为应对全球竞争的挑战,顺应欧洲一体化的大趋势,29个欧洲国家于20世纪末启动了旨在整合欧洲高等教育体系的博洛尼亚进程。博洛尼亚进程以可比较、兼容、透明原则构建高等教育系统框架,以达成多样性与一致性的统一;注重整体设计,系统推进;在政策的制定上注重利益相关者的参与,为其顺利推进赢得了广泛的社会支持。博洛尼亚进程的设计、组织与管理,对我国实施系统的高等教育改革具有重要的启示和借鉴意义。  相似文献

Since the beginning of the 20th century, integration with the Western world has been a determining driver of higher education policies, as well as many other policy areas in Turkey. Becoming a signatory country of the Bologna Process in 2001 brought a new impulse to the higher education policies in this direction. The Bologna Process reforms introduced necessary changes and set new challenges. This article discusses the main implementation activities in the context of the Bologna Process in Turkey and the governance of the reform at the national level with a focus on the roles of the key national bodies.  相似文献

Recently, it has been discussed how actors at universities perceive the Bologna Process. However, there is a lack of understanding about the determinants influencing attitudes towards the reform. In particular, the relation between education policy ideals and perceptions of the Bologna Process has gone unobserved. Based on a survey at three universities in North Rhine‐Westphalia in Germany, this article shows that a congruence of education policy ideals with the goals of the Bologna Process leads to a more positive perception of the reform. Ordinary least squares (OLS) regression models show that these findings are stable when controlled for socio‐demographic characteristics, changes of everyday work and involvement in the implementation of the Bologna Process. Thus, it is worthwhile to take into account the education policy ideals of involved actors when analysing perceptions of educational reforms.  相似文献

Although the Bologna Process expresses the conviction that the higher education systems of the countries signatory to the Bologna Declaration (1999) should become increasingly comparable and compatible, it leaves higher education as a national responsibility and protects and encourages cultural and educational diversity. Given this statement of principle, the author discusses the special problems involved in adapting the higher education systems of South East Europe to the Bologna Process, citing his own country, Slovenia, as an example. He examines the issues of diversity versus integration, the modernization of curricula, the development of a proper balance between institutional autonomy and the national co-ordination of higher edu cation, the links between university and non-university higher education, and the preparation, in higher education institutions, of teachers for primary and secondary school education.  相似文献

学生参与高等教育质量保障是近年来欧洲高等教育政策所强调的一个重要方面.学生能否参与、在多大程度上参与,从根本上说涉及对高等学校教学活动中师生关系的认识.20世纪90年代以来,关于学生参与的理论先后有学生"顾客"论、学术共同体论和利益相关者论等.博洛尼亚进程对于学生参与高等教育质量保障不仅有明确的政策倡导,而且有具体的监测指标.从执行情况看,相关政策还存在有待完善的空间.尽管如此,从博洛尼亚进程对学生参与质量保障的重视程度可以看出,在当前欧洲高等教育的改革与发展过程中,学生这一利益群体越来越受到重视.  相似文献

The Bologna reform aims to enhance several dimensions of the universities' activities, by favouring mobility and mutual recognition of higher education degrees across Europe, with the objective to create a European Higher Education Area. The radical changes induced by the Bologna Process affect universities' productivity both directly (for example, implementation costs, curriculum streamlining, evaluation intensity) and indirectly (for example, the ability to attract more students and higher levels of competition among institutions). The decentralised organisation of the Swiss university sector provides an ideal setting to test this hypothesis, as the panel data of departments permits the consideration of the unobserved heterogeneity across both universities and scientific fields. The empirical results support the claim that the Bologna reform enhances university productivity. Furthermore, there is no evidence of substantial costs of the system transformation.  相似文献

Italy was among the promoters of the Bologna Process and the early adopters of the reform. If one looks at its impact on the formal structure of curricula and study programmes, the reform undertaken under the Bologna banner seems to have been one of the major educational reforms ever achieved in Italy. This article describes how the Bologna Process has unfolded in Italy, looking at the reasons why a reform that for long eluded Italian policymakers and higher education managers finally succeeded. The theme is approached from the point of view of the contemporary theories of institutional change, looking at the actors and interactions that made this reform possible despite strong opposition. In fact, it was a series of contingent events that weakened the balance of powers governing Italian HE, thus making institutional change possible.  相似文献

This article examines the role of the European Union's Commission in weaving together the Bologna Process and the Lisbon research strategy with its existing educational initiatives to define and disseminate an influential vision of European higher education. The article begins by outlining the Commission's activities in relation to EU education programmes, the Lisbon research agenda and the Bologna Process. It goes on to examine, in a variety of policy texts, the discourse of European higher education that is supported by, and supporting, these large-scale policy developments. Whilst the overall coherence and cohesiveness of this emerging discourse can be queried, the article argues that the Commission is drawing effectively on both Bologna and Lisbon to firmly constitute — and reconstitute — higher education as a European policy domain. The article concludes with an analysis of how different educational stakeholders are supported and restricted by the Commission's views of higher education, as articulated through its 'hybrid' Bologna/Lisbon agenda.  相似文献

This article draws on the discourses of educational policy in Europe to focus on the implications of the Bologna Process for higher education in Russia. The Bologna Process, as a multi-dimensional discourse involving a variety of social actors, reflects some of the complexities and contradictions of globalisation, in many local cases evoking responses and leading to outcomes which were neither planned nor predicted by the official educational policy planners. The role of international organisations in the reform of Russian higher education is considered and the barriers, limitations and possible consequences of Bologna for the Russian situation are explored.  相似文献

经过十年来的博洛尼亚改革,德国在2009/2010冬季学期已有79.2%的专业采用了颁发学士/硕士学位的新学制。也就是说,颁发新型学位的专业已经在很大程度上取代了颁发传统学位的专业。不过,在新型学士/硕士专业注册的学生人数目前仅占全部学生人数的42.9%。这表明,博洛尼亚进程虽然改变了德国传统的学制与学位结构,但在德国尚未实现其预定的目标。传统与新型学制和学位的并存是当前德国高等教育体制的一个突出特点。此外,当前改革中出现的一些问题也令德国对博洛尼亚改革的改革变得必要。  相似文献
