美国《开端计划执行标准》评介

美国开端计划是由美国联邦政府制订并推行的一项主要针对处境不利学前儿童及其家庭的国家行动计划,作为扩大教育机会、保障教育公平的重要手段,为保证并促进其实施与质量,联邦政府自计划实施之初就为它制订了一套执行标准,并不断根据现实发展的需要对其进行修订.开端计划执行标准对开端计划涵盖的七种服务都作了详细具体的规定,其文本由标准概要、服务规划、社会服务标准、儿童健康和发展服务标准、个人教育项目服务标准、营养服务标准、家长参与服务标准、合作服务项目标准八大部分组成,并提供了多种运作方式供地方获权机构与授权办事处根据自身情况灵活选择与运用.此外,执行标准还强调组成包括政策理事会、政策委员会和家长委员会在内的开端计划治理机构,以加强对开端计划执行过程的监督与对其实施效果的监测和反馈,从而保证为处境不利儿童及其家庭提供高质量的多方面服务.  相似文献

建构我国雇佣关系标准的路径探析

雇佣关系的存在是雇主在雇员侵害第三人权益时承担替代责任的前提,因此判定雇佣关系成为解决这一问题的关键。然而我国法律却始终未对雇佣关系的标准作出明确规定,导致了司法实践的混乱。我国未来的立法应该借鉴其他国家的立法及理论学说,以控制监督标准为主,辅以组织标准、利益归属标准等其他标准;全面考量雇主替代责任的理论基础,明确雇佣关系的范围应该主要为经营性雇佣关系;同时将帮工人侵权责任统一规定为志愿者在志愿活动中的侵权行为适用雇主替代责任;对于劳务派遣中雇员的侵权行为,应明确规定用人单位和用工单位为共同雇主,对受害人承担连带责任。  相似文献

欧美许多国家非常重视外语教育,对外语能力标准的研究已有六十多年的历史,制定的语言能力标准也日趋完善;日本也发表了《JF日语教育标准2010》。多年来,我国日语教学大纲一直是日语教育的评价标准和教学目标,为日语教材的编写、日语教学的规范化及日语能力评估等方面提供了一定的指导依据。但我国对于日语教育却一直没有一个更为详细的标准出台。文章介绍了国外的外语能力标准,并分析其最新理念,以期为我国的日语能力标准建设提供参考。  相似文献

ABSTRACT

This article discusses issues concerning the spread of data-driven educational technologies in Brazil. Here, as elsewhere, educational technology continues to be promoted optimistically as the bearer of a panacea for historically-rooted social problems. Whilst some of these technologies have indeed contributed to important widening-participation programmes in the last two decades, widespread advocacy of technological ‘solutionism’, reflected in gradually stronger policy demands for efficiencies to be improved through ‘innovation’, has supported a relentless marketisation of the country’s educational systems. As transnational corporations position themselves to take control of key areas of these systems, threatening to restructure the whole sector, data-driven educational technologies provide the latest example in a series of ‘new’ ideas offered in an ever-expanding market. Based on the notion of ‘conceptual metaphors’, which encapsulate specific ways of perceiving, thinking and relating with the world, this article examines key metaphors underpinning discourses surrounding data-driven educational technologies in Brazil. In particular, the article analyses ways in which these specific metaphors may be promoting perspectives that ignore difference and obscure broader questions concerning education, thus contributing to the reproduction of previously existing problems and supporting new forms of colonisation.  相似文献   

ADHD: The Untold Truths of the ADEP (Australian Deficit in Educational Policy)

Attention Deficit Hyperactivity Disorder (ADHD) is a disorder that predominantly results in behaviours associated with hyperactivity, impulsivity and inattention that are frequently not conducive to successful learning and academic performance. Children who display these behaviours often require extra assistance, adjustments, and accommodations in the classroom in order to achieve their full potential. This article reviews Australian and New South Wales Discrimination, Disability and Education legislation, policy and procedures with respect to the education of students with ADHD. This review illustrates the need to standardise the definition of disability used throughout Australia, and to more firmly clarify an education provider’s responsibilities toward students with disabilities. With more clarity, students with ADHD will be provided with the additional educational and behaviour support they need in order to realise their full potential.  相似文献

The authors conducted a phenomenological study to explore the experiences of 32 school counselor educators preparing preservice school counselors. Analysis of data from 3 focus groups revealed 3 themes: breadth versus depth, balancing specialties and professor partiality, and preparation versus practice. 英国教师标准局和英国师资培训署在2002年6月共同颁布了《英国合格教师专业标准与教师职前培训要求,》旨在提高教师的专业标准,提升教育质量。其内容主要包括两方面:一是教育大臣标准,这是受训教师在获得合格教师资格之前必须要达到的标准;二是对教师职前培训的提供者和教师资格授权人的要求。我国新一轮的基础教育课程改革需要一批高素质的教师,势必在教师标准和教师培训方面提出新的要求,英国的这项标准给我们提供了很好的借鉴。  相似文献
