Social media is being adopted at a rapid pace by governments around world and across different levels of government. In Canada, federal, provincial and municipal governments created social media accounts in 2000s and are now using them to interact with the public. Studies to date, however, focus primarily on social media strategies and practices of government agencies while government social media users' behaviors and perspectives remain understudied. This study analyzes experiences of government social media users and how they interact on Twitter and Facebook accounts maintained by a Canadian federal government agency – Immigration, Refugees and Citizenship Canada (IRCC). It also explores why users chose to interact on social media as well as their perspectives. The findings suggest that Canadian immigration agencies are using social media as a customer services tool, and migrant social media users are turning to government social media to hear directly from the government agencies and are expecting personalized answers.  相似文献

Government agencies are increasingly using social media to connect with those they serve. These connections have the potential to extend government services, solicit new ideas, and improve decision-making and problem-solving. However, interacting via social media introduces new challenges related to privacy, security, data management, accessibility, social inclusion, governance, and other information policy issues. The rapid adoption of social media by the population and government agencies has outpaced the regulatory framework related to information, although the guiding principles behind many regulations are still relevant. This paper examines the existing regulatory framework and the ways in which it applies to social media use by the U.S. federal government, highlighting opportunities and challenges agencies face in implementing them, as well as possible approaches for addressing these challenges.  相似文献

Government social media has been integrated as part of the government administrative tools to improve public service and promote public goals. However, the current government information literature is limited to understanding government social media adoption and its purpose for political marketing. The present study seeks to understand the role of government social media in promoting government digital initiatives (i.e., government-backed digital currency). The study validated the inter-relationships between government social media effort, privacy concerns, trust in technology, reachability, and citizens' participation in government-initiated digital innovations. A total of 505 responses from Chinese citizens were collected through an online self-administered questionnaire survey, and the data was submitted to a two-stage Partial Least Squares Structural Equation Modelling-Artificial Neural Network analysis. The analytic results revealed that privacy concerns, trust in technology, and reachability positively influence digital participation. In addition, the information quality and perception of trust in government social media have significant positive influences on government social media engagement. The study provides strategic practical suggestions to government agencies in effectively utilizing social media as a communication platform to foster citizens' participation in government's digital initiatives.  相似文献

While citizens previously took a back seat to government, citizen coproduction of disaster risk communications through social media networks is emerging. We draw on information-processing, citizen coproduction, and networked governance theories to examine the governance and impact of networked interactions in the following question: When government's capacity in information-processing and communication is overwhelmed by unfolding disasters, how do government and citizens coproduce disaster risk communications? During the Hurricane Sandy, we collected 132,922 #sandy tweets to analyze the structure and networked interactions using social network analysis. We then conducted case study of the government's social media policy governance networks. Networked citizen interactions – their agility in voluntarily retweeting the government's #sandy tweets and tweeting their own messages – magnified the agility and reach of the government's #sandy disaster communications. Our case study indicates the criticality of social media policy governance networks in empowering the lead agencies and citizens to coproduce disaster communication public services.  相似文献

Public organizations often face numerous barriers when it comes to adopting and using social media to communicate and engage with the broader public. This research aims to better understand how barriers to social media adoption can be tackled by zooming in on one specific type of organization: the police. Our research answers the following question: to what effect do police forces manage barriers to the adoption of social media with social media policies? Firstly, by systematically reviewing previous studies using a typology of barriers to ICT adoption, this study identifies the types of barriers that the police are often faced with. Secondly, by qualitatively analyzing two frontrunner cases, the United Kingdom and the Netherlands, this study analyzes how social media policies address and can help overcome these barriers. The empirical analysis indicates that in addressing barriers to social media adoption, a combination of exploration and exploitation is needed to address both structural and cultural barriers to social media adoption. We argue that this fits an approach of the ‘perpetual beta’: ongoing technological innovation requires organization capacity to continuously adapt to socio-technical change.  相似文献

