Public organizations are looking for new ways to use digital technologies to increase the efficiency of their internal processes and improve their interactions with clients, whether citizens or businesses. In response, scholars suggest that public organizations be proactive in digital public services such that the organizations approach their clients, rather than the other way around. In the most extreme form of proactivity, clients do not have to do anything to receive a public service. Although various examples of proactive public services are in use, how proactivity changes the conceptual understanding of digital public services remains unclear. Therefore, we derive the changes that proactivity causes in a conceptualization of digital public service by means of a conceptual analysis through the lens of a seminal theoretical work on proactivity. The results indicate that proactivity can ensure equal accessibility to a subset of public services, rely on more comprehensive integration of IT systems on the back end, and change how value is co-created in the service process. We formulate the changes as propositions that future work can investigate empirically and discuss proactive digital public services as a way to reduce clients' administrative burden. We contribute to theory by clarifying the conceptual changes in digital public services that proactivity invokes and call for joint research by scholars of public administration, information systems, and service management to relate the research streams of administrative burden and proactive digital public service.  相似文献

This study analyzes over 4500 chat interactions to understand how proactivity and research context affect use of proactive chat. Quantitative and qualitative analyses show patrons ask questions that are both more complex and more likely to relate to a research need when proactively approached in research databases. The availability of proactive chat in databases results in a greater frequency and greater proportion of research related questions. Results suggest that proactive chat in databases represents an important area for expanding library reference services.  相似文献

Internet of Things (IoT) is ubiquitous in society. IoT-enabled dynamic capabilities in real-time sensing and responding can spur digital transformation in unlocking the potential of digital government into data-driven smart government capable of delivering policies and services of public interest and public value. However, the literature indicates challenges in IoT cybersecurity and systemic use across the government. There is the urgent need for IoT research on policy and use. This paper developed a framework for IoT-enabled smart government performance. We applied this framework to conduct case study analyses of digital technology policy, IoT cybersecurity policy, and IoT use in major application domains at the U.S. federal government level. The results show that some agencies were strategic and forward-thinking in funding and partnering with sub-national governments in promoting the IoT use. However, there remains a critical need for national IoT policies to promote systemic IoT use across the application domains.  相似文献

Theoretically and practically E-Government and the digital divide are intertwined social phenomena. Using sophisticated information technologies (IT) in government has little social value if citizens are not able to use services or interact in political processes in meaningful ways. Similarly, understanding the development and use of IT in government without incorporating a demand perspective would potentially lead to partial explanations of a complex social reality. This article argues that studies about E-Government and the digital divide, which have been relatively disconnected research areas, have important parallels and potential intersections. These parallels may be useful in understanding E-Government projects and policies in a more comprehensive way and, consequently, for developing effective digital strategies. The paper reviews trajectories in E-Government and digital divide research and suggests potential implications drawn from the digital divide literature for E-Government research and practice, including model and theory development, understanding users, and some determinants of demand.  相似文献

Public libraries have been seen to have an important role in providing digital services to potentially excluded groups in order to help meet government targets regarding the delivery of digital services. Geographical information systems (GIS) have been used to investigate library service areas, to aid initial location decisions, and to model the implications of the opening and closure of library services. Recent studies have promoted the use of GIS-based techniques to investigate spatial variations in accessibility to public and private services in relation to socio-economic characteristics of population groups. One such technique, based on floating catchment area (FCA) approaches, has been primarily used to investigate potential inequalities in health services, access to employment and leisure opportunities, as well as planning public transport. In this study, FCA techniques are used to research variations in accessibility to public library facilities using bespoke application tools developed within a commercial GIS package. Drawing on a preliminary analysis of variations in accessibility to library services in a local authority area in south Wales, UK, a case study is presented whereby GIS-based models can be used to investigate spatial variations in digital services provision. As a result, provision gaps of such services can be identified. This study's findings help guide national government delivery programs to promote digital inclusion.  相似文献

Research into relationships among government, society and technology has grown substantially over the past 30 years. However, most research and most advances in practice address narrowly defined categories of concern such as government organization, citizen services, interoperability, or personal privacy. By contrast, the future presents complex and dynamic challenges that demand a more holistic and flexible perspective, including consideration of what constitutes an appropriate infrastructure for continued development of government and governance in the digital age. This paper outlines a conceptual framework for considering the future, drawn from a stakeholder-driven investigation into potential scenarios of society and government. The framework reflects a dynamic socio-technical system encompassing interactions among societal trends, human elements, changing technology, information management, interaction and complexity, and the purpose and role of government.  相似文献

The literature on e-governance has highlighted the potential of ICTs to enable good governance and socioeconomic development by leveraging stakeholders and resources within and outside the government to address specific challenges. A significant challenge in many developing countries is the inability of large segments of the population—particularly, the vulnerable poor—to receive and benefit from services or public provisions because they lack a means of formal identification. Various digital identity projects worldwide have attempted to address the problem through an umbrella approach dubbed identification for development (ID4D). However, little is known about how digital identity advances e-governance by enabling socioeconomic development through inclusion. This study examines the inclusion and developmental significance of digital identity by drawing on thematic analysis of secondary data from 40 published studies based on the empirical context of India’s Aadhaar—the world’s largest digital identity scheme which enables service delivery to over 1.2 billion people. From our analysis, we identify themes of digital identity and socioeconomic inclusion and develop a theoretical account of their relationship. The resulting framework contributes towards advancing e-governance for development by showing how digital identity might enable inclusion.  相似文献

