Virtually all aspects of all library functions are going through a period of change, but a few contrasts between and among Western countries persist. First, decentralization to allow for regional initiatives and traditions persists at the risk of inhibiting growth of integrated national systems, especially in Europe. However, coordinating agencies to affect national and international exchanges are growing, and education for professional staff is receiving more attention in Europe. Second, library staff are more often bureaucratic than professional on the continent, as compared with the United States and the United Kingdom. Third, technology is adapted and adopted most often and most intensively in libraries serving medicine, science, and technology in all countries. Fourth, information privacy and sharing information continue to be major policy issues for all.There are other problems explored in this paper that affect the status of libraries everywhere and underlie the contrasts found at all levels of technological development across national boundaries and across types of libraries:
  • 1.(1) The need for national and international levels of information policies.
  • 2.(2) The need to identify the components of information science that are library-related.
  • 3.(3) The identification of the role of libraries in the changing information environment.
Resolution of these three problems will enhance national and regional distinctions, which should allow for more effective library services on all political levels.  相似文献

This study examines the development of six state university libraries in the Arab Gulf countries of Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and United Arab Emirates. Despite the relatively short history of higher education in these countries, these libraries have made some significant progress. It should be noted that in terms of library organization, size of collections, number of staff, service activities, and computer applications, these libraries are considered by default the main libraries in their respective countries. At present, only Saudi Arabia has a national library.

This study employed a survey questionnaire which was sent to all Gulf university libraries to identify and gather pertinent and current information necessary to establish an accurate profile on each one of these libraries.

The study provides basic information on library organization and analysis of collections, services, staffing, budgeting, expenditures, automation, and information technology. The study findings suggest that further research is needed to examine and evaluate collections, service activities and instructional programs, staff development and training, co-operation among Arab Gulf universities, and library education programs in the region.  相似文献

The Future Voices in Public Services column is a forum for students in graduate library and information science programs to discuss key issues they see in academic library public services, to envision what they feel librarians in public service have to offer to academia, to tell us of their visions for the profession, or to tell us of research that is going on in library schools. We hope to provide fresh perspectives from those entering our field in both the United States and other countries. The Master of Library and Information Science program at University of Western Ontario aims to graduate qualified professionals with a thorough knowledge of theory and practice in library and information science. The program is at the graduate level because professional activity in this area is based not just on traditional and current practices but also on theory that has been tested and supported by research. We strive to maintain and improve our national and international stature in research and education through multidisciplinary programs delivered by faculty members with a wide range of scholarly interests and qualifications. Abstract

Library education in Jordan falls into three categories: professional, at the post-graduate level, subprofessional, at the community colleges level, and in-service training. The primary institution concerned with in-service training is JLA. Detailed accounts of programmes, syllabus, curriculum and course contents offered at all levels are given. The historical account of the library movement in Jordan indicates that Jordan’s libraries are in transition from traditional to advanced library and information functions and practice. Continuous course evaluations and assessments resulted in the development of curricula endeavouring to advance trends in library and information science. Thus, more libraries are implementing computer systems. The post-graduate curriculum introduces courses on advanced topics in information science and technology besides library automation. JLA is shifting its emphasis towards specialized courses on computerization and library software packages such as CDS/ISIS. Community colleges’ library education has also changed to include advanced topics.

Statistical analysis of students and trainees at all levels is given. The impact of information technology on several library aspects and information services is highlighted to disclose what should be incorporated into the new library education curricula to equip the future generation of library and information professionals to practise the profession in Jordan.  相似文献

Abstract

This article deals with the most important features of Lithuanian library history and describes specific features of the Soviet period. It also describes the current situation of librarianship in independent Lithuania. Historical analysis shows that Lithuanian libraries status, level and rate of development are influenced by particular historical conditions, social, and economical demands of the society.

During the first stages of their history, Lithuanian libraries were a valuable part of the whole European library history. Their activities subsided when Lithuania lost its independence. This eliminated libraries from the national historical process. After Lithuania regained its independence, it became possible for libraries to recover. Unfortunately this process had subsided during the Soviet years. Society depreciated library activities and librarians work. Nevertheless, librarianship of this period has some achievements also. There is a rather good system of library education, several library networks and scientific research in library and information science.