A debate has emerged in library literature concerning the advantages and disadvantages of adopting social media applications in academic libraries. This research examines the ubiquity of social media through a longitudinal study of the adoption rates and usage patterns of Facebook, Twitter, YouTube, and Flickr at academic libraries in the Canadian province of Ontario from April 2010 to April 2012. The findings from this study indicate that large discrepancies exist in adoption rates across libraries, with two-thirds of Ontario academic libraries maintaining at least one social media application during the period of examination. Unexpectedly, Twitter and Facebook were equally popular social media tools during the study period. Despite its low adoption rate and usage, YouTube was by far the most effective means of reaching patrons. We conclude by examining the implications of engaging with patrons via social media in ways that are effective, engaging, and meaningful.  相似文献

In 2009, the Obama administration issued the Open Government Initiative that directed Executive agencies to improve transparency, openness in government, and public participation with government. The Obama administration views transparency and openness in government as a cost-effective and efficient process capable of improving public participation with government and public access to government information. To address the initiative in part, many agencies adopt social media as the means to disseminate information out to the public and to increase public participation with agency website content and activities. This exploratory study examines Executive agency use of social media and public participation with the media. Findings indicate that most agencies reviewed do use social media. The public does interact with the media and some agencies experience high overall participation levels; however, there are some issues with agency use of social media and public participation with the media.  相似文献

Crowdsourcing is a form of IT-enabled open innovation that has received increased attention in recent years. However, the use of crowdsourcing in public innovation is still in its early stages. To understand the adoption of crowdsourcing in government, this article investigates the antecedents of the intention to adopt crowdsourcing in government organizations. The adoption intention is conceptualized as a rationalistic, goal-directed decision that is driven by multiple strategic intents but tempered by transaction costs. Three strategic intents (accessing complementary knowledge, enhancing organizational legitimacy, and reducing innovation costs) and two transaction costs (codification costs, and broadcasting costs) are hypothesized as antecedents to the adoption intention. Data (n = 205) from municipalities in Belgium and the Netherlands shows that the adoption intention can be explained by the influence of the political executive, the pursuit of organizational legitimacy, and transaction costs associated with broadcasting. Accessing complementary knowledge, reducing innovation costs, and codification costs are not significant predictors. The findings suggest that crowdsourcing is viewed as a tool for political alignment and legitimation.  相似文献

By the end of 2012, Chinese microblogging accounts had reached 309 million. Among them, over 176,000 accounts were opened and managed by Chinese government agencies, as new channels to disclose government information provide public services and interact with citizens. This study investigates the external drivers and challenges that Chinese government agencies are faced with and the internal capabilities of Chinese government agencies in using social media. The study further discusses the relationship and dynamics between the external environment and internal capabilities of Chinese government agencies in using social media. Based on the findings, the paper provides some recommendations to government agencies in China and other countries faced with similar challenges.  相似文献

[目的/意义]突发公共卫生事件的复杂性、交互性、专业性及影响力的日益增强,给传统的应急管理系统带来了巨大挑战。本文旨在基于大众力量和群体智慧的公众科学模式,为突发公共卫生事件的应急管理提供一种创新的、多层次的视角。[方法/过程]研究以新冠疫情的暴发为背景,在分析梳理公众科学及危机众包的研究和实践现状的基础上,重新审视了群策群力在应急管理体系中的重要性和必要性,提出构建面向突发公共卫生事件的公众科学平台的现实任务。[结果/结论]研究指出了目前公众科学介入突发公共事件应急管理的三个症结:重响应,轻防护;重参与,轻合作;重贡献,轻共创。针对该现状,文章首先明确了公共卫生类公众科学的内涵定位,其次从"造"与"用"、基本框架和能动性三个角度构建了面向突发公共卫生事件公众科学平台的体系。研究为完善国家公共卫生应急管理体系,提升社会防控治理能力,增强公众健康素养提供参考。  相似文献

