ABSTRACT

This article seeks to provide an understanding of the issues in and possible steps of aligning the library's assessment processes to distance education service delivery. Through a review of the literature and current practices, the researcher sought to identify the need and value of aligned performance assessment processes for libraries, the primary contributing alignment factors affecting the library assessment process, and potential benefits of improved alignment of the assessment process for libraries in aligning assessment to the distance education services provided to customers. The results of the review suggest that libraries can improve the reporting and value of their assessment processes by improving the alignment of their assessment processes to distance education service delivery in 2 ways: internally through the use of consistent and innovative processes, metrics, and culture within the library and externally by embracing the alignment factors and available technologies of the library's service environment. The library must progressively elevate the alignment of the library's assessment processes from the traditional internal nonalignment of assessment to the total internally–externally integrated aligned assessment. This article concludes with a conceptual model of aligning library performance assessment to distance education service delivery for the effective reporting of library value and performance to stakeholders.  相似文献

This paper presents a substantive grounded theory about how the Library Director can ensure the library's relevance to university and external stakeholders in the face of rapid changes in technology and higher education. A constructivist grounded theory research approach involved 14 semi-structured interviews with 12 Library Directors of publicly funded university libraries in Australia and the United States. The substantive theory and the conceptual model presented in this paper suggest that the Library Director responds to the problem of rapid change by enacting the following strategies: aligning strategic vision with the university; continuously reinventing the library; engaging with stakeholders; building an agile and engaged culture; and demonstrating value to the university. The strategies interact with each other in a cyclical pattern. This is an original theory that emphasizes the important role of the Library Director as the agent and model for library strategy and culture. The theory requires library leaders to be strategic thinkers and to be engaged in strategic planning processes that aim for continuous improvements that make the library agile and engaged with stakeholders. The theory also has a significant impact upon the behaviours required for all library staff members.  相似文献

E-Government initiatives of varying scope and complexity have been implemented at the municipal and other levels of government throughout the world. These projects have been chronicled in both academic and practitioner journals and the proceedings of various E-Government conferences. As a consequence of this growing body of data, it is now possible to look across the experiences of numerous governments to understand if there are common issues that may impact the probability of success of E-Government programs. This paper examines the literature to search for critical planning and implementation issues that have had significant effects upon the success of E-Government initiatives. A conceptual framework is proposed which contributes to the theoretical understanding of E-Government initiative planning and implementation, and may inform practitioner success with new E-Government initiatives.  相似文献

Digitalization has expanded the scope of citizen participation. Nevertheless, there are no conclusive findings on online citizen participation and inclusive policymaking. This study adds in line with the discussion with a fresh perspective of institutional bias. It presents new evidence by examining the process, participants, policy agenda, and sentiments of public opinions from the government-led and Internet-empowered citizen participation regarding the 2017–2035 Shanghai Master Plan. Four findings are reported based on the in-depth case study with text and sentiment analysis. First, the government-led model provides institutionalized opportunities for citizen engagement throughout the policy process, while the Internet-empowered citizen participation is characterized by contingency and ad hoc. Second, the government-led model remains elite-dominated, while the Internet empowers a wider scope of stakeholders with an open and popularized participation platform. Third, the public opinion from the Internet-empowered model often goes beyond or even against the pre-defined official principles and goals. In contrast, the civic discussion in the government-led model influences policy by changing the sequence of policy agenda or providing focus within the official setting. Fourth, citizens, especially the experts, are more likely to give positive feedback in the government-led model than the Internet-empowered approach. These findings confirm and identify the remaining institutional bias that hinders inclusive policymaking in the Internet age. Theoretically, it reminds scholars to examine the institutional arrangements regarding citizen participation carefully. Practically, it indicates that the central government could facilitate inclusive policymaking at the local level by reducing the institutional bias of the government-led approach and utilizing text and sentiment analysis to urge the local government's response to Internet-empowered public opinion.  相似文献

