There is considerable research work on the performance assessment of eGovernment projects, especially on performance assessment measures per se. The point that the authors in this paper make is that while a variety of performance assessment measures are important for evaluation of eGovernment projects, performance itself is intended to relate governance with eGovernment applications. Thus, while developing performance assessment measures, there is a need to be conscious of governance as the ultimate purpose. Taking the Indian Police Administration as its domain, this paper demonstrates how performance assessment can be so conceived as to help capture the impact of eGovernment in regard to implications for governance in the given domain.  相似文献

This paper draws on sources from two bodies of knowledge: eGovernment and the strategic role of intangible assets in public agencies. It was elaborated in order to measure the variation of the intellectual capital in public organizations involved in government-to-government (G2G) endeavors. In order to achieve this, a heuristic frame was developed to evaluate the impact of G2G endeavors on the components of the intellectual capital of a public agency, namely its human capital, organizational capital, external capital, and innovation capital. Applying this heuristic frame to a G2G endeavor in Brazil linking the Brazilian Central Bank and the Justice Department, a positive impact on the intellectual capital of the Courts of Justice associated with it was detected. Moreover, it was concluded that this G2G undertaking influenced all the components of the intellectual capital of the Courts of Justice alike. Thereafter, the model was validated through a positive and strong statistical correlation between the intellectual capital variation in the Courts of Justice and the value perception of the employees both accrued from the G2G undertaking. Finally, in addition to the research limitations, some concluding remarks are set forth for public managers, practitioners, and academics to help them grasp the potential of using the intellectual capital theory to assess eGovernment initiatives.  相似文献

During the last decade, various types of eGovernment evaluations have been proposed. These evaluations have primarily focused on international benchmarking using supply side metrics. Demand for eGovernment has been largely ignored. Recently, this oversight has been recognised, but research in this area is still in its infancy. This paper proposes the use of an already established usability literature from computer science. Advantages of applying usability methods to eGovernment include recognising barriers to use, identifying future development priorities and using already existing methods to assess and compare online offerings. Importantly, the inclusion of and focus on real users also fits with the wider government ideals of greater public participation and strengthening democracy.  相似文献

While broad assessment projects are often used to steer library strategic planning initiatives, this article will present the benefits of qualitative interviews with distance learning constituents as a framework for developing a focused vision and targeted services. This article will describe the planning and execution of an assessment project used to build a foundation for future library resources and services to target off-campus users. The benefits of this analysis will be detailed. Based on the data, implementation strategies were devised to strengthen and further develop the distance learning unit at Florida State University Libraries.  相似文献

With the proliferation of the Internet and World Wide Web applications, people are increasingly interacting with government to citizen (G2C) eGovernment systems. It is therefore important to measure the success of G2C eGovernment systems from the citizen's perspective. While general information systems (IS) success models have received much attention from researchers, few studies have been conducted to assess the success of eGovernment systems. The extent to which traditional IS success models can be extended to investigating eGovernment systems success remains unclear. This study provides the first empirical test of an adaptation of DeLone and McLean's IS success model in the context of G2C eGovernment. The model consists of six dimensions: information quality, system quality, service quality, use, user satisfaction, and perceived net benefit. Structural equation modeling techniques are applied to data collected by questionnaire from 119 users of G2C eGovernment systems in Taiwan. Except for the link from system quality to use, the hypothesized relationships between the six success variables are significantly or marginally supported by the data. The findings provide several important implications for eGovernment research and practice. This paper concludes by discussing limitations of the study which should be addressed in future research.  相似文献

Geospatial data play an increasingly important role in natural resources management, conservation, and science-based projects. The management and effective use of spatial data becomes significantly more complex when the efforts involve a myriad of landscape-scale projects combined with a multiorganizational collaboration. There is sparse literature to guide users on this daunting subject; therefore, we present a framework of considerations for working with geospatial data that will provide direction to data stewards, scientists, collaborators, and managers for developing geospatial management plans. The concepts we present apply to a variety of geospatial programs or projects, which we describe as a “scalable framework” of processes for integrating geospatial efforts with management, science, and conservation initiatives. Our framework includes five tenets of geospatial data management: (1) the importance of investing in data management and standardization, (2) the scalability of content/efforts addressed in geospatial management plans, (3) the lifecycle of a geospatial effort, (4) a framework for the integration of geographic information systems (GIS) in a landscape-scale conservation or management program, and (5) the major geospatial considerations prior to data acquisition. We conclude with a discussion of future considerations and challenges.  相似文献

This article highlights the importance of user-centric design in the implementation of e-Government services in a multilevel government setting. It does so by examining the implementation of the ‘Services Directive’, which was adopted in the European Parliament in 2006 and required all member states to set up digital portals named Points of Single Contact (PSC). In this article we evaluate the Dutch PSC, and present the findings of a mystery shopping research in which we contacted 67 municipalities by using the PSC. We describe how the original requirements from the European ‘Service Directive’ have gone lost in translation and that national government, municipalities as well as businesses do not utilize the services as was intended. We propose a user-centric framework for the implementation of eGovernment services in a multi-level polity and conclude the article with specific recommendations to improve the policy process along these lines. We also propose mystery shopping as an evaluation tool for assessing user-centricity in eGovernment implementation.  相似文献

