This paper reviews important aspects of the literature on collective memory, how some of these concerns have been expressed in archives, and contemplates how these issues relate to the politically transformative South African post-apartheid context. It highlights the erosion of boundaries between archives, museums, and other less-institutionalized memory projects in post-apartheid South Africa. It notes ways in which archival activity is taking place outside of traditional archives, as part of a changing and evolving memory landscape. It acknowledges the significant gaps in the written record that are a result of apartheid practices and cites different approaches that were overlooked by apartheid??s official archival systems. This paper offers a way of contemplating the ??social constructedness?? of collective memory and the social and political dimensions of archives.  相似文献

Social justice impact of archives: a preliminary investigation   总被引:5,自引:5,他引:0  
This article reports the first stage of a research collaboration that is elaborating the multiple relationships between archives and social justice. Specifically, it is developing narrative frameworks and diagrammatic representations to identify, understand, illustrate, and deploy the actual and potential social justice impact of archives, archivists, and archival repositories. A discussion of the broader and historical social justice landscape culminates with a working conceptualization-framework of social justice followed by an examination of the many methods and modes by which social justice can be an object of research. This is followed by an examination of the rising presence of social justice as an explicit and accelerating concern in four key English language archival journals before offering a working articulation and approach to an archival—social justice framework. A discussion of understanding and measuring impact, with specific reference to the framework of impact that we have chosen to deploy, culminates with an analysis of the social justice impact of archives as evidenced through two exemplary case studies. This is followed by a summation of key findings and a discussion of future plans to expand this research. The overall objective of these efforts is targeted toward elucidating how archives can be cast as having both positive and negative social justice consequences and demonstrating how archival work can serve social justice goals.  相似文献

This paper outlines the construction of the “official” archives of the South African apartheid state and the distorted view they contain concerning social and political realities. Therefore, the colonial and apartheid legacies are examined in a broader context as an oppressive social and political system, as well as in the more specific context of how their legacy is reflected in the official archives. The development and popular endorsement of the Freedom Charter of 1955 was a seminal moment of challenge to the increasing oppression of the apartheid state. In later decades, the Freedom Charter became an iconic reference point in the antiapartheid struggle and the inspiration for the construction of a constitutional democracy in the 1990s. The process of its creation stands in stark contrast to the processes of creation of official records and archives. The paper also examines the survival of the Freedom Charter and the struggle to save it from auction in London and secure its safe passage to the National Archives of South Africa. Finally, questions of meaning and ideological significance are asked in relation to the role of a National Archives in the current dominant historical narrative.  相似文献

The archival sliver: Power, memory, and archives in South Africa   总被引:3,自引:3,他引:0  
Far from being a simple reflection of reality, archives are constructed windows into personal and collective processes. They at once express and are instruments of prevailing relations of power. Verne Harris makes these arguments through an account of archives and archivists in the context of South Africa's transition from apartheid to democracy. The account is deliberately shaped around three themes — race, power, and public records. While he concedes that the constructedness of memory and the dimension of power are most obvious in the extreme circumstances of oppression and rapid transition to democracy, he argues that these are realities informing archives in all circumstances. He makes an appeal to archivists to enchant their work by engaging these realities and by turning always towards the call of and for justice. This essay draws heavily on four articles published previously by me: “Towards a Culture of Transparency: Public Rights of Access to Official Records in South Africa”,American Archivist 57.4 (1994); “Redefining Archives in South Africa: Public Archives and Society in Transition, 1990–1996”,Archivaria 42 (1996); “Transforming Discourse and Legislation: A Perspective on South Africa's New National Archives Act”,ACARM Newsletter 18 (1996); and “Claiming Less, Delivering More: A Critique of Positivist Formulations on Archives in South Africa”,Archivaria 44 (1997). The educational institutions that train archivists and records managers in Europe and North America have not engaged with the challenges of orality until very recently. As their counterparts in Africa are modelled on the earlier version of European and North American practice, they do not address the relationship between oral cultures and written records either. This article attempts to address this significant omission. It is grounded on evidence gathered during a fellowship at Chancellor College in Malawi and arises from the author??s work in preparing courses on archives and records management for a planned postgraduate degree. The methodological limitations imposed by the author??s lack of the appropriate African language skills are acknowledged. It is observed that the colonial archive has been subjected to vociferous criticism and that oral history programs have been advocated to fill perceived gaps. Yet, paradoxically the colonial archive is itself largely the product of a process of turning oral communications into written records. The nature of the processes and of the products is discussed. It is argued that these archives, like all archives, need to be interpreted as products of their historical and cultural setting. If users can read them ??with the grain??, then they may be able to utilise them for a range of purposes never envisaged by the creators of the records.  相似文献

