This essay argues that Federal Communication Commission's implementation of the universal service requirements mandated by federal law fails to meet any measurable means of reducing the gap between the information haves and have-nots. It is primarily an information poverty reduction program. Introducing the idea of community-based universal service, along with a federally-funded entitlement program for specific local and state organizations, introduces several unsettling and untested aspects to the social equity equation. Gathering better measurements about participants in the program and specific research directions could go a long way toward reducing this uncertainty.  相似文献

Abstract

The Hong Kong Library Association (HKLA) has been the core organization serving the library and information science (LIS) community in Hong Kong since its establishment 62?years ago. It organizes activities and events continually to enrich professional knowledge of LIS professionals in Hong Kong. It has been observed that the number of student members has risen constantly in recent few years. In view of the pressing demand for better support to student members, the HKLA launched the Mentoring Program in 2013 to enhance informal communication between student members and other members of the Association. The Mentoring Program received an overall positive feedback from the local LIS community and made a positive impact to participants, especially mentees. Apart from the successful experience of this program, there are issues that can be improved in sustaining this program in long term. This paper summarizes the experience of implementing the Mentoring Program in the first two years and identifies the challenges and opportunities ahead. The finding indicates that the Mentoring Program was a well-received professional development program for the student members of the Association. However, this program can be further enhanced in terms of mentor solicitation, mentor-mentee eligibility, mentor-mentee relationship, knowledge-based interaction, and program sustainability. The Program Committee may consider collaborating with other LIS agencies to solicit more potential mentors. In view of the population of the potential mentors, it makes very good sense for the past mentees to serve as peer-to-peer partners for non-degree student members. More incentive should be devised to encourage the mentoring pairs in joining library events in addition to the activities related to the Mentoring Program. To facilitate communication and experience sharing among program participants and HKLA members, it is desirable to set up an online discussion platform to address the increasing demand for more opportunities on this. Lastly, it is vital to improve communication among the Program Committee, HKLA Council members and HKLA members. Besides reviewing the operation and management of the Mentoring Program, the Program Committee should also study the feasibility of sustaining this program in the long run. This paper can be served as an empirical study on the implementation of library and information science mentoring programs in one of the major cities in Asian region. The results of the study can be referenced by the LIS community not only locally but also internationally.  相似文献

Discussions of cataloging and metadata education are popular in social media outlets, scholarly literature, conference meetings, and so on. This article, the third installment of a longitudinal study on the state of information organization (IO) education, analyzes the recent literature to identify new and continuing themes related to IO education. It provides an overview of the curricula of the 58 library and information science graduate programs in the United States and Canada accredited by the American Library Association (ALA). It examines the current conditions in 2012–2013 and compares them to data from earlier studies. It provides an overview of the types of IO courses available, program requirements, the number of schools offering IO courses, and the number of schools teaching those courses.  相似文献

The Knowledge Ambassadors Programme in Kenya was largely born out of a growing concern about the unsatisfactory use of electronic information resources in the universities. In an attempt to maximize their use, many academic libraries are engaging students in their promotional activities. The student partners are often referred to as knowledge ambassadors. This article looks at the development of knowledge ambassadors in selected university libraries in Kenya. A questionnaire designed using Google Forms was used to collect data. The link was e-mailed to universities known to have the program. The findings revealed the need for formalizing and mainstreaming the program.  相似文献

This study examines program ordering effects derived from viewing CNN television news relative to The Daily Show on the political gratifications associated with both types of information sources. Internal political self-efficacy is assessed as an individual-difference moderator. Main primacy effects are found on the gratifications associated with both national television news viewing and The Daily Show viewing. However, The Daily Show primacy effect on the political gratifications associated with national television news viewing was isolated among those participants who retain low internal political self-efficacy. Ramifications for these findings are outlined and future lines of research are summarized.  相似文献

The goal of the project presented in this article was to create a tutorial for the University of Louisville's online catalog, Minerva, using an authoring software program. This article describes the thought process behind this decision, how the appropriate software was chosen, how the tutorial was designed and implemented, and how the project was evaluated. The tutorial is the first step in helping all students become information literate and works in coordination with the library session, which furthers the process by helping them learn how to evaluate and use the information they find.  相似文献