Governments worldwide are encouraging public agencies to join e-Government initiatives in order to provide better services to their citizens and businesses; hence, methods of evaluating the readiness of individual public agencies to execute specific e-Government programs and directives are a key ingredient in the successful expansion of e-Government. To satisfy this need, a model called the eGovernment Maturity Model (eGov-MM) was developed, integrating the assessment of technological, organizational, operational, and human capital capabilities, under a multi-dimensional, holistic, and evolutionary approach. The model is strongly supported by international best practices, and provides tuning mechanisms to enable its alignment with nation-wide directives on e-Government. This article describes how the model was conceived, designed, developed, field tested by expert public officials from several government agencies, and finally applied to a selection of 30 public agencies in Chile, generating the first formal measurements, assessments, and rankings of their readiness for e-Government. The implementation of the model also provided several recommendations to policymakers at the national and agency levels.  相似文献

This paper discusses collection-related assessment projects that were conducted in 2013–2014 by the University of Kansas (KU) Libraries’ International Collections librarians in cooperation with librarians for assessment and resource sharing. While these assessment projects were undertaken in an effort to strengthen the library reports for KU’s Title VI National Resource Center (NRC) grant applications, which were submitted by KU’s area studies centers, the results also have implications for collection development work. The article begins with background about the NRC grants and explains why and how these assessment projects developed. Highlights of results from each assessment project are presented in the following order: assessment of the research needs of area studies faculty and graduate students at KU; citation patterns (2005–2013) of area studies, and more specifically, Slavic and Eurasian studies faculty at KU; and resource sharing data for the Slavic and Eurasian collection 2011–2013. The article concludes with a discussion about how the assessment data inform collection development practices and decisions.  相似文献

E-Government initiatives of varying scope and complexity have been implemented at the municipal and other levels of government throughout the world. These projects have been chronicled in both academic and practitioner journals and the proceedings of various E-Government conferences. As a consequence of this growing body of data, it is now possible to look across the experiences of numerous governments to understand if there are common issues that may impact the probability of success of E-Government programs. This paper examines the literature to search for critical planning and implementation issues that have had significant effects upon the success of E-Government initiatives. A conceptual framework is proposed which contributes to the theoretical understanding of E-Government initiative planning and implementation, and may inform practitioner success with new E-Government initiatives.  相似文献

[目的/意义] 随着开放政府数据实践在全球范围的兴起,对其开展的评估项目也不断出现。对这些评估项目进行比较分析和框架构建,以期为我国乃至全球开展的开放政府数据评估项目提供有益借鉴,推动开放政府数据实践。[方法/过程] 通过对具代表性的11个国内外评估项目进行梳理和整理,分析其评估框架、指标和方法,初步构建起系统全面的评估框架。[结果/结论] 研究发现,目前开放政府数据评估项目的指标体系主要包含“基础”“平台”“数据”“使用”和“效果”5个维度。大多数现有评估项目主要围绕“数据”和“基础”两个层面进行评估,强调数据的格式标准和质量,并注重对政府部门推动数据开放的组织管理能力和相关法制建设进行评估。对于“平台”“使用”“效果”3个层面的评估,则随着开放政府数据项目发展阶段的不同而有所侧重。现有的评估项目大都是定性和定量方法相结合,通过问卷调查、数据抓取、访谈和专家评估等方法采集主客观数据。  相似文献

The recent advances in the Internet technology have propelled the development of related applications in electronic communications and transactions, including electronic commerce and electronic government (e-government). There has been a proliferation of e-government initiatives worldwide undertaken under different forms of government, socioeconomic settings, and technological conditions. Nonetheless, the relationship between an e-government initiative and its context has not received adequate attention in the e-government literature. This paper provides an organizing framework that maps the core values (goals) of e-government to two fundamental factors; namely, the degree of e-government readiness and the level of democratization. The framework addresses the importance of the relationship between the context within which e-government initiatives are undertaken and the goals of those initiatives. From a conceptual perspective, this framework underscores the pivotal importance of the context of an e-government initiative in influencing the goals of this initiative. From a practical viewpoint, the framework provides a roadmap for policy makers to formulate policy goals of e-government initiatives commensurate with their respective environments.  相似文献

Assessment is a required component of strategic planning and decision making in any library. Interlibrary loan surveys can provide data regarding user satisfaction levels for accuracy, thoroughness, convenience, and turnaround time. As interlibrary loan librarians at D'Youville College, we believed that our patrons were satisfied and impressed with the library's recent service improvement initiatives. However, we did not have any concrete data that would help drive future strategic decisions. We were short on staff time and resources and wondered how a small library staff could create an assessment tool and then analyze the results.  相似文献