This paper examines the role of trust in the information continuum. It argues that in the context of Canadian federal government records, an analogous ??trust continuum?? is a useful model for analysing the relationships that exist between creator, archives and user in the information-abundant environment. The paper borrows from sociological theory to posit that creator, archives and user are bound together in a complex expert system that facilitates trust and mitigates risk in a broad societal context and contends that these interactions are shaped at the macro level by a dominant public discourse of accountability. These points are illustrated through three recent examples at Library and Archives Canada. First, the relationship between Canadian society and the archives is explored by interrogating the concept of relevance and assessing the feasibility of managing a pan-Canadian collection via a national network of knowledge institutions. Then, the role of trust between the archives and the creator in the management of government digital information resources is examined in light of the recently issued Directive on Recordkeeping, and in the context of LAC??s Trusted Digital Repository. Finally, Commissions of Inquiry??and the Indian Specific Claims Commission in particular??demonstrate both the power of archival records in repairing trust between a society and its government and the iterative nature of the relationship between the user and the archives.  相似文献

Focusing on the inter-war period, this article examines the context of the publication of Sir Hilary Jenkinson’s Manual of Archive Administration alongside the less well-known contemporary publication of Arthur Schomburg’s ‘The Negro Digs up his Past’. By placing these publications together, this article raises questions about the production and reproduction of the professional canon, as well as highlighting Schomburg’s contribution to key archival questions on the nature of collecting. This work discusses Schomburg’s articulation of the purpose of archival collecting which offers a radically different conception of the value and use of archives, one that focuses on the concepts of recovery and transformation. This article also places Schomburg within the wider emergence of the Pan-African movement and situates his work within the developing Pan-African ideologies and the networks in which he operated, and argues that Schomburg’s legacy can be found in the development of Black-led archives in London.  相似文献

Despite a long history of rich theoretical work on provenance, empirical research regarding users?? interactions with and judgments based upon provenance information in archives with scientific data is extremely limited. This article focuses on the relationship between provenance and credibility (i.e., trustworthiness and expertise) for scientists. Toward this end, the authors conducted semi-structured interviews with seventeen proteomics researchers who interact with data from ProteomeCommons.org, a large online repository. To analyze the resulting interview data, the authors apply Brian Hilligoss and Soo Young Rieh??s empirically tested theoretical framework for user credibility assessment. Findings from this study suggest that together with other information provided in ProteomeCommons.org and subjects?? own experiences and prior knowledge, provenance allows users to determine the credibility of datasets. Implications of this study stress the importance of the archival perspective of provenance and archival bond for aiding scientists in their credibility assessments of data housed in scientific data repositories.  相似文献

The African National Congress (ANC) liberation archives were created in countries all over the world. These liberation archives form part of the national archival heritage of South Africa as they bridge the gap of undocumented history of people who were previously marginalised by the apartheid government. After the ban on liberation movements was lifted in South Africa, the ANC embarked on the process of identification and repatriation of the records that were fragmented throughout the world. This study investigated the approaches followed by the ANC in identifying and repatriating its liberation archives from the trenches to make them accessible. Qualitative data were collected through interviews with purposively selected employees of the African National Congress, MultiChoice, Africa Media Online and the Nelson Mandela Foundation who were involved in the repatriation of the liberation archives. Interview data were augmented through content analysis of ANC documents such as policies, websites and annual reports, as well as observation of the storage conditions of the liberation archives. The key findings revealed that the ANC established an archives management committee that played an important role in the identification, repatriation and, ultimately, digitisation of liberation archives. The committee utilised former liberation struggle members to identify records in ANC hosts in various countries. It was established that, although the ANC was aware of where its records were abroad, not all its records were repatriated to South Africa after the unbanning of the liberation movements. For example, there were host nations, like Italy, that disputed the return of the ANC liberation archives to South Africa. The liberation archives are in the custody of the Fort Hare University as a chosen official repository for the ANC. It is concluded that the repatriation of the liberation archives is an ongoing process, as not all records have been repatriated to South Africa. As the ANC is in power at the time of writing, this is the opportunity for the organisation to negotiate with countries that still have custody of its liberation archives, such as Italy, to repatriate such records to South Africa. A further study on legal ownership and copyright, digitisation and ensuring the authenticity of the ANC liberation archives is recommended. This study can be extended to other liberation movements in southern Africa.  相似文献

