The area of electronic government (eGovernment) has received increased prominence and attention over the last few years. In spite of the current developments, many avenues in the area of eGovernment remain unexplored. One such area is the comprehensive assessment of eGovernment projects. We propose that understanding the value of projects drives the assessment process. Assessment of information technology (IT) initiatives is conducted either as an ex-ante (before implementation) or ex-post (after implementation) procedure. In this study, we present an ex-post framework for the assessment of eGovernment projects. Assessment identifies the value of the eGovernment project post-implementation. This paper examines a three-dimensional framework for the assessment of eGovernment initiatives. The three dimensions are eGovernment maturity level, stakeholders, and assessment levels.  相似文献

With the proliferation of the Internet and World Wide Web applications, people are increasingly interacting with government to citizen (G2C) eGovernment systems. It is therefore important to measure the success of G2C eGovernment systems from the citizen's perspective. While general information systems (IS) success models have received much attention from researchers, few studies have been conducted to assess the success of eGovernment systems. The extent to which traditional IS success models can be extended to investigating eGovernment systems success remains unclear. This study provides the first empirical test of an adaptation of DeLone and McLean's IS success model in the context of G2C eGovernment. The model consists of six dimensions: information quality, system quality, service quality, use, user satisfaction, and perceived net benefit. Structural equation modeling techniques are applied to data collected by questionnaire from 119 users of G2C eGovernment systems in Taiwan. Except for the link from system quality to use, the hypothesized relationships between the six success variables are significantly or marginally supported by the data. The findings provide several important implications for eGovernment research and practice. This paper concludes by discussing limitations of the study which should be addressed in future research.  相似文献

Using a novel dataset on the diffusion of public eServices at the city level in EU 15, this paper contributes to extant empirical literature in three ways. First, it extends the coverage of public eServices beyond eGovernment, investigating four service categories: Infomobility, eProcurement, eGovernment and eHealth. Second, it provides information for both a cross-country and cross-municipality comparison. Third, on the methodological side, it also extends the literature on composite indicators at a municipal level. Cities exhibiting the highest diffusion of public eServices are found to be medium-large, highly endowed with well-educated human capital, and characterised by a lively industrial atmosphere favoured by a reasonable number and variety of production and service activities. The relative performance of the European cities helps identify plausible directions to be taken for policies aimed at favouring the diffusion of public service innovation in Europe.  相似文献

eCommerce, Brexit, new safety and security concerns are only a few examples of the challenges that government organisations, in particular customs administrations, face today when controlling goods crossing borders. To deal with the enormous volumes of trade customs administrations rely more and more on information technology (IT) and risk assessment, and are starting to explore the possibilities that data analytics (DA) can offer to support their supervision tasks. Driven by customs as our empirical domain, we explore the use of DA to support the supervision role of government. Although data analytics is considered to be a technological breakthrough, there is so far only a limited understanding of how governments can translate this potential into actual value and what are barriers and trade-offs that need to be overcome to lead to value realisation. The main question that we explore in this paper is: How to identify the value of DA in a government supervision context, and what are barriers and trade-offs to be considered and overcome in order to realise this value? Building on leading models from the information system (IS) literature, and by using case studies from the customs domain, we developed the Value of Data Analytics in Government Supervision (VDAGS) framework. The framework can help managers and policy-makers to gain a better understanding of the benefits and trade-offs of using DA when developing DA strategies or when embarking on new DA projects. Future research can examine the applicability of the VDAGS framework in other domains of government supervision.  相似文献

The continuous use of eGovernment services is a de facto for its prosperity and success. A generalised sense of citizens' self-efficacy, expectations, and satisfaction offer opportunities for governments to further retain needed engagements. This study examines the factors influencing citizens' continuance use of eGovernment services. Through the integration of Social Cognitive Theory, Expectation Confirmation Theory, DeLone and McLean IS success model, and E-S-QUAL, a survey of 471 citizens in the UK, engaging in online public services, found that prior experience, social influence, information quality, and service quality, personal outcome expectation, and satisfaction, are significant predictors of citizens' intention to use eGovernment, when they are regulated, through citizens' self-efficacy. The present study extends the roles of pre-adoption and post-adoption by offering a self-regulating process. Therefore, it demonstrates how critical it is for the government's leaders to understand the patterns of the long-term process for electronic systems continually.  相似文献