The National Institute of Neurological Diseases and Blindness (NINDB) has the responsibility of trying to alleviate the morbid and mortal effects of all the diseases of the nervous system and the special senses including speech, hearing, and vision. The information problem facing the NINDB is only a fraction of the total information problem of the biomedical community, but it is probably representative. The NINDB information audience has a core of about 19,000 persons, 10 percent of whom are nonclinical research scientists; 10 percent of whom are engaged in patient care, teaching, and some research; 12 percent in training (post doctoral); and 68 percent chiefly involved in the care of patients. In addition, there is an unknown number of other interested scientists. Fifty to eighty thousand journal articles, an unknown number of technical reports, and other items produced each year are potentially valuable to this group. The exact needs of each subgroup must be identified and ways developed to deliver the required information quickly, accurately, and in an easily useable form. NINDB has undertaken a large information program as a service to the biomedical community to help cope with these information problems. This program is to serve the needs of the practicing physician, the research scientist, and NINDB program analysis and planning. The Neurological Information Network is the core effort of the program.The Neurological Information Network envisions large units incorporating both information storage and retrieval and information analysis. These will be in universities with strong biomedical libraries where there are ongoing research programs in some area relevant to NINDB responsibilities. These units are to be integrated and will interact with each other and with the National Library of Medicine to avoid duplication of work. In addition to their own information analysis activities, the major documentation centers will be able to support information analysis satellites at other research centers where specific categorical research programs are underway.  相似文献

In April, 1994 Mercy College completed an extended self-study in preparation for a team visit from The Commission on Higher Education, Middle States Association of Colleges and Schools. This article examines the impact of institutional evaluation on the library's bibliographic instruction program, and its evolution into an information literacy program responsive to changes in student demographics, curriculum content, assessment methods, and communication technologies. Three initiatives are described: (1) an effort to increase course-integrated information literacy instruction in the general education requirement; (2) development of an information literacy assessment plan; and (3) recruitment and training of information literacy peer tutors to assist public services librarians. Although still in a formative stage, eight future directions are recommended for successful implementation.  相似文献

Library and information (LIS) education is undergoing a major transformation. During this time of change, there is a pressing need for data from all stakeholder groups to support strategic decisions within individual schools and across the discipline as a whole; students are a key stakeholder group. This paper reports on a 4-year study of master's students enrolled in an institution undergoing a transition toward an iSchool. The self-administered questionnaire was distributed to students enrolled in the Master of Information Studies program at the University of Toronto eight times: to incoming students in the fall term for 4 years, and to the entire student body in the spring term of those same years. The data collected from approximately 1000 questionnaires indicate that students arrive excited about the information professions and optimistic about employment opportunities. As they progress through the program, however, many are not satisfied with professional aspects of their program. They want courses that prepare them for their first professional position, and opportunities to gain experience, which they believe will increase their employability. The data from the 4-year period revealed fluctuations over the years, which indicates the value of examining longitudinal data.  相似文献

Kaleida Health Libraries, in partnership with the Buffalo and Erie County Public Library, presented "Seniors Connect: A Health Information Project." The program was funded by the Community Foundation for Greater Buffalo and the Kaleida Health Foundation. The purpose of the project was to teach African-American and Hispanic senior citizens or their caregivers residing in the city of Buffalo how to search the Internet to find quality, accurate, understandable health information. Attendees were taught to distinguish quality information from inaccurate, misleading, and fraudulent material. A total of fourteen training sessions were offered. The Seniors Connect program was initiated with health fair at each branch library, conducted by Kaleida Health staff, to provide an opportunity for participants to learn about health care services available in their community; observe demonstrations of health information searches on the Internet; learn about new treatment modalities for diseases such as diabetes, high cholesterol, thyroid abnormalities, and hypertension; and interact with area health care providers and library staff. The sessions were highly rated by attendees and many participants expressed their gratitude for a program geared specifically toward seniors.  相似文献

A survey was conducted to assess poultry farmers' information needs and sources in selected rural communities in the Greater Accra Region of Ghana. Data were collected from 150 poultry farmers in 13 communities. Information on disease management, egg storage, feeding and nutrition, vaccination, shelter, pesticide application, marketing of poultry products, and debeaking were the major information needs of the poultry farmers in the study area. The major sources of information for the poultry farmers were from family and friends, the Internet, books, the veterinary office, leaflets, television, researchers, and newspapers. Some of the major constraints faced by poultry farmers when accessing information include lack of skills to access information, inadequate information resources on poultry, inadequate veterinary officers, lack of information centers, and inappropriate airing time of agricultural program on radio stations. The study recommended that community libraries and information centers should be established: It is important that such rural libraries and information centers should contain simple agricultural reading materials, such as leaflets, agricultural magazines, books, and research reports that are written in non-technical language. The veterinary service department of the Ministry of Food and Agriculture should identify relevant sources and use them to deliver information to the poultry farmers.  相似文献