The purpose of this article was to investigate whether public archives in South Africa’s educational programs serve as an interactive tool for public engagement. The study adopted a quantitative research approach involving all 10 public archival institutions in South Africa. Data was collected using survey questionnaires, analysis of the legislation on archives, and the national Department of Arts and Culture (DAC) and relevant provincial departments’ annual reports from the 2012–13 to 2014–15 financial years according to the relevant themes of the study. In South Africa, public archival institutions fall under and report to the DAC. The purpose of data triangulation was to collect as much, and as diverse, data as possible to help generate the best possible insight. The study revealed that the public archives’ educational activities were not effectively designed and implemented to bring potential users to archives. The study recommends that public archives engage with educators and curriculum developers to support the South African Curriculum Assessment Policy Statement (CAPS). This will enable archivists and public archival institutions to identify and incorporate developmental and topically relevant archival material into CAPS for use by educators and learners in a classroom environment.  相似文献

An engagement with affect theory is a significant way in which dimensions of social justice for the archival field can be elucidated, fleshed out, and ultimately confronted. Affect theory provides tools for undertaking substantive analyses of power and its abuses in order to better perform, more critically understand, and challenge and reconceptualize archival functions and concerns in support of social justice principles and goals. In this paper, I provide an introduction for the archival field to affect theory, arguing that the contributions of Ann Cvetkovich, Sara Ahmed and Lauren Berlant can critically expose, complicate and further work toward social justice in three areas of archival concern. First, drawing on Cvetkovich’s work, I argue that affective value should be surfaced and explicitly applied as an appraisal criterion. Second, extending Ahmed’s work on pain and witnessing to the archival realm and building on arguments that archivists are witnesses (Punzalan in Community archives: the shaping of memory, Facet, London, 187–219, 2009; Caswell in Archiving the unspeakable: Silence, memory and the photographic record in Cambodia. University of Wisconsin Press, Madison, 2014a), I argue that archivists are deeply implicated in webs of affective relations. Such relations require the archival field to expand its ethical orientation to address considerations of emotional justice. Finally, I build out of Berlant’s work to call out, define and analyze a different kind of archival relation, an affective investment in and attachment to damaging neoliberalist ideologies that shape the conditions of contemporary archival work.  相似文献

What is the connection between archives and identity? One of the main user groups of archives are family historians who often state that they undertake to find out about their ancestry in order to ??find out who they are??. But what does such a claim mean, where did it come from and what is the role of archives in this search for the self? This article explores these questions by examining two modern genealogical texts: Alex Haley??s Roots (1976) and the television programme, Who Do You Think You Are? (2004). These narratives show that archives can be part of the articulation of the self and that they have the potential to disclose the who beyond the private confines of the family to the reader or television audience. In this way, the archive has become a theatre of meaning, memory and self-identity, a performative space in which identities are enacted. The paper concludes by arguing that the connection between archives and identity can be a complex-layered performance that not only articulates the self but also has the potential to connect the self to the other. Such an exploration of the imaginative and performative aspects of archives within such genealogical storytelling is important if we are to further our understanding of the role of archives in contemporary Western society.  相似文献

The collection, organization, and long-term preservation of resources are the raison d??être of archives and archivists. The archival community, however, has largely neglected science data, assuming they were outside the bounds of their professional concerns. Scientists, on the other hand, increasingly recognize that they lack the skills and expertise needed to meet the demands being placed on them with regard to data curation and are seeking the help of ??data archivists?? and ??data curators.?? This represents a significant opportunity for archivists and archival scholars but one that can only be realized if they better understand the scientific context.  相似文献

确保档案安全需要《刑法》的有力保护。通过对我国档案犯罪案件刑事惩治的实证考察发现,当前还存在刑事立法缺乏规制的全面性,保护范围较窄;刑事司法缺乏制裁的严厉性,惩治力度较轻等问题。严重的故意毁损档案,伪造、变造档案,档案保管失职以及侵害非国有档案等达到刑法法理所要求的具有严重社会危害性的侵害档案行为目前并未纳入《刑法》予以规制。未来,应在结合我国档案保护实际,并参考借鉴域外档案犯罪刑事惩治经验的基础上,通过尽快修复档案犯罪立法漏洞,切实提升档案犯罪司法裁判力度等方式来增强我国档案犯罪刑事惩治质效。  相似文献