The last period is very hard and difficult for Lithuanian librarianship. During the years of economic crisis, libraries must struggle for their existence. So we can speak only about the possibility to ensure minimal conditions of existence, about the possibility to survive. The technical basis of libraries is especially weak: few of them use computerized technologies. This new period of the Lithuanian library development raised new problems and sharpened the old ones. The Lithuanian state has to change the library system and its functions, and rearrange library activities. The current situation in Lithuania creates new premises for libraries to develop. The most important premise of these changes is restoration of Lithuanian independence. A lot of work is already done to deideologize library activities, and to consolidate in them the principles of democracy. This work must guarantee the right of all Lithuanian citizens to use information stored in libraries. Now Lithuanian libraries strive to restore and establish new international relations, and to integrate themselves into the world's information system.  相似文献

ABSTRACT

Despite demonstrated credentials, vast subject expertise, and knowledge of foreign languages and cultures, immigrants educated in schools of library and information science (LIS) in Eastern Europe (EE) and the former Soviet Union (FSU) face numerous challenges when trying to gain work as professional librarians in Canada. We introduce a model for retraining EE-and FSU-educated librarians to expedite their entry into professional librarianship in Canada without their having to undertake the formal requirements of a host-country graduate LIS degree. Taking into account and building upon their existing foreign-earned degrees, this retraining program will result in an ALA-accredited LIS degree that will allow foreign-educated immigrant librarians to compete on a level playing field with domestically educated librarians, thus eliminating discrimination based on what one labor economist calls the 'national origin of an individual's human capital.'  相似文献

Abstract

Using a scientometric approach, this study examines scholarly publications by library and information science (LIS) researchers affiliated with Iranian institutions that were published in non-Iranian journals and indexed in the Web of Science (WoS) database, together with publications in Iranian LIS journals from 1980 through 2016. The results show that Iranian authors published 538 LIS documents indexed in WoS and another 7,837 in national journals. The research article was the predominant document type at both the national and international levels. The total number of international publications in LIS by all countries was 313,449; Iran ranked 34th among the countries for publications in LIS.  相似文献

Abstract

This study examines reasons for the shortage of qualified academic librarians in China and recommends ways to position Chinese academic libraries to move into the modern era.

Interviews were conducted with 20 academic librarians in China and 20 in the United States, in one library in each country, to collect data for a comparative study. This paper compares Chinese and US academic librarianship in terms of reasons for entering this profession, academic education in library and information science, and requirements for knowledge and information skills.

Chinese librarianship faces great challenges in the recruitment and education of librarians and with the library system itself. It is time for the government, university officials, libraries and society as a whole to learn to promote librarianship and build a powerful librarian workforce, to meet the needs of China's social and economic development.  相似文献

Summary

The Americans with Disabilities Act of 1990 (ADA) motivated libraries all over the United States to evaluate their accommodations and services to patrons with disabilities. This article presents a case study of the Texas Tech University Libraries project to meet the needs of their patrons in relation to ADA. The study focuses on including adaptive technologies in the library environment to aid blind, hearing, visually and physically-impaired patrons and increasing library staff awareness of the needs of patrons with disabilities. Findings from the study will also benefit school, public, and special libraries that are evaluating their access for patrons with disabilities.  相似文献

The article describes a partnership between two of the libraries at the University of California, San Diego (UCSD) through which two staff in one library worked part-time at the other during the summer of 2006 in order to maximize staffing efficiency among the units, as well as to realize professional development-related goals for the staff involved. Abstract