This study investigated Internet communication and use in a crisis situation, Hurricane Katrina, to explore the role of the Internet in supporting or diminishing geographically-based community during a crisis. The researchers conducted an online survey of Internet users (n=1192) from the dispersed metropolitan New Orleans area. The survey focused on amount, type, function, and importance of Internet use to creating and maintaining social capital, supporting geographically-based communities, activating social networks, reducing uncertainty, and achieving both expressive and instrumental communication goals. The results indicated that Internet users in a crisis situation went online to seek interactive fora specific to their neighborhoods and to activate weak ties in their social networks. They engaged in more uncertainty reduction behavior when experiencing higher degrees of damage. They turned to the Internet in place of other media as a result of disruptions caused by the crisis. Women valued online expressive communication more than men did. The findings suggest that social capital theorists would benefit from a communication perspective on the Internet. The study also led to the formation of suggestions for emergency preparedness agencies, shelter providers, crisis victims, and online news providers that can improve emergency response.  相似文献

This research identifies main feedback dynamics associated with social processes necessary to make sense of ambiguous project goals, typical of large digital government projects. The study reports on findings from a case analysis using participatory approaches in system dynamics, based on a digital government project integrating information systems of New York's criminal justice agencies. Findings stress the importance of visuals in the sensemaking process that results from the interaction of technical and social outcomes produced through identifying and continuously re-interpreting main project issues and goals. Project analyses suggest that requisite elements of successfully managing this type of project include 1) facilitation that enables diversity of ideas, 2) shared visuals and re-presentations of participants' efforts to work on the issues, and 3) iterative social construction of objectives, progress, and valid processes for doing the work; each of these plays a role in three different feedback processes sustaining (or undermining) the group engagement needed to yield successful integrative work. The study contributes to the literature in digital government by introducing the lenses of people-centered project management processes, an emerging approach in project management, to underscore the role of social processes in technical projects.  相似文献

In situations of crisis, governments must acknowledge that communication is a major weapon in their armoury, and can be used to convince the public to accept sometimes stringent measures, while preventing a worsening of the situation by curbing any spread of panic. Theoretically, during a pandemic, fear can be contained at reasonable levels by governments counterbalancing uncertainty with information. However, there is no empirical evidence on how the flow of information during a crisis can influence emotional states among the population. In this process, social media appears to be a valuable tool for governments to observe emotional response in a population. In the light of this and within the context of the Italian government's social media campaign #iorestoacasa (‘I'm staying at home’) launched during the Covid-19 crisis, the current study utilises text analytics to explore the relationship between government and press communication, and the level of fear expressed by citizens through more than 200 thousand #iorestoacasa tweets. The results highlight how the content of the messages evolved in the early part of the outbreak and during the social media campaign. They suggest that in Italy the discussion regarding the efforts made by the European Council to find common solutions for dealing with the emergency has prompted a positive influence on public mood. Conversely, messages about people's individual vulnerability and the associated sense of an external locus of control correlated positively with levels of fear. This study opens new ways to support government communication during a crisis by monitoring public emotional response through social media.  相似文献

In 2009, the departments in the executive branch of the U.S. federal government received the presidential marching order to “harness new technologies” in order to become more transparent, collaborative and participatory. Given this mandate, this article sets out to provide insights from qualitative interviews with social media directors to understand the factors that influence internal adoption decisions to use social media applications, such as Facebook, Twitter, or blogs. Three distinct factors influence the adoption decisions of social media directors: information about best practices in their informal network of peers, passive observations of perceived best practices in the public and private sector, and “market-driven” citizen behavior. The resulting adoption tactics include: (1) representation, (2) engagement, and (3) networking. The findings point to the need for higher degrees of formalized knowledge sharing when it comes to disruptive technology innovations such as social media use in highly bureaucratic communication environments. Recommendations based on the lessons learned are provided for practitioners and social media researchers to develop social media tactics for different organizational purposes in government.  相似文献

Social media applications are extending the information and communication technology landscape in the public sector and are used to increase government transparency, participation and collaboration in the U.S. federal government. The success, impact and performance of these new forms of bi-directional and networked interactions can provide insights to understand compliance with the mandate of the Open Government Initiative. Many government agencies are experimenting with the use of social media, however very few actively measure the impact of their digital interactions. This article builds on insights from social media directors in the U.S. federal government highlighting their current lack of measurement practices for social media interactions. Based on their articulated needs for measurement, existing rules regulating the extent of measurement practices and technological features of the main social media platforms, a framework is presented that traces online interactions to mission support and the resulting social media tactics.
