The purpose of this study is to assess the status of public libraries located in Rawalpindi District, Pakistan, in terms of administrative setup, collection, staff, resources, and services. The article is derived from evidence obtained through a questionnaire-based survey carried out in December 2013. This survey was conducted for the preparation of “Directory of Public Library Project” a joint venture of Punjab Library Foundation and Department of Library and Information Science, University of the Punjab. The survey found eleven public libraries in the District of Rawalpindi. Only three of these have professional staff. Overall, libraries have poor and outdated book collections that are not properly classified and cataloged. Information Communication Technology infrastructure exists in libraries with some exceptions. Most of the libraries are facing constraints (e.g., low number of hours, too small in size, and too many users for size of collections) that result in inadequate services. Most of the libraries are facing similar problems, which are being faced by other public libraries of Pakistan (e.g., shortage of professional staff, lack of modern facilities, and insufficient funds). Employee book clubs are simple, inexpensive tools for professional development that may be more effective than traditional training methods. Library staff at Brigham Young University participated in professional development book clubs, and they reported that they found these trainings to be more enjoyable than classroom-style trainings and more effective in helping them understand, retain, and apply the principles learned. This article will discuss the success of these book clubs and suggest ways that other libraries can implement cost-effective book clubs to develop professional and leadership skills.  相似文献

The current societal and professional context presents a variety of ethical challenges to decision makers. The importance of educational preparation for ethical decision-making and ethical leadership has been addressed in the literature of library and information science (LIS), among other professions. However, it can be quite difficult to measure the impact of professional ethics education on students. This article is based on an evaluation of published original research related to ethics education in disciplines supported by professional education, including education, nursing, allied health, journalism, social work, public health, engineering, and LIS. The study considers data related to research design, methodologies used, populations studied, approaches to measuring impact, levels of impact, and publication in the journal literature. Results indicate more extensive research in education and nursing as compared with other fields, a lack of baseline data gathering for comparison, a reliance on a limited number of data-gathering techniques, and a tendency toward studying alumni over current students  相似文献

Recognizing the utility of a regional medical library system in improving the availability of existing and future medical library resources in the country, the Congress included provisions for the support of such a system in the Medical Library Assistance Act. Grants will be made to major medical libraries which have the potential to provide supportive services to other libraries within a geographic area encompassing a major fraction of the nation's health professional manpower. Approximately ten of these regional libraries will receive these grants. Support for the system and consequently the extension of the services of the system will of necessity by implemented in a stepwise fashion. The central function of a regional medical library is to provide back-stopping interlibrary loan service and also to provide access to MEDLARS services for the region. Additional services for the region will include traditional reference service, training, surveillance of regional needs, announcement services, support for programs of continuing education for the health professions, and certain central technical processing for the region.  相似文献

The current mission statement of the Medical Library Association states that it is "dedicated to improving health through professional excellence and leadership of its members in the ... provision of information services and educational programs ..." With this goal in mind, retractions offer medical librarians a professional challenge to become involved in the scientific process. Through results of a survey conducted among the consortium of South Central Academic Medical Libraries (SCAMeL), this paper reveals opinions on the importance of retraction awareness and who is responsible for disseminating this knowledge. The paper also reports what the Louisiana State University Medical Center at Shreveport Library and other SCAMeL member libraries are doing to promote awareness.  相似文献

Abstract

Establishing Program for Cooperative Cataloging (PCC) Chinese Japanese Korean (CJK) NACO, BIBCO, CONSER, and SACO funnels grew out of the PCC’s strategy of engaging and inclusion of diverse membership, and the commitment of the Council on East Asian Libraries (CEAL) to collaboration with PCC, the Library of Congress, and the American Library Association. Together, PCC CJK funnels and CEAL’s Committee on Technical Processing (CTP) have been taking leadership roles in contributing quality metadata, developing CJK-specific training programs, participating in the development of PCC policies and best practices, and engaging in international collaborations. This article discusses challenges the CJK funnels and CEAL CTP have faced and strategies taken in this ongoing collaborative endeavor.  相似文献

职业生涯管理是高校人力资源管理的新课题。虽然目前高校图书馆存在着一些有利于馆员职业开发的因素,如馆员年龄的年轻化、知识结构的合理化、学历层次大幅提高等,但由于领导不重视、进修渠道不畅、发展空间比较狭窄等因素,馆员工作满意度低,缺乏职业归属感和成就感。高校图书馆应针对目前馆员职业生涯管理存在的问题,有针对性地采取相应的对策,以实现馆员与图书馆事业的共赢。  相似文献