It has been widely acknowledged recently that the research field of eParticipation suffers from lack of comprehensive theoretical contributions, insufficient depth, and inconsistency in definitions of central concepts. Due to the interdisciplinary nature of the field researchers find it difficult to consolidate their theoretical groundwork and further theory building in the eParticipation domain. This paper reports a literature study of conceptual publications on the subject of eParticipation/eDemocracy in the time frame of 2007–2009. Its objectives are to track recent theoretical development in the field, to reveal constraints and limitations to researching the area, and to offer some suggestions for further inquiry. The results show that most theories currently used in conceptual eParticipation research originate from the fields of Political Science and Media and Communication Studies. But together with this, contemporary eParticipation authors contribute to strengthening the field with some “in-house” models and frameworks as well. Central problems with eParticipation research concern immaturity of the field, topical gaps, and biased assumptions. The review shows that the themes of recent publications can be grouped into three major categories: stakeholders, environment, and applications and tools. It also finds some interconnections between these categories; however, in general the coupling technology–stakeholders–(participatory) environments is weak.  相似文献

An increasingly data-intensive research environment has highlighted the need for greater research transparency to facilitate integrity and trust in open science and in the conduct of research more widely. The initial findings of faculty researchers' behaviors and practices toward research transparency, using the research data lifecycle as a grounding framework are reported. Four focus group sessions were conducted with faculty researchers in different disciplines, including natural sciences, social sciences, engineering, and different transparency practices were captured using the researchers' own language. Four generic transparency components were identified: action verb, object, task, and stage in the research lifecycle. The inter-relationships between specific transparency components were visualized using network visualizations. The network visualizations suggest that the lifecycle stages of Process/Visualize/Analyze and Publish/Preserve/Archive are key points for transparency, where ‘data’ play a critical role demonstrated by the multiple node-edge relationships. Based on the findings, a conceptual model, termed the Tasks-Toward-Transparency (T3) Model, was developed. This model may inform researcher practices and support research stakeholders whose role is to articulate and deliver transparency advocacy, policy, training programs, and services.  相似文献

In recent years there has been growing interest in the discipline of computing in relation to cultural heritage, parallel with developments in greater user participation in archives and advances in documentation work. These trends are reflected in the case of a documentation project of an old Chinese cemetery in Singapore, Bukit Brown Cemetery. This case was characterised by tensions among the ‘wild’ array of emerging individual participants and archivists that took the momentum away from both more formal NGOs and government institutions in documenting, archiving and raising awareness of the heritage of the site when part of it was announced to be set aside for a new highway. The case presents a compelling need for participatory archives, facilitated by computing interventions encouraging public engagement and visits to the site. Being actively involved in the documentation process, the authors reflect on how conceptual frameworks of records may assist in designing new media innovations and informing the ways by which a cemetery may be documented. Through these reflections, the authors argue for the active participation of archivists and records professionals in documentation work, and demonstrate how, in the creation and keeping of records, they shape the collective imagination of the public and other stakeholders in heritage sites.  相似文献

This study provides a conceptual overview of the literature dealing with the process of citing documents (focusing on the literature from the recent decade). It presents theories, which have been proposed for explaining the citation process, and studies having empirically analyzed this process. The overview is referred to as conceptual, because it is structured based on core elements in the citation process: the context of the cited document, processes from selection to citation of documents, and the context of the citing document. The core elements are presented in a schematic representation. The overview can be used to find answers on basic questions about the practice of citing documents. Besides understanding of the process of citing, it delivers basic information for the proper application of citations in research evaluation.  相似文献

Performance measurement and communicating about it with the broader public is not self-evident if one looks at public services organizations (Hernon, P., 1998. The government performance and results act. Government Information Quarterly, 15: 153–156). In Belgium and the Netherlands, one organization that has been under constant surveillance from its stakeholders is the railroad company. Originally a national public service, it has changed through a European directive to operate in a liberalized transportation market. In this paper, we present the results of a qualitative study into what the Belgian and Dutch railway companies measure about their performance towards travelers, how they measure it, and specifically how they communicate it to their employees and stakeholders. Although we might expect the Dutch railway company (NS) to be more transparent than the Belgian railway company (NMBS/SNCB), in reality the two organizations do not differ that much from each other.  相似文献

In spite of attempting to implement e-government innovations to enhance efficiency in public organizations for several decades, e-government innovation has often not met the expectations of citizens, legislatures, or the organizations. Although a wide range of causes from poor planning to improper implementation have been suggested for explanation of failures, it is still challenging to theoretically construct an explanation of what the overarching dynamic is behind those causes. To further develop the understanding of the conditions of unrealized benefits of e-government innovation, we propose a conceptual framework of a knowledge vacuum, which is an organizational condition in which excessive exploration and organizational inertia interact to create a vicious cycle of low performance. We first review the history of e-government and factors that affect the success and failure of e-government innovation. Next, we develop the conceptual framework, and apply the concept to review an e-government innovation failure case for an illustrative purpose. We conclude by discussing theoretical and practical implications of the conceptual framework and its limitations in understanding the current state of e-government innovations.  相似文献