During the last decade, various types of eGovernment evaluations have been proposed. These evaluations have primarily focused on international benchmarking using supply side metrics. Demand for eGovernment has been largely ignored. Recently, this oversight has been recognised, but research in this area is still in its infancy. This paper proposes the use of an already established usability literature from computer science. Advantages of applying usability methods to eGovernment include recognising barriers to use, identifying future development priorities and using already existing methods to assess and compare online offerings. Importantly, the inclusion of and focus on real users also fits with the wider government ideals of greater public participation and strengthening democracy.  相似文献

A recent line of e-government research has emphasized the importance of interorganizational information sharing in the public domain. This research extends these information-sharing dimensions to explore information sharing relative to service performance. It utilizes a time-critical information services (TCIS) conceptual framework as an analytical lens. TCIS highlights multiple dimensions of information sharing, including operational, organizational, and governance factors as well as timeliness and quality as key performance metrics. A case study approach was employed to examine the exchange of performance-related information in a key time information critical service: a county-wide emergency medical services (EMS) system. The paper first explains the theoretical foundations for the study, stemming from interorganizational systems (IOS) literature, e-government IOS, and even more specifically, IOS in emergency medical services (EMS). The paper discusses performance measures in EMS, describes the TCIS analytical lens, the study methodology, and the case study under investigation. Case study findings are reported along operational, organizational, and governance dimensions. In general, the case study illustrates promising factors that can enhance information sharing across organizations, while noting that considerable gaps remain in achieving an end-to-end IT-enabled performance approach. Future research should aim to better understand how to overcome these gaps, including addressing the usability constraints that can confront professionals working in time information critical circumstances, such as trauma conditions.  相似文献

This paper seeks to perform an assessment of the current state of implementation of BTOP-funded public computing center projects based on insights from principal–agent theory. Using newly available data on BTOP-funded PCC projects and correlating them with socioeconomic and geographic data derived from the US census and the FCC, we seek to assess whether program funds were targeted at unserved/underserved areas as required by program objectives, as well as the progress towards completion of PCC projects by type of grantee and funding amount. On the distribution of funds, we find that the PCCs supported were located in areas of high broadband availability as well as high demand: while this is contrary to the BTOP's stated purpose, we argue that it is actually more cost-effective to also target areas of high demand. It was also found that whereas a majority of PCC grants went to governmental agencies, who also received larger grants than non-governmental recipients, they were no more likely to generate a significantly higher percentage of matching funds or to move toward project completion sooner. We speculate that the intense competition for grants might have narrowed the performance gap between these categories of applicants.  相似文献

To lay the foundation for the special issue that this research article introduces, we present 1) a systematic review of existing literature on the implications of the use of Artificial Intelligence (AI) in public governance and 2) develop a research agenda. First, an assessment based on 26 articles on this topic reveals much exploratory, conceptual, qualitative, and practice-driven research in studies reflecting the increasing complexities of using AI in government – and the resulting implications, opportunities, and risks thereof for public governance. Second, based on both the literature review and the analysis of articles included in this special issue, we propose a research agenda comprising eight process-related recommendations and seven content-related recommendations. Process-wise, future research on the implications of the use of AI for public governance should move towards more public sector-focused, empirical, multidisciplinary, and explanatory research while focusing more on specific forms of AI rather than AI in general. Content-wise, our research agenda calls for the development of solid, multidisciplinary, theoretical foundations for the use of AI for public governance, as well as investigations of effective implementation, engagement, and communication plans for government strategies on AI use in the public sector. Finally, the research agenda calls for research into managing the risks of AI use in the public sector, governance modes possible for AI use in the public sector, performance and impact measurement of AI use in government, and impact evaluation of scaling-up AI usage in the public sector.  相似文献

eGov (eGovernment/eGovernance) is a complex endeavor involving many actors, ambitions, and perspectives. The field has, in research and in practice, over the years expanded its focus from service orientation to a comprehensive perspective with the ambition to integrate all of government in coherent action. Comprehensive integration requires a future-oriented perspective so investment is made in robust and flexible solutions meeting not only today's demands but also sustainable to meet those of the future. This paper addresses the use of the sustainability concept in eGov research. We discuss definitions and elements of sustainability and conduct a structured review of eGov literature investigating how various sustainability areas (social, economic, environmental and technical) are addressed. We find 21 overall themes in 94 papers, with the highest number in the “social” category. Two cross-cutting themes to which 21 overall themes relate are also identified; Decision-making and Infrastructure. Findings show that sustainability is mainly addressed narrowly, focusing on projects rather than general issues, and shallowly with a focus on single factors rather than the complex interaction among them, and with little foundation in sustainability theory. The paper contributes with an overview of themes in previous research as well as theory-based input for future research efforts on eGov sustainability, from a dynamic and sociotechnical sustainability perspective.  相似文献