E-Government adoption and implementation has gained noticeable momentum across many developed and developing economies. Nevertheless, transitioning from the “electronic” to the stage of “transformational” domain – coined as t-Government – is posing the greatest challenge of how government services respond to changes in the broader economy and society. Despite considerable investments and the wide use of Information and Communications Technology (ICT), research literature on e-Government suggests that government services have yet to reach the full potential of seamless integration, where all transactions are completed electronically. Through a detailed analysis of the extant e-Government literature and a case study based empirical research, this paper explores the domain of e-Government in identifying the possible reasons for this potential shortfall in achieving full integration. Furthermore, the paper intends to highlight an aspect of complexity surrounding crossing the integration gap as the authors denote by “eChasm” in the e-Government conceptual model that leads to transformation. In addition, it focuses on radical change through Business Process Re-engineering (BPR) and the call for strategic style of leadership, for cross-agency collaboration leading to a successful realisation of transformational government (t-Government). It is interesting to note that researchers and public sector leaders have started to realise that implementing and managing the transformation of public services, copiously satisfying the users and stakeholders, is a task of multi-dimensional complexity.  相似文献

Public value creation is traditionally considered as the citizens' collective expectations with respect to government and public services. Recent e-government literature indicates that what exactly constitutes public value in digital government is still debated. Whereas previous research acknowledges aspects such as co-production and the orchestration role of government in the context of public value creation, there is only a limited understanding of how public value is created by the interactions between government and business actors, and the role digital technologies play in that process. Furthermore, so far, research into public value creation processes is limited to specific services that aim to meet a specific goal; for a more complete view, an integrative perspective is required to address the multiplicity of goals. Societal challenges including climate change, sustainability, and the transition towards circularity will require governments to play a crucial role. Businesses are also transforming their vision by adding societal goals to their economic objectives and contributing to these societal challenges. This necessitates even more the need to explicitly consider the role of business in public value creation processes. In this paper we argue that there is a need to understand public value creation as an interactive process, involving both government and business actors. In this process, voluntary information sharing enabled by digital infrastructures has the potential to contribute to the value creation processes, but the increased complexity of digital technologies obscures the effects they can have on value creation. Therefore, we develop a framework that allows to reason about public value creation as an interactive process, involving government and businesses, facilitated by voluntary information sharing. The framework also allows to reason about how the technological design choices of the underlying digital infrastructure influence this value creation process. For the framework development, we use an in-depth case study from the domain of international trade. We analyze the interactions between customs authorities and supply chain actors for jointly creating public value related to revenue collection, as well as safety and security of goods entering the European Union, using business data made available via a global blockchain-enabled infrastructure. In future research, the framework that we developed can be used to analyze more complex cases with additional public value aspects, such as sustainability and circularity.  相似文献

Studies in digital government research have not sufficiently considered the internal networking aspects of social media beyond interactions with the public. This article examines the function of social media as informal networks of professional practice within the public sector. The empirical study is based on a longitudinal analysis of the Twitter hashtag community #localgov used by British local government actors (dataset of 235,681 tweets posted within 2013–2015). In a period of significant budget reductions, Twitter conversations involved a wide range of responses about the impact of the cuts and future of services. #Localgov shows high level of cross-service exchanges in the institutional sharing of good practice while the dynamics of interaction reflect the traditional landscape of intergovernmental relationships in England. We argue about the importance and characteristics of hashtag communities like #localgov as spaces that bring together different actors with a public sector interest.  相似文献

This paper contributes to e-government research by presenting a review and discussion on how digitalization of public services has affected the interaction between citizens and government. We argue for a conceptualization and critical reflection on the nature of the underlying interaction between citizens and public officials - the public encounter - that digital public services are developed to support. We apply a qualitative and hermeneutic approach and illustrate that digital public services change public encounters concerning when, where, and how interactions occur, what each actor does, and the skills required of them. By relating these changes to emerging digital technologies (e.g. data mining, machine learning, sensor technology, and service automation), we illustrate that while these new technologies carry the potential to further digitalize service provision and fulfill the democratic goals of digital government, authorities can apply the same technology to restrict, control, and surveil citizens. Based on a critical discussion on what digitalization might entail for society, we identify problem areas arising from this development and propose a research agenda for understanding this phenomenon further. We raise questions and ethical concerns regarding accountability and reskilling of citizens and public officials as public service provision becomes citizen self-service.  相似文献

