进行核心期刊分布、被引频次和下载频次、关键词、研究层次定量分析发现:图书馆联盟的相关论文多发表于图书情报学专业的核心期刊,技术应用研究少于理论研究,等等。因此,我国图书馆联盟应继续寻求政府的支持,积极实施知识管理,尽快成立专门的联盟管理理事会,提高各成员馆间的信息交流水平,营造积极、健康和统一的联盟文化,以提升我国图书情报机构信息服务的质量和综合实力。  相似文献

Abstract

Collections assessment in academic libraries has experienced a shift in recent years from project-based models to continuous models that aim improve the responsivity of library collections to campus needs. This article reports on how one university library used a library committee with representation from across library departments to develop a holistic, on-going Collection Management Cycle. This newly created process evaluates the entire library collection over a five-year period and aligns with library reporting requirements for university program review to minimize additional workload and improve the impact of external reporting activities.  相似文献

Abstract

Book selection services are just one of the resources used by law libraries for collection development purposes. They function as a new title pre-selection service, saving collection development staff hours of time sifting through thousands of new publisher offerings to access those materials which meet their specific collection needs, resulting in far more efficient use of library staff time. They also serve as a one-stop shopping center, providing materials without the hassle of dealing with individual publishers and staff. This article is based on a yearlong study comparing just two services used by the Law Library at the James E. Rogers College of Law, University of Arizona, and examines a few specific areas of concern to that institution. It is not meant to be a comprehensive review or comparison of either service.  相似文献

As budgets have tightened, library administrators are looking for more data to help them in making difficult collections decisions. They then often provide these data to higher-level administrators outside the library. When collecting library data, several questions come to mind: Who collects the data? What kinds of data exist? When are data collected? Where does the responsibility of data collection reside? How are data collected and interpreted? SUMMARY

SUNY New Paltz established a library liaison program in 2001, long after such programs were commonplace at many U.S. college and university libraries. The program emerged, not simply from a desire to enhance library service, but because library faculty came to view it as a multi-faceted mechanism capable of addressing multiple concerns. The new library-wide initiative demanded high-level communication skills, an in-depth understanding of library policies and collection development practices, and increased knowledge about individual departments and the college. A collection of campus information resources and liaison training sessions, collectively called The Library Liaison Toolkit, was developed to build liaison expertise in these areas.  相似文献

Some library consortia have investment portfolios which are under long term management. Having a proper written investment policy will aid in good governance and help the consortium properly manage its assets for the long term. A policy will define investment objectives, prohibited investments, a review process, a spending policy, and other needed details.