Governments worldwide are encouraging public agencies to join e-Government initiatives in order to provide better services to their citizens and businesses; hence, methods of evaluating the readiness of individual public agencies to execute specific e-Government programs and directives are a key ingredient in the successful expansion of e-Government. To satisfy this need, a model called the eGovernment Maturity Model (eGov-MM) was developed, integrating the assessment of technological, organizational, operational, and human capital capabilities, under a multi-dimensional, holistic, and evolutionary approach. The model is strongly supported by international best practices, and provides tuning mechanisms to enable its alignment with nation-wide directives on e-Government. This article describes how the model was conceived, designed, developed, field tested by expert public officials from several government agencies, and finally applied to a selection of 30 public agencies in Chile, generating the first formal measurements, assessments, and rankings of their readiness for e-Government. The implementation of the model also provided several recommendations to policymakers at the national and agency levels.  相似文献

The growth of eGovernment applications has initiated profound re-engineering of numerous citizen-government interactions but has not yet provided significant impacts on internet-based voting (iVoting). This study examines the role of trust and the technology adoption model (TAM) in influencing citizen intentions to adopt iVoting, and whether a social identity perspective may play a role in this individual decision process. The study is based on the integrated trust and TAM model. TAM posits that people choose to adopt a new Information Technology (IT) because they perceive it to be useful and sometimes also because it is perceived as easy to use. Trust plays a central role in building that sense of perceived usefulness in cases where the IT is a conduit to the trusted party, as we propose for iVoting. In support of this social identity extension to the trust and TAM model, our results show that citizens' perceptions that they share the same values as the individuals affiliated with providing eGovernment (and internet-based voting) services are especially instrumental. The perception that the agency is made of “people like me” is associated with increased trust in the agency, which in turn is associated with increased levels of other factors that contribute to the intention to vote electronically over the internet. This paper introduces a new impact indicator for the research effort of a university, nh3. The number of documents or the number of citations obtained by an institution are used frequently in international ranking of institutions. However, these are very dependent on the size and this is inducing mergers with the apparent sole goal of improving the research ranking. The alternative is to use the ratio of the two measures, the mean citation rate, that is size independent but it has been shown to fluctuate along the time as a consequence of its dependence on a very small number of documents with an extremely good citation performance. In the last few years, the popularity of the Hirsch index as an indicator of the research performance of individual researchers led to its application to journals and institutions. However, the original aim of this h index of giving a mixed measure of the number of documents published and their impact as measured by the citations collected along the time is totally undesirable for institutions as the overall size may be considered irrelevant for the impact evaluation of research. Furthermore, the h index when applied to institutions tends to retain a very small number of documents making all other research production irrelevant for this indicator. The nh3 index proposed here is designed to measure solely the impact of research in a way that is independent of the size of the institution and is made relatively stable by making a 20-year estimate of the citations of the documents produced in a single year.  相似文献

Observation and immersion in the user community are critical factors in designing and implementing informatics solutions; such practices ensure relevant interventions and promote user acceptance. Libraries can adapt these strategies to developing instruction and outreach. While needs assessment is typically a core facet of library instruction, sustained, iterative assessment underlying the development of user-centered instruction is key to integrating resource use into the workflow. This paper describes the Eskind Biomedical Library's (EBL's) recent work with the Tennessee public health community to articulate a training model centered around developing power information users (PIUs). PIUs are community-based individuals with an advanced understanding of information seeking and resource use and are committed to championing information integration. As model development was informed by observation of PIU workflow and information needs, it also allowed for informal testing of the applicability of assessment via domain immersion in library outreach. Though the number of PIUs involved in the project was small, evaluation indicated that the model was useful for promoting information use in PIU workgroups and that the concept of domain immersion was relevant to library-related projects. Moreover, EBL continues to employ principles of domain understanding inherent in the PIU model to develop further interventions for the public health community and library users.  相似文献

A key challenge behind the adoption of blockchain in the public sector is understanding the dynamics of blockchain governance. Based on a systematic literature review, this article analyzes different approaches to blockchain governance across disciplines and develops a comprehensive conceptual framework for the study of blockchain governance decisions in the public sector. The framework clusters nine types of governance decisions (infrastructure architecture, application architecture, interoperability, decision-making mechanism, incentive mechanism, consensus mechanism, organization of governance, accountability of governance, and control of governance) into three levels of analysis (micro, meso, and macro-levels). Drawing on public management theories and concepts, the article elucidates the implications of various governance choices in each level of governance and provides a primer for researchers and policy practitioners on the design of blockchain-based systems in the public sector.  相似文献