Abstract

In December 2017, Clemson University’s administration via the Assistant Vice President for Strategic Diversity Leadership charged each college and the University Libraries with creating and implementing a diversity strategic plan to align with the ClemsonForward institutional strategic plan and assessment system. Clemson University Libraries answered this charge by creating a Libraries Diversity Plan Working Group (LDPWG), which applied a provided institutional framework to conduct an inventory of current diversity, equity, and inclusion (DEI) initiatives and obtain input, feedback, and support from all the Libraries’ faculty and staff as well as the organization and institution administration to create an ambitious diversity strategic plan. The LDPWG worked for sixteen months to create an updated organization mission statement, a sustainable diversity statement, and an accountable roadmap, furthering Clemson University Libraries’ DEI initiatives and impact regarding six strategic priority areas: climate and infrastructure, recruitment and retention, education and training, research and scholarship, leadership support and development, and strategic partnerships.  相似文献

高校图书馆对学生学业影响的评估,是确定图书馆利用与学生学业成效之间关系的研究,是高校图书馆成效评估的重要组成部分。国外高校图书馆对学生学业影响评估的实践受高等教育评估的影响,起步较早。随着图书馆成效评估相关概念的明确,图书馆利用对学生学业影响的研究成果日益丰富,主要内容包括考察高校图书馆资源水平与学生学业之间的关系以及图书馆资源利用与学生最终学位水平之间的关系、高校图书馆利用对本科生教育成果的贡献等。尽管研究的具体结论对于其相关关系呈现规律性特征的佐证较为有限,但为下一步进行更深入和完善的评估提供了丰富的可借鉴的方法。  相似文献

Societies face difficult challenges which require responses that go beyond the innovation capability of most public sector organisations. Open approaches to public sector innovation that exploits digital technologies have been proposed for some years to close this gap, but our knowledge of the use and outcome of using open innovation in this context is limited. This research takes stock of the study and use of these approaches by investigating the purposes for which public sector organisations use open innovation, and how it creates value. The research question is answered through a systematic literature review and an analysis of publicly available data about the open innovation projects referred to in that literature.The research identifies five different purposes of using open innovation. It also suggests that public sector organisations primarily use open innovation to pursue one specific purpose: innovation in society. When using open innovation for this purpose, public sector organisations attempt to create value by improving citizens' quality of life and the quality of neighbourhoods. They do this primarily by co-specialising IT and other resources in society (e.g. the transportation system) and by using the outcome of this co-specialisation process to change citizen behaviour, capabilities and experiences (e.g. encouraging citizens to use the transportation system more efficiently or making citizens feel more safe when using the transportation system).This research indicates that open innovation is generally not used to open up public sector organisations or to give citizens more influence in public sector or democratic processes. The research also indicates that open innovation, until now, has primarily been used to solve minor problems, and not large scale wicked problems in society. The research suggests a framework for value creation from open innovation initiatives that pursues innovation in society. This framework might help public sector organisations increase value creation and solve wicked problems using open innovation, and might help researchers to focus future open innovation research on essential knowledge gaps.  相似文献

The growth of eGovernment applications has initiated profound re-engineering of numerous citizen-government interactions but has not yet provided significant impacts on internet-based voting (iVoting). This study examines the role of trust and the technology adoption model (TAM) in influencing citizen intentions to adopt iVoting, and whether a social identity perspective may play a role in this individual decision process. The study is based on the integrated trust and TAM model. TAM posits that people choose to adopt a new Information Technology (IT) because they perceive it to be useful and sometimes also because it is perceived as easy to use. Trust plays a central role in building that sense of perceived usefulness in cases where the IT is a conduit to the trusted party, as we propose for iVoting. In support of this social identity extension to the trust and TAM model, our results show that citizens' perceptions that they share the same values as the individuals affiliated with providing eGovernment (and internet-based voting) services are especially instrumental. The perception that the agency is made of “people like me” is associated with increased trust in the agency, which in turn is associated with increased levels of other factors that contribute to the intention to vote electronically over the internet. Implications for theory and practice are identified.  相似文献

eGov (eGovernment/eGovernance) is a complex endeavor involving many actors, ambitions, and perspectives. The field has, in research and in practice, over the years expanded its focus from service orientation to a comprehensive perspective with the ambition to integrate all of government in coherent action. Comprehensive integration requires a future-oriented perspective so investment is made in robust and flexible solutions meeting not only today's demands but also sustainable to meet those of the future. This paper addresses the use of the sustainability concept in eGov research. We discuss definitions and elements of sustainability and conduct a structured review of eGov literature investigating how various sustainability areas (social, economic, environmental and technical) are addressed. We find 21 overall themes in 94 papers, with the highest number in the “social” category. Two cross-cutting themes to which 21 overall themes relate are also identified; Decision-making and Infrastructure. Findings show that sustainability is mainly addressed narrowly, focusing on projects rather than general issues, and shallowly with a focus on single factors rather than the complex interaction among them, and with little foundation in sustainability theory. The paper contributes with an overview of themes in previous research as well as theory-based input for future research efforts on eGov sustainability, from a dynamic and sociotechnical sustainability perspective.  相似文献
