The last few decades have witnessed unprecedented transformations in every sector of society, resulting from the explosive advancement of information and communication technologies. This drastic development has raised the hopes of citizens for better lives, in both developing and advanced countries, urging innovation in government to make it more competent. Due to e-business revolutions, governments around the world have applied similar principles and technologies to government by opening their websites for more efficient publication of information and more effective delivery of public services. While a government website is an important venue for citizens to participate in public affairs and decision-making processes, early e-government practices tended to overlook democratic purposes by focusing on the features of e-business and information systems. There have been increasing criticisms that e-government system design has focused mainly on the provider's perspectives. Reflecting on the theoretical implications of this, we argue that a government website should facilitate democratic processes involving not only information sharing and delivery of better public services, but also deliberation and coproduction. The purpose of this study is to probe into multidimensional features that enable government websites to fulfill their promises. Developing an integrative model for evaluating a government website, namely the Democratic E-governance Website Evaluation Model, we conducted a qualitative meta-analysis of four strands of literature: information systems, business, public administration, and democratic theory. Our study contributes to the literature by extending the purview of e-government website analysis beyond the question of citizens' acceptance and towards the issue of their engagement, bringing a stimulating view of citizens as active agents in governance, and it provides a holistic model for public authorities to improve their websites to facilitate democratic e-governance that helps to create more effective public outcomes.  相似文献

In light of the media industry’s growing focus on audience engagement, this article explores how online and offline forms of engagement unfold within journalism, based on a comparative case study of two American public media newsrooms. This study addresses gaps in the literature by (1) examining what engagement means for public media and (2) applying the concept of reciprocal journalism to evaluate the nature of reciprocity (direct, indirect, or sustained) in the give-and-take between journalists and their communities. Drawing on direct observation and in-depth interviews, this article shows how this emerging focus on engagement is driven by public media journalists’ desire to make their relationship with the public more enduring and mutually beneficial. We find that such journalists privilege offline modes of engagement (e.g., listening sessions and partnerships with local organizations) in hopes of building trust and strengthening ties with their community, more so than digital modes of engagement (e.g., social media) that are more directly tied to news publishing. Moreover, this case study reveals that public media organizations, in and through their engagement efforts, are distinguishing between the communities they cover in their reporting and the audiences they reach with their reporting.  相似文献

A key challenge behind the adoption of blockchain in the public sector is understanding the dynamics of blockchain governance. Based on a systematic literature review, this article analyzes different approaches to blockchain governance across disciplines and develops a comprehensive conceptual framework for the study of blockchain governance decisions in the public sector. The framework clusters nine types of governance decisions (infrastructure architecture, application architecture, interoperability, decision-making mechanism, incentive mechanism, consensus mechanism, organization of governance, accountability of governance, and control of governance) into three levels of analysis (micro, meso, and macro-levels). Drawing on public management theories and concepts, the article elucidates the implications of various governance choices in each level of governance and provides a primer for researchers and policy practitioners on the design of blockchain-based systems in the public sector.  相似文献

This article discusses the importance of diversity and inclusion in the design of public library services. Drawing on a case study from the State Library of New South Wales in Australia, the article will outline the focused action of developing an Indigenous Services Business Plan. The Plan promotes inclusion and diversity across the organization to progress Indigenous priorities as core business of the Library. By sharing information on the research and engagement process undertaken, the authors hope to provide a framework that could be utilized by other public libraries to build the inclusion of disadvantaged and diverse communities into the design of library services.  相似文献

This paper examines the concepts of trust and transformational government, both of which have been the subject of increasing attention in recent times. It explores what trust and transformation mean, or could mean, for government, governance and public administration and whether transformational government is just a feel-good phrase or a genuinely new departure. As part of this, the question of what precisely is being, or could be, transformed is examined. The results of this examination suggest that the expectation that technology-enabled change has the ability to increase citizen trust, thereby transforming government may be too high, but that more research is needed. Digitalization has expanded the scope of citizen participation. Nevertheless, there are no conclusive findings on online citizen participation and inclusive policymaking. This study adds in line with the discussion with a fresh perspective of institutional bias. It presents new evidence by examining the process, participants, policy agenda, and sentiments of public opinions from the government-led and Internet-empowered citizen participation regarding the 2017–2035 Shanghai Master Plan. Four findings are reported based on the in-depth case study with text and sentiment analysis. First, the government-led model provides institutionalized opportunities for citizen engagement throughout the policy process, while the Internet-empowered citizen participation is characterized by contingency and ad hoc. Second, the government-led model remains elite-dominated, while the Internet empowers a wider scope of stakeholders with an open and popularized participation platform. Third, the public opinion from the Internet-empowered model often goes beyond or even against the pre-defined official principles and goals. In contrast, the civic discussion in the government-led model influences policy by changing the sequence of policy agenda or providing focus within the official setting. Fourth, citizens, especially the experts, are more likely to give positive feedback in the government-led model than the Internet-empowered approach. These findings confirm and identify the remaining institutional bias that hinders inclusive policymaking in the Internet age. Theoretically, it reminds scholars to examine the institutional arrangements regarding citizen participation carefully. Practically, it indicates that the central government could facilitate inclusive policymaking at the local level by reducing the institutional bias of the government-led approach and utilizing text and sentiment analysis to urge the local government's response to Internet-empowered public opinion.  相似文献