The Internet of Things (IoT) has gained significant importance in science and management and holds great value creation potential for public services. A pressing issue in this regard is how governments and public organizations can adapt their traditional structures and processes to the innovative field of the IoT to create public value. Previous research fails to provide a holistic explanation to this research question. Its technological background and predominant consideration in technology-based research areas has led to a one-sided understanding of the IoT concept that neglects its value-adding aspects. To fill in this research gap, this study presents an integrative public IoT framework for smart government, consolidating insights from IoT literature and related fields of research, complementing the so far predominant technology perspective of IoT with important business-related or value-adding aspects. In doing so, it enhances our understanding of public management-specific key dimensions and aspects of the IoT, serving as a holistic guidance for future research as well as practical implementation and application.  相似文献

To lay the foundation for the special issue that this research article introduces, we present 1) a systematic review of existing literature on the implications of the use of Artificial Intelligence (AI) in public governance and 2) develop a research agenda. First, an assessment based on 26 articles on this topic reveals much exploratory, conceptual, qualitative, and practice-driven research in studies reflecting the increasing complexities of using AI in government – and the resulting implications, opportunities, and risks thereof for public governance. Second, based on both the literature review and the analysis of articles included in this special issue, we propose a research agenda comprising eight process-related recommendations and seven content-related recommendations. Process-wise, future research on the implications of the use of AI for public governance should move towards more public sector-focused, empirical, multidisciplinary, and explanatory research while focusing more on specific forms of AI rather than AI in general. Content-wise, our research agenda calls for the development of solid, multidisciplinary, theoretical foundations for the use of AI for public governance, as well as investigations of effective implementation, engagement, and communication plans for government strategies on AI use in the public sector. Finally, the research agenda calls for research into managing the risks of AI use in the public sector, governance modes possible for AI use in the public sector, performance and impact measurement of AI use in government, and impact evaluation of scaling-up AI usage in the public sector.  相似文献

As GovTech solutions are steadily entering the public sector, they have yet to find their way into the mainstream literature. GovTech refers to socio-technical solutions – that are developed and operated by private organisations – intertwined with public sector components for facilitating processes in the public sector. GovTech solutions promise a superior customer journey for citizens and businesses compared to current government portals and front desks. GovTech solutions can be a blessing in disguise for governments struggling in their digital transformation journey, carrying the burden of public service innovation and replacing legacy systems with modern GovTech solutions. Yet, there are also concerns that GovTech solutions are a Trojan horse, exploiting the lack of technical knowledge at public agencies and shifting decision-making power from public agencies to market parties, thereby undermining digital sovereignty and public values. This paper develops a research agenda for GovTech based on a conceptual framework. This framework reveals four interrelated design areas for GovTech: institutional, governance, technical and human-centred design. Governments can employ the conceptual framework to further align and develop their strategies by focussing on GovTech governance, referring to the ability to manage the various interdependencies between the four design areas.  相似文献

Open government data (OGD) initiatives are an emergent platform research topic. There is little understanding how these platforms are governed for the innovation of services using open data, where the cultivation of an installed base of heterogeneous service innovators can lead to increased usage of OGD. In this paper, we draw on established literature from digital platforms research to investigate how service innovation is cultivated in open government data contexts. We employ a comparative case study of open government data platforms in three leading Latin American cities and draw upon the concept of boundary resources taken from platform theory. Our research generates two key contributions. First, we propose a theoretical model, which explains how an OGD platform owner is able to govern the demand and the supply side of its platform to facilitate the cultivation of a platform ecosystem. Second, we develop contributions to practice in terms of a set of recommendations for governments in emerging countries concerning how to establish and manage a vibrant OGD platform ecosystem.  相似文献

We are living in turbulent times, with the threats of COVID-19 and related social conflicts. Digital transformation is not an option but a necessity for governments to respond to these crises. It has become imperative for governments worldwide to enhance their capacity to strategically use emerging digital technologies and develop innovative digital public services to confront and overcome the pandemic. With the rapid development of digital technologies, digital government transformation (DGT) has been legitimated in response to the pandemic, contributing to innovative efficacy, but it also has created a set of challenges, dilemmas, paradoxes, and ambiguities. This special issue’s primary motive is to comprehensively discuss the promises and challenges DGT presents. It focuses on the nature of the problems and the dilemmatic situation in which to use the technologies. Furthermore, it covers government capacity and policy implications for managerial and institutional reforms to respond to the threats and the uncertainty caused by disruptive digitalization in many countries. To stimulate discussion of the theme of this special issue, this editorial note provides an overview of previous literature on DGT as a controlling measure of the pandemic and the future direction of research and practice on DGT.  相似文献

Tax administrations worldwide have become highly digitised with a diverse and sophisticated array of e-services to enhance the taxpayer experience. Nevertheless, given the high rates of failure of e-government services, it is critical to understand the factors that are essential to the success of a digital tax system. Drawing on a systematic review of ninety-six publications across the digital taxation, taxation, and information systems (IS) literature, a comprehensive conceptual framework is developed to improve our success of digital services in tax administration.The conceptual framework identifies fifteen themes for consideration by policymakers when designing digital services in tax administrations clustered around four categories – Context, Stakeholders, Technology and Demonstrated Results. The framework should also serve as a reference point in successfully developing strategies and measures to embed digital services in tax administrations. Future research directions are also proposed based on the conceptual framework that will help advance our understanding of digital services in tax administration beyond technology acceptance models.  相似文献