The article reports the results of a visual survey of library Web sites conducted over a seven-month period in 2000. Included in the survey were 100 ARL libraries in public and private universities in the United States. The author sought information about the libraries' policies regarding access to services and resources for unaffiliated users-library users who are not students, faculty, or staff of a library's parent institution. The author focused on four areas: entrance to the building, circulation policies, interlibrary loan service, and the use of proprietary databases. The author also looked for mention of services to unaffiliated users in library mission statements and the costs for use of services or resources. As expected, the variation among library Web sites was great, in terms of the amount of information provided, the level of access to services and resources, and the cost for access. No attempt was made to confirm the information by direct correspondence with staff at the libraries, in part because the intent was to determine only what one could learn from a library's Web site.  相似文献

ABSTRACT

The author presents the results of a review and analysis of thirty-five colleges and universities in the United States that currently offer an Associate's degree and/or vocational certificate(s) in Library and Information Science. These programs, which are geared primarily to existing library support staff who seek additional training, have been created independently of each other and without a national standard to guide the curriculum. Although the American Library Association-Allied Professional Association's Library Support Staff Certification offers guidelines for the educational content of Associate's level LIS programs, a comparison reveals significant gaps. Furthermore, the ALA-APA program currently approves courses at only three institutions in the nation, and certifies graduates from only fourteen. The author identifies areas of misalignment between the Library Support Staff Certification and existing LIS programs and suggests directions for future improvement.

ABSTRACT

This paper explores the attitudes of librarians in post-Soviet Kazakhstan regarding their roles at the new National Academic Library of the Republic of Kazakhstan (NAL). Using ethnographic observation, interviews, and surveys of library staff (n = 24), we find that Kazakhstani librarians either sensed a “calling” to librarianship or “fell into” library careers given life circumstances, and value their library for its contribution to cultural preservation and digital access on a national scale. This pilot project presents NAL to an international community, sharing the voices of Russian- and Kazakh-speaking librarians to highlight the role of libraries in the development of the post-Soviet nation.  相似文献

ABSTRACT

The importance of science and technology information in technological advancement and research and development is obvious. It contributes directly to economic development of a country. The paper highlights major problems facing Ghanaian academic and research libraries in their attempt to provide science and technology information. These include poor collections, inadequate funding, a lack of hard currency for ordering needed documents, a lack of trained manpower, poor communication networks, lack of cooperation among existing libraries and no firm government policies to support initiatives.

The paper describes international initiatives and efforts including the IFLA/DANIDA Interlending and Document Delivery Project aimed at establishing global electronic links in order to improve availability of publications and information, which will lead to information transfer and ultimately to development. A training programme organized for six Ghanaian librarians in the United Kingdom and Denmark is described.

It is concluded that access to online databases in the developed countries is essential since it provides the most up-to-date information. It is recommended that communications infrastructure be installed so that Ghanaian libraries can access scientific and technology information held in the developed countries.  相似文献

ABSTRACT

This exploratory research investigates how American public libraries have addressed the issue of media literacy in their communities from 2016 to 2018, including programs, partnerships, and other initiatives. The authors selected this period because events, such as the 2016 U.S. presidential election, contributed to an increased national concern about media literacy. This study fills a research gap by providing a broader assessment of public library responses to this issue, as most of the published literature thus far stems from academic libraries. An electronic survey solicited data from both a stratified purposive sample and a self-selecting sample of public libraries throughout the United States (U.S.). Analysis of qualitative and quantitative data from sixty-five public libraries revealed several key themes related to media literacy initiatives, including types of initiatives developed, initiatives deemed most successful by staff, community response to initiatives, and reasons for not pursuing initiatives. Findings denote the current state of how public libraries address media literacy and offer practical guidance for those developing media literacy initiatives. Key findings are as follows: lack of staff time is the reason most often cited for not engaging in media literacy initiatives; more effective measurements are needed to assess both community needs and outcomes of library initiatives; “fake news” is a topic of interest in the community and among library staff; and there appears to be a relationship between staff interest in the topic and perceived interest on the part of the public, which may impact efforts to address the issue. Implications for practice resulting from those findings include engaging in initiatives that maximize service while minimizing staff time involvement; measuring and assessing community interests as well as outcomes of initiatives; using trending topics such as “fake news” to increase interest in library services; and continuing to increase staff awareness of and training in issues deemed important by the library community.  相似文献
