E-government is increasingly being used to improve transparency in the government sector and to combat corruption. Using institutional theory as an analytical perspective, this study documents and evaluates the development of an anti-corruption system called OPEN (Online Procedures ENhancement for civil application) in the Seoul Metropolitan Government. Incorporating three distinctive (yet interrelated) dimensions of institutionalization (regulatory/coercive, cognitive/mimetic, and normative), and four anti-corruption strategies embedded in the system, this study investigates how an e-government system for anti-corruption in a local government has evolved and become a prototype of a national system to be used for the same purpose. The findings show that in implementing OPEN, a system for anti-corruption, the regulatory dimension was most effective, and (as in many IS implementations) strong leadership was crucial to its success.  相似文献

食品安全监管信息透明度指数可以评价各监管主体的监管信息透明度水平、规范其信息公开行为,从而缓解食品安全信息不对称问题、减少食品安全问题发生的概率。本文首先通过大量研读国内外相关文献、法律法规和食品安全案例,并综合运用德尔菲法对指标进行专家论证,确立了我国食品安全监管信息透明度指标体系。之后根据德尔菲专家的打分,基于ANP计算出各指标的相应权重。最终建立了具备综合性、实用性和可复制性的我国食品安全监管信息透明度指数模型。  相似文献

The paper reported an exploratory study that tested (a) the relationship between phonological and morphological awareness in English (L1)–Arabic (L2) bilingual children in Canada (N = 43), and (b) the relevance of these skills to word and pseudoword reading accuracy, and to complex word reading fluency. The results showed a significant correlation between phonological awareness in English and in Arabic. However, morphological awareness in the two languages was not correlated. Phonological awareness predicted reading cross-linguistically, but only Arabic morphological awareness predicted word reading in English. Moreover, while both phonological and morphological awareness in English predicted independent unique variance in English word reading, only phonological awareness in Arabic predicted Arabic word reading. Complex-word reading fluency was predicted by morphological awareness within both languages. Similarly, in both languages, phonological awareness was the single factor predicting pseudoword decoding accuracy. The results are discussed in terms of cross-linguistic differences between English and Arabic in orthographic depth and in morphological structure and transparency.  相似文献

This study examines the e-government implementation of eXtensible Business Reporting Language (XBRL) to increase accountability and transparency in business and financial information. The business and financial information gathered in XBRL format is machine-readable and interoperable, thereby improving the ease of public dissemination and analysis. This study focuses on identifying and examining the determinants of successful XBRL implementation and draws from several bodies of literature: e-government, institutionalism, collaborative public management, regulatory compliance, and management information systems to identify determinants of successful implementation. This study selects four diverse implementations: the Netherlands, Australia, the United States, and Singapore. Empirical analysis follows a comparative case study method. The findings of this exploratory study underscore the importance of program goals and strategic alignment in achieving information transparency and efficiency, the advantage of strategies correlating to institutional setting, the critical need to provide incentives for adoption, and the usefulness of incremental implementation. The managerial and theoretical implications of these findings as well as future research opportunities are explored.  相似文献

In 2009, the Obama administration issued the Open Government Initiative that directed Executive agencies to improve transparency, openness in government, and public participation with government. The Obama administration views transparency and openness in government as a cost-effective and efficient process capable of improving public participation with government and public access to government information. To address the initiative in part, many agencies adopt social media as the means to disseminate information out to the public and to increase public participation with agency website content and activities. This exploratory study examines Executive agency use of social media and public participation with the media. Findings indicate that most agencies reviewed do use social media. The public does interact with the media and some agencies experience high overall participation levels; however, there are some issues with agency use of social media and public participation with the media.  相似文献

The purpose of this article is to examine how aid agencies are strategically leveraging open data to improve the effectiveness of aid. Recognizing the vital role of information in international development, aid agencies have eagerly begun to adopt the tools of Open Government within the context of development (i.e. “Open Development”). Examining this trend, the author finds much scope for open data to support the development community's commitment to improving the effectiveness of aid by adopting a more systematic, coherent, and strategic approach to aid delivery (known as the “aid effectiveness” agenda). An investigation of the current state of the art finds that open data has made significant contributions towards realizing this more integrated vision of aid delivery, but that much of open data's potential remains unexplored. In particular, the use of open data is still largely focused on supporting after-the-fact reporting functions, overlooking its potential to enable integrated strategic planning and improved coordination across the full spectrum of development actors.  相似文献

本文探讨日本法院权衡审判公开和审判公正之间复杂关系的经验得失。和美国等西方国家不同,日本更注重保障审判公正,因而对媒体在庭审中的摄像报道等取材行为设置了相对严格的限制。本文首先论述日本审判公开的传统限制及其发展,然后讨论1989年具有里程碑意义的"法庭笔记案"及其后的制度进展,最后探讨日本目前对庭审摄像与取材行为的规制。从日本近年来的发展趋势来看,审判公开是未来方向。在日本公众和新闻界的不懈努力下,日本法院最终将在审判公开和审判公正之间达到合理平衡。  相似文献

To evaluate the therapeutic efficiency of tissue-engineered human corneal endothelia (TE-HCEs) on rabbit primary corneal endotheliopathy (PCEP), TE-HCEs reconstructed with monoclonal human corneal endothelial cells (mcHCECs) and modified denuded amniotic membranes (mdAMs) were transplanted into PCEP models of New Zealand white rabbits using penetrating keratoplasty. The TE-HCEs were examined using diverse techniques including slit-lamp biomicroscopy observation and pachymeter and tonometer measurements in vivo, and fluorescent microscopy, alizarin red staining, paraffin sectioning, scanning and transmission electron microscopy observations in vitro. The corneas of transplanted eyes maintained transparency for as long as 200 d without obvious edema or immune rejection. The corneal thickness of transplanted eyes decreased gradually after transplanting, reaching almost the thickness of normal eyes after 156 d, while the TE-HCE non-transplanted eyes were turbid and showed obvious corneal edema. The polygonal corneal endothelial cells in the transplanted area originated from the TE-HCE transplant. An intact monolayer corneal endothelium had been reconstructed with the morphology, cell density and structure similar to those of normal rabbit corneal endothelium. In conclusion, the transplanted TE-HCE can reconstruct the integrality of corneal endothelium and restore corneal transparency and thickness in PCEP rabbits. The TE-HCE functions normally as an endothelial barrier and pump and promises to be an equivalent of HCE for clinical therapy of human PCEP.  相似文献
