The changes in the global information landscape, as epitomized by the reaction of governments to the 9/11 attacks, resulted in legislation, policy, and the formation of agencies that have affected many issues related to information and its use. This article examines the recent multiplicity of challenges that affect citizens' control and use of information. In the name of the war on terror, greater national security, and globalization trends, information laws, and policies often go further than is necessary and impact on the information rights of citizens. In this article, we advocate for bringing together what are at times disparate information issues under one label, namely, “information rights” (which include privacy, freedom of expression, access, etc.). Information rights are apprehended from a user-centered perspective (i.e., users as citizens, not just consumers). They cover many different aspects of the information life cycle and the roles and responsibilities of individuals and communities. Such an approach provides an alternative way of framing current information issues as they relate to national security policies and civil liberties in the broader sense.  相似文献

Much of information policy is focused on establishing the parameters of information access—ensuring or limiting access to certain types of information. Given how central information access is to virtually every aspect of society, policy can be seen as one of the most significant forces influencing the information society. Recent events, however, have fueled changes in the ways that some governments use policy to shape access, none more significantly than the United States. This paper examines the meanings of and relationships between policy and access, as well as their key roles in society and democratic participation. Following an examination of the historical and social impacts of policies about access, the article analyzes the perspectives of the Bush administration on how policy should shape information access as an illustration of the relationships between policy and access. The paper examines the issues raised by the Bush administration’s views on access and policy and the implications of their policies for the United States, for the global information society, and for research related to information. Ultimately, the paper raises questions about the extent to which information policies about access can be used for overtly political purposes, what might be described as “information politics,” without significantly altering the meaning of information access in a society.  相似文献

The provision of public Internet access and related networked services by public libraries is affected by a number of information policy issues. This article analyzes the policy dimensions of Internet connectivity in public libraries in light of the data and findings from a national survey of public libraries conducted by the authors of this article. After providing a summary of the study methodology and findings, this article examines key policy issues that include the nature of sufficient bandwidth and broadband, the perpetuation of the digital divide of Internet access in libraries, the role of libraries as e-government access points, the complexities of funding Internet access, the impacts and contradictions of filtering, and the chilling effect of homeland security legislation in public libraries. This article concludes with a discussion of how examining these policy issues can lead to a better understanding of public libraries and the Internet access they offer within the context of public policy.  相似文献

The paper deals with theoretical and practical challenges of the information society in the 21st century. In the first part an overview of past and current activities in the field of information ethics at UNESCO is provided (Virtual Forum, Second International Congress on Information Ethics, Observatory on the information Society). The second part presents a historical interpretation of the development of modern information society with the emerging networked world society with its characteristics of interactivity and decentralization. The diversity of moral norms and traditions within this global medium gives rise to the question concerning an Internet-morality as a challenge to ethical thinking. The third part deals with the question of our identity within the framework of a digital ontology. The concepts of “net” and “information” are analysed. A future information ethics is based on a digital ontology. Living in the information age is considered from the point of view of both an ethical imperative and the art of living.  相似文献

The libraries of the six campuses of the University and Community College System of Nevada (UCCSN), in collaboration with UCCSN System computing Services, have developed and implemented a service that provides local and remote networked information resources to faculty, students, and citizens of Nevada through a single point of access. The service, called the Nevada Academic Libraries Information System (NALIS), uses the existing telecommunications infrastructure on the campuses and builds on the library automation programs already present in the libraries. This article explains how the NALIS system evolved through a combination of local circumstances and funding opportunities, describes the components of NALIS, and discusses ongoing issues and future planning related to providing networked information resources.  相似文献

Federal open records laws, executive orders on national security classification, and similar policy instruments in the states require that most records at government agencies be available to the public upon request—subject to exemptions which may entail review. Traditionally, this review has been accomplished by redaction (purging) of hardcopy. Resource limitations and increases in the number of requests demand a rethinking of the process. Offices are experimenting with optical scanning, onscreen purging, and online dissemination. Statutory and common law trends may soon require disclosure of database reports in electronic form, when so requested, rather than printouts. The dissemination of manipulable data of commercial value requires a rationale broader than the “citizenship rights” that justified the Freedom of Information Act. Online publication of agency-controlled records also demands careful planning of information systems and public networks. The issues discussed in this article are central to the establishment of an adequate policy for electronic freedom of information.  相似文献

Information product content is becoming increasingly interrelated with associated services. This concept is called “blurring” by current management authors Davis and Meyer. In the realm of federal information, there is great potential for “blurred” offerings. Citizens could have access to customized and filtered information from federal websites and could perform transactions with government agencies over the Internet. While some technical, infrastructure, and policy issues will take time to sort out, many innovative products and services will be offered over the Internet. Whether the federal agencies themselves will provide these customized services or whether institutions in the public and/or private sector will provide them remains to be seen. Universities need to re-think how they offer services related to federal information in the networked environment. Such activities as reference service, instruction, access to data archives, and staff training need to be re-examined in light of the changes enabled by the Internet and the development of new types of content and services.  相似文献