The qualitative, longitudinal study suggests how teachers and librarians learn to collaborate on inquiry-based science lessons that link science, information literacy, and structured English immersion standards for Latino elementary students. Teachers and librarians in the study received extensive professional development training about teacher and librarian collaboration (TLC), information literacy, inquiry-based science, as well as language and culture. In addition, expert peer mentors provided background information to teachers and librarians, as well as modeled high end TLC recommended by school librarian professional guidelines. Although increased interest and high motivation are generated by TLC, findings indicate that considerable time and experience are needed to prepare teachers and librarians to collaborate on instruction. Study results also indicate that there is an apparent lack of experience with inquiry-based science, particularly in schools with a culture of direct instruction. The study highlights teachers' lack of awareness of librarians' role as instructional partners. Greater communication between the professions is urged if TLC is to be successfully implemented as a way to bolster student achievement and stay updated in important fields, such as science, where instruction appears to be lagging behind.  相似文献

随着近年来我国自然科学类博物馆数量和规模的迅速增长,人才问题日益凸显。本报告通过问卷调查和访谈的方法,对我国自然科学类博物馆人才队伍结构以及人才队伍培养的现状、问题与需求进行调研和分析,认为我国自然科学类博物馆人才队伍存在学历结构偏低、经验不足等问题,同时人才培养缺少有效途径、有针对性的培养方案和足够的资源支撑。在此基础上,本文提出了建立人才队伍培养的差异化方案、专业化的人才队伍评估体系以及多元化的人才队伍培养资源等对策建议。  相似文献

新《档案法》实施背景下,与旧《档案法》相配套的档案法规体系面临着过时的危险,亟待全面修改。新《档案法》的内容存在十大亮点,我们要从坚持党对档案工作的领导、推进国家治理体系和能力现代化、改进档案管理工作等方面来把握其实施意义。现有档案法规的制定程序缺乏专家论证,科学性不强;部分内容与新《档案法》冲突,体系性不强;法规与上位法及彼此之间高度重复,未凸显地方特色,针对性和可操作性不强。因此,我国应当从整体上完善档案法规体系。具体路径包括各地区在修订档案法规时,对档案法规草案进行专家论证,必要时委托第三方起草,提升档案法规立法的科学性;通过立法后评估、定期清理和备案审查,增强档案法规立法的体系性;在档案法规立法过程中广泛听取社会意见,凸显地方特色。  相似文献

The author suggests the importance of knowledgeable leadership as a factor in improving Philippine school libraries. He offers a brief case study of how two different libraries fared with similar levels of funding. One without outstanding leadership did not advance; the other with knowledgeable leadership made large advances. This workforce column, guest written by Jill Mierke, evokes memories of the saying, you are not alone. The challenges of workforce and workplace leadership for any library chief executive officer are many and varied. We come to those roles usually as experienced (if not seasoned) professionals, but we do not always have the theoretical grounding and specific professional practice experience a dedicated human resources professional might bring to the organization. A Master's in library and information sciences qualification is no guarantee that you will have the requite knowledge, skills, experience, and abilities to be a good people manager or a strategic leader of the library workforce. This article paints a compelling picture of what success for library human resource management and leadership can look like, through the lens of an experienced and seasoned human resources professional. Recent workforce research is telling us there are many roles within our libraries that are now being successfully filled by “other” professionals. In our ever changing and dynamic information landscape, the human resources strategic advisory role is one of them.

The directions of the information professions in Africa are identified by analysing 87 papers published in three source journals. These are the International Library Review, Libri and Information Development during the 5-years between 1985 and 1989.

The study revealed that researchers are actively involved in a variety of areas. The prominent areas, are library and information resources, archives, special and research libraries, library education, bibliometrics, library buildings, library automation, university and public libraries, and agricultural information. The study also found that researchers consulted publications in other disciplines, especially in disciplines such as agriculture, education, communications, science and technology, and rural development.  相似文献