This article argues that the concept of engagement as it is used in the academic library literature requires greater structure and depth if the librarian community intends to appropriate and advance the usage of a phrase that resonates loudly across higher education. In reviewing the literature around engagement as well as in introducing critical perspectives from outside the library literature, this literature review and investigation demonstrates that engagement is a variously defined and used term that is both difficult to nail down but is essential to the healthy participation of an academic library in its respective community. The external perspectives introduced stem from the behavioral, psychological, and conceptual organizational approach to student engagement, whose application to academic libraries could be strengthened with a more critical grounding in the compelling terms and discourses of engagement as they are understood by those outside libraries. The framework of intellectual capital is introduced as a productive way of capturing the differing definitions and usages of the terms ‘student engagement’ and ‘engagement’.  相似文献

Governments worldwide are encouraging public agencies to join e-Government initiatives in order to provide better services to their citizens and businesses; hence, methods of evaluating the readiness of individual public agencies to execute specific e-Government programs and directives are a key ingredient in the successful expansion of e-Government. To satisfy this need, a model called the eGovernment Maturity Model (eGov-MM) was developed, integrating the assessment of technological, organizational, operational, and human capital capabilities, under a multi-dimensional, holistic, and evolutionary approach. The model is strongly supported by international best practices, and provides tuning mechanisms to enable its alignment with nation-wide directives on e-Government. This article describes how the model was conceived, designed, developed, field tested by expert public officials from several government agencies, and finally applied to a selection of 30 public agencies in Chile, generating the first formal measurements, assessments, and rankings of their readiness for e-Government. The implementation of the model also provided several recommendations to policymakers at the national and agency levels.  相似文献

eCommerce, Brexit, new safety and security concerns are only a few examples of the challenges that government organisations, in particular customs administrations, face today when controlling goods crossing borders. To deal with the enormous volumes of trade customs administrations rely more and more on information technology (IT) and risk assessment, and are starting to explore the possibilities that data analytics (DA) can offer to support their supervision tasks. Driven by customs as our empirical domain, we explore the use of DA to support the supervision role of government. Although data analytics is considered to be a technological breakthrough, there is so far only a limited understanding of how governments can translate this potential into actual value and what are barriers and trade-offs that need to be overcome to lead to value realisation. The main question that we explore in this paper is: How to identify the value of DA in a government supervision context, and what are barriers and trade-offs to be considered and overcome in order to realise this value? Building on leading models from the information system (IS) literature, and by using case studies from the customs domain, we developed the Value of Data Analytics in Government Supervision (VDAGS) framework. The framework can help managers and policy-makers to gain a better understanding of the benefits and trade-offs of using DA when developing DA strategies or when embarking on new DA projects. Future research can examine the applicability of the VDAGS framework in other domains of government supervision.  相似文献

This paper reports on a study of librarian initiated publications discovery (LIPD) in U.S. state digital depository programs using the OCLC Digital Archive to preserve web-based government publications for permanent public access. This paper describes a model of LIPD processes based on empirical investigations of four OCLC DA-based digital depositories. The model is composed of stages including site visit, site scan, selection, re-conceptualization, and two bibliographic verification steps; action strategies at each stage and the observed practices at each site are reported. This paper also describes how librarian perceptions of web publications as discrete objects and bibliographic objects influence the selection and retention of government web content. Finally, the paper discusses several problems associated with the observed LIPD methodologies and technologies.  相似文献

This article proposes the coresearch engagement model (CoRE), which addresses how the academic research librarian can become a coresearch partner with any patron. The CoRE model is an interpersonal process and is founded upon the concepts of mutual respect, collaboration, reciprocity, and empowerment. Grounded in Howard Gardner’s multiple intelligences theory, Malcolm Knowles’ andragogical model, and guidelines from the Reference and User Services Association, CoRE has the potential to result in engagement for the librarian and patron. The CoRE model can be utilized in many ways including self-awareness and development for those who need and want to expand their abilities as a research librarian. It provides a theoretical framework and a knowledge base, in addition to giving a context for further development by expanding, comparing the related theories for further research, and implementing various applications suggested by this article.  相似文献