This article places universal service policy in telecommunications in Australia in an historical context. Given the dynamic growth in information technologies, universal service should be reconceptualized within a knowledge-based discourse critically linked to considerations for deepening participatory democracy. As a consequence of the discussion this article recommends that funding universal service obligations in telecommunications be based on the preferred notion of a maximally open democratic debate. The universal service obligation in telecommunications should be funded from consolidated revenue with its parameters set by democratic debate.  相似文献

Design-based research is a methodology emerging from the field of education that may hold potential for research in library and information science (LIS). Based upon the assumption that learning is situated in a real-world context, design-based research combines research, design, and practice into one process. It results in usable products that are supported by a theoretical framework. While definitional and methodological issues do exist, the method holds some promise for research into “user-centered” information systems and services. In the field of LIS, design-based research might contribute to our understanding of how people find, choose, understand, and use information in context. The method is also of interest to professionals concerned with “evidence-based practice.” This article will first explain and describe the method as it has been used in the allied field of education. Issues related to definition and methodology will be explored, as well as some of the solutions that have been proposed. The method will then be related to LIS, using the bonded design work of Large, Nesset, Beheshti, and Bowler [Large, A., Nesset, V., Beheshti, J., & Bowler, L. (2006a). U.S. public libraries provide free public internet services to the communities that they serve, but require robust, high-speed broadband internet connections to continue meeting public demands. The 2008–2009 Public Library Funding & Technology Access Study (PLFTAS) illustrates challenges that public libraries encounter in achieving broadband connectivity and equipment upgrades, and maintaining acceptable levels of services as they meet continually increasing internet-enabled service demands. This article: 1) analyzes the ability of public libraries to serve as a community-based public internet access point in the context of limited funding and access to telecommunications services and equipment; 2) discusses key policy issues that affect the provision of public library internet-enabled services through broadband; 3) provides recommendations for policy makers to include libraries as part of a larger national-level telecommunications policy; and 4) identifies a number of topics and issues that need further investigation and research in this shifting policy environment.  相似文献

“NEP: New Economics Papers”, the current awareness service for the Research Papers in Economics (RePEc) digital library, is made possible by volunteer editors who filter new additions to RePEc into subject-specific reports. The official purpose of current awareness service is to filter working papers by subject matter without any judgment of its academic quality. In this article, binary logistic regression analysis (BLRA) estimates the probability of a paper being included in any of the subject reports as a function of a range of observable values. The analysis suggests that, contrary to their claims, editors use quality criteria: the series the paper is coming from and the reputation of the authors. The findings suggest that a current awareness service can issue quality signals.  相似文献

In a world characterized by the use of rapidly advancing technology, public libraries are championing the rights of the individual to equitable public access to information provided over the Internet. But beyond general connectivity, libraries are also facilitating citizens' access to networked community information (CI) by actively linking users with relevant sites, by hosting pages for other service providers, and by participating in community networking initiatives. For individuals, the availability of networked CI means that they can access it at anytime and from any place, including the home, office, and public library. This article reviews recent trends in the networked CI literature, including public library involvement, and then discusses a major study underway for which multiple methods are being used to collect data from users, librarians, and service providers in three states. Particular attention is given to explaining the use of theory specification to apply Dervin's sense-making framework in an online environment.  相似文献

The ways in which people perceive the relative value of the Internet when seeking information for self-development purposes were investigated. The concept of information source horizon was introduced, and it is a construct that enables one to put various information sources and channels in an order of preference to meet the requirements of information seeking. The horizon is based on one's conceptions of the characteristics of information sources, particularly their accessibility and quality. The study draws on interviews with eighteen Internet users who positioned various information sources in three zones of relevance. In their information source horizons, human sources such as friends and colleagues were preferred, followed by print media such as newspapers and books: networked sources were ranked third among six source types. Networked sources were favored for easy accessibility and opportunities to save time. The issue of “facilitating everyday life” was emphasized in this context. Also currency, broad repertoire of networked information, and the potential of the Internet to complement other services were valued highly. Critical stands on the Internet were mainly affected by the negative experiences of encountering low quality material.  相似文献

Conclusion Unfortunately, for all four types of museums surveyed, the amount of digitized object offerings is not as robust as one would hope or expect. And, it is not entirely clear as to why this is the case. Copyright concerns? Cost issues? Unclear benefits? While museums may have sound justifications at this point in not offering a wide assortment of images, there is no clear reason why documentation was found to be so often lacking. Documentation is one of the crucial areas in the networked digital environment. It can help ensure that issues such as authenticity and ownership are well-managed in the digital realm. The WWW would also appear to provide an ideal mechanism through which to host non-current exhibitions, providing over future years rich collection tools of continuously available highly structured content.  相似文献

Health sciences librarians work within a complex environment, one that quickly adopted access to electronic resources. The open access movement evolved as an alternative to traditional publishing as prices for STM e-journals steadily increased, but it also raised issues and concerns for authors within the more traditional biomedical culture. The National Institutes of Health (NIH) Public Access policy provided an opportunity to support researchers’ compliance with the policy, while advocating for open access and author rights. As an outgrowth of the NIH policy, health sciences libraries have promoted open access through a variety of activities within their academic health centers.  相似文献