Background: Leadership is a necessary facet of professional practice for health library and information managers (HLIMs). Several training needs analyses (TNA) in the health library and information services field have been conducted in recent years, all identifying a need for professional development in leadership skills. However, these previous TNAs have not focused on specific elements of leadership skills required by health library and information managers. Objectives: The National Library for Health (NLH) commissioned the School of Health and Related Research (ScHARR) at the University of Sheffield to conduct a TNA where HLIMs assess their current leadership skills and identify any future development needs in this area. The results would inform a programme of influencing skills workshops. Methods: HLIMs in the UK were invited to complete a self‐assessment online questionnaire. The questionnaire utilised items from Manning and Robertson’s Influencing Skills Style Profile (ISSP). This allowed the results to be characterised by influencing ‘style’. Results: HLIMs considered themselves to have strengths in the leadership areas of influencing, negotiating, managing change and delivering presentations to decision‐makers. They identified significant development needs in communicating with stakeholders, conflict resolution, using body language and being assertive. Most HLIMs demonstrated two collaborative styles identified by the ISSP, namely strategic collaborator and opportunistic collaborator. Conclusions: In difficult times, HLIMs may need to adapt to more of an ‘opportunistic‐battler’ influencing style. It is important that HLIMs not only assess their own leadership skills but also that they take opportunities to employ 360° feedback, comprising assessment from subordinates, peers and supervisors.  相似文献

[目的/意义] 通过对美国《新泽西州图书馆法》进行分析和研究,总结出其对我国图书馆立法建设的启示。[方法/过程] 从图书馆的建立和管理、图书馆网络、图书馆经费、图书馆职员、信息资源建设和其他相关规定6个方面对《新泽西州图书馆法》进行全面分析,对比国内6部地方性图书馆法规,发现国内图书馆法规的不足。[结果/结论] 我国图书馆立法建设应注意以下方面的内容:保障图书馆经费,促进图书馆可持续发展;建立委员会管理体制,实行有效的管理;重视图书馆网络建设,促进资源的共建共享;维护读者权益,提升图书馆服务;规范馆员入职要求,提升馆员素质;完善呈缴本制度,促进政府信息公开;科学制定法律内容,增强法律的可操作性;建立绩效评估制度,促进图书馆的发展。  相似文献

The Nursing Interest Subgroup (NISG) was established in 1980 to act as a focus for librarians providing services to nurses and to encourage understanding between the two professions. The NISG held social events, study days and produced regular newsletters for members. Relationships were developed with NHS Regional Librarians, where they existed, and links made with overseas colleagues. As a subgroup of the Medical, Health and Welfare Libraries Group of the Library Association, the NISG was called to comment upon developments in nurse training and education. Particular concerns were the generally inadequate level of resourcing for library provision, especially for qualified nurses, and the salary scales of nursing librarians. The NISG facilitated the sharing of experience, provided opportunities for professional and educational development and served to raise the profile of nurses’ libraries. In 1986 the group was renamed and lives on today as ‘Libraries for Nursing’.  相似文献

In most states in the Southern African Development Community (SADC), the national archives acts were enacted shortly after independence and modelled closely on British archival legislation. These acts were mostly written with paper records in mind, while being silent on records that appear in other media such as microfilm, audiovisual and electronic. This study provides a qualitative content analysis of archival legislation to assess the extent to which provision is made for the management and preservation of records created in networked environments in selected countries (Botswana, Lesotho, Malawi, Namibia, South Africa, Swaziland, Tanzania Zambia, and Zimbabwe) in the SADC region. The key finding suggests that while the archival legislation in South Africa makes provision for the management of electronic records, the pieces of legislation for the other countries are silent on this issue. Furthermore, all the pieces of legislation are silent on whether electronic records can be admissible as evidence in a court of law. The study recommends that the SADC should consider adding a legal instrument in the form of a protocol treaty on archival legislation and designing a model law or statute on electronic records management and preservation to be customised by member states.  相似文献

The imbalance between medical library resources and information needs of the health professional led to a reexamination of the mandate for the National Library of Medicine. Legislation known as the Medical Library Assistance Act (MLAA) was passed in 1965 which enabled the NLM to (1) initiate programs to assist the nation's medical libraries and (2) develop a medical library network with the establishment of regional medical libraries to link the NLM with local institutions.The National Library of Medicine, through the MLAA, has made available $40.8 million to the medical library community under a competitive grant and contract mechanism for the period July 1965-June 1970. A total of 604 projects has been executed in resources, research and development, training, construction, regional medical libraries, publications, and special scientific projects. An assessment is given of each of these programs and their impact on both the National Library of Medicine and individual medical libraries. In the aggregate, these programs have significantly improved library and information services to the professional health user. The principal limitation has been inadequate funding to accomplish the level of originally stated objectives.  相似文献