There is renewed interest in building and sustaining support for public libraries in this country. This paper looks at the concepts of marketing and advocacy as integral components for building this sustain-ability and uses two related initiatives in the State of Kentucky to illustrate, in practice, how these concepts differ and how they need to work together for long term success. In short, “selling” libraries in itself won't get the job done; nor will just building a public advocacy infrastructure. The basic legal framework covering government information procurement, production, and dissemination has been in place for over 100 years. Congress is currently developing revisions to Title 44 of the United State Code in order to reform this system. Fundamental principles of public access to government information, embodied in the Federal Depository Library Program (FDLP), must guide these revisions. The strategic planning process, currently underway by federal agencies, must give due consideration to the entire life cycle of government information, particularly the dissemination and public access responsibilities.  相似文献

As the nation's principal environmental agency, the EPA is responsible for conveying a wide array of information to the American public. The agency utilizes glossaries, lexicons, dictionaries, and thesauri to define environmental terms, regulations, scientific concepts, and issues. However, the approach taken to defining environmental terms is challenging and there is often more than one definition for the same term. The information systems-related sourcing literature currently emphasizes a portfolio approach combining homegrown, hybrid, and outsourced (contracted) systems. This study found similar approaches in the sourcing for electronic government (e-Government, e-Gov). E-Gov-related sourcing mixes potentially create high switching costs and path dependency. They may also severely impact governments' information management capacity and organizational capabilities. Further, e-Government leads to business process change, all of which necessitates an increased understanding of e-Gov-related sourcing and its integration with traditional public management information systems (PMIS). In the absence of an e-Gov-specific sourcing theory, this study explores current sourcing practices and uncovers overlaps in sourcing concepts and also significant differences between private and public sourcing practices. E-Gov sourcing portfolios were found not systematically managed potentially compromising the public information management capacity. To help public managers design and manage e-Gov sourcing mixes, the article proposes framework for e-Government sourcing for further testing.  相似文献

This article revisits LIS literature about cultural competence. It is not the prominent topic it was but is still considered important for addressing diversity, and is still criticized for obscuring racism and power structures in librarianship and society. Articles published in the last four years suggest, however, that library and information studies educators are teaching to engage with these issues. The cultural competence conceptual framework, specifically the environmental domain, can be recast to incorporate engagement with race and power. This more robust framework would enable culturally competent professionals to do more than accommodate difference.  相似文献

Social media has opened up unprecedented new possibilities of engaging the public in government work. In response to the Open Government Directive, U.S. federal agencies developed their open government plan and launched numerous social media-based public engagement initiatives. However, we find that many of these initiatives do not deliver the intended outcomes due to various organizational, technological, and financial challenges. We propose an Open Government Maturity Model based on our field studies with U.S. federal healthcare administration agencies. This model is specifically developed to assess and guide open government initiatives which focus on transparent, interactive, participatory, collaborative public engagement that are largely enabled by emerging technologies such as social media. The model consists of five maturity levels: initial conditions (Level 1), data transparency (Level 2), open participation (Level 3), open collaboration (Level 4), and ubiquitous engagement (Level 5). We argue that there is a logical sequence for increasing social media-based public engagement and agencies should focus on achieving one maturity level at a time. The Open Government Maturity Model helps government agencies implement their open government initiatives effectively by building organizational and technological capabilities in an orderly manner. We discuss challenges and best practices for each maturity level and conclude by presenting recommendations.  相似文献

Digital platforms have become central to twenty-first century education, culture, and government, and libraries devote an increasing proportion of budgets to acquisitions of e-resources. This research reports on a recent project that investigated Australian teenagers’ use of traditional print and digital platforms for long-form recreational reading. Specifically, it investigates whether digital devices are a preferred modality for Australian adolescents’ recreational reading and if access to digital devices with e-reading capabilities, such as tablets, smartphones, e-readers, and laptop or desktop computers, is associated with more reading engagement by avid and reluctant readers. The research, based on a diverse sample of urban and regional participants from two states, suggests that Australian adolescents’ preferences for e-books have been largely overestimated. Issues of relevance to public libraries are discussed.  相似文献

ABSTRACT

Scholarly and pragmatic definitions of the term “engagement” vary drastically. This article attempts to capture the nuances of the term by exploring journalists’ roles on social media where “engagement” is supposed to be particularly prevalent. Using in-depth interviews, we gauge the attitudes of traditional political journalists as well as those who think of themselves as “engagement specialists” about their responsibilities in interactive spaces. In addition, we analyze what kinds of engagement are happening in these spaces, and how citizens’ expectations are being articulated, in terms of journalist-audience relationship—an organic resultant of engagement. We found that journalists are taking on new kinds of roles in social spaces—often in the name of “engagement”—but that work is not always particularly interactive with citizens; rather, content is engaged with. In contrast, citizens look to journalists to play a number of roles that range from civic guide to therapist. Thus, relationship building happens sporadically. Furthermore, engagement level is dependent on the platform and its affordances. This research offers a continuum of social media engagement conceived as relationship building that can reconcile the disparities in how we define engagement, and suggests newsrooms appreciate the nuances via a series of recommendations.  相似文献