The ability to validly measure campaign exposure is central to claims of public communication campaign effectiveness. Surprisingly, scholars have paid remarkably little attention to questions about the validity of various ways to measure campaign exposure. This paper begins to address this gap by outlining conceptual, empirical, and practical issues in developing valid measures of campaign exposure. First, I offer a brief definition of measurement validity and describe a variety of measurement options utilized in recent, large–scale health communication campaign evaluations. Next, I outline conceptual and empirical assumptions behind these various measurement strategies. I continue with a review of research that has applied validation criteria to specific measures of campaign exposure. I conclude by offering a series of guidelines for exposure measurement and validation practices based on the evidence to date, which I caveat by describing tensions and emergent issues that researchers will need to consider in future work.  相似文献

The use of information and communication technologies (ICTs) in public organizations increasingly holds the potential to improve transparency, accountability, and public participation, by providing a more effective and efficient disclosure of information to the citizens and organizations and by providing channels for interaction with the government. While transparency and interactivity features of government websites constitute two critical elements for public participation and democracy facilitated by web-based technologies, little research has been done to explain why some public organizations choose to deploy website technology more openly with these features. This paper aims to examine the managerial, organizational, and environmental factors that are related to variation in transparency and interactivity features of local government websites, which we believe are key dimensions to governmental website openness. The paper first develops a literature informed conceptual model of governmental website openness and then tests this model using data from a national survey of 850 government managers in 500 cities. The model results are compared across three different departments: community development, finance, and police department. Overall findings indicate that higher website openness is positively related to increased frequency of public participation in agency decision making and civil society influence, increased technical capacity, lower organizational control, and higher perceived usefulness of website technology. In addition, due to differences in the operating contexts of the departments, the effects of organizational control, technical capacity, environmental influences, and perceived usefulness of website technology on governmental website openness tend to differ by the type of department.  相似文献

Despite the hopes that information and communication technology (ICT) would revolutionize democratic participation, evidence suggests that e-participation systems designed for consultation and dialogue between citizens and governments often fail to achieve the expected objectives and levels of take-up. E-participation research has identified a number of success and failure factors but lacks analytical frameworks explaining why and how failures occur. Such frameworks are available in information systems (IS) literature but lack an account of the particularities of e-participation. Combining insights from both domains, this paper proposes to conceptualize e-participation systems as innovation processes characterized by uncertainty and change, and to focus on studying systems' interactions with their context and stakeholders to understand why certain outcomes occur. Applying this approach to the case study of the Estonian e-participation portal Osale.ee, the paper concludes that e-participation systems face three-fold challenges: those typical to IS projects, those emerging from the public sector context, and specific challenges that emanate from the complex context of democratic participation. This complexity makes e-participation systems prone to fail and requires them to be managed as a process of learning and adaptation rather than a static technological product.  相似文献

Aligned assessment processes focus on integrating and aligning the assessment process components of assessment, capacity, stakeholders, participation, technology and organizational leadership to improve their effectiveness and their results. As electronic government (e-government) becomes increasingly important in the presentation of government information to citizens, the potential impacts of e-government on the democratic process must be carefully considered. E-government clearly has the potential to become an institution that helps to ensure reasoned reflection about political issues and active participation in deliberative democracy by citizens and by members of the government. Though the Internet presents innovative new methods for conveying government information to citizens, it also presents new and serious potential impediments to deliberative democracy, such as group polarization about political issues by online social groups. The ability of e-government sites either to foster democratic dialogue by presenting multiple viewpoints or to enable polarization on political issues by promoting specific views demonstrates a key question about the conceptual foundations of e-government. Drawing upon perspectives from information studies, public policy, law, and governance, this article examines the differing political implications between e-government built on a foundation of participation and on a foundation of polarization.  相似文献

This article provides an overview and summary of selected issues related to the development of universal service to networked information resources and services in a global networked environment. Complex issues have yet to be addressed regarding basic concerns such as defining the term “universal service” as it suggests a range of meanings and uses given different societal contexts. The model for universal service being developed in the United States offers some lessons and concerns for other nations attempting to promote universal service as a national policy.
