It is now widely accepted that there are two routes to open access (OA): OA repositories and OA journals. It is often assumed these are distinct alternative parallel tracks. However, it has recently become clear that there is potential for repositories and journals to interact with each other on an ongoing basis and between them to form a coherent OA scholarly communication system. This paper puts forward three possible models of interaction between repositories and journals; services such as arXiv and PubMed Central, and the work carried out by the RIOJA project, are working exemplars and pilot implementations of these models. The key issues associated with the widespread adoption of these models include repository infrastructure development; changing ideas of the ‘journal’, ‘article’, and ‘publication’; version management; quality assurance; business and funding models; developing value‐added features; content preservation; policy frameworks; and changing roles and cultures within the research community.  相似文献

This study examines aspects of scholarly journal publishing in the Nordic countries. On average half of Nordic journals publish online. In most Nordic countries, commercial publishers predominate; however, in Finland the majority are society publishers. The number of open access journals is low, in line with international figures. There is concern to maintain local languages in journal publishing. A majority of the journals publishing in local languages are within social science, humanities, and arts; the STM sector publishes in English. English‐language publications are favoured in research assessments, international recognition, and impact, while the visibility of local‐language scholarly journals in international databases is low. The Nordbib program supports Nordic scholarly journals and fosters co‐operation with publishing companies and learned societies over migration to e‐publishing; it also supports open access. The article discusses future challenges for journal publishing, pointing out the problems of small journal publishers and the need for co‐operation between stakeholders.  相似文献

This study examines the role of learned societies as publishers in Finland based on bibliographic information from two Finnish databases. We studied the share of learned societies' peer‐reviewed publication channels (serials with ISSNs and book publishers with distinct ISBN roots) and outputs (journal articles, conference articles, book articles, and monographs) in Finland. We also studied the share of learned societies' open access (OA) publications. In 2018, there were 402 peer‐reviewed publication channels in Finland. In 2011–2017, the number of peer‐reviewed publications from scholars working in Finnish universities and published in Finland was 17,724. Learned societies publish around 70% of these channels and publications, mostly in the fields of humanities and social sciences. Learned societies in Finland focus on journal publishing, whereas university presses and commercial publishers focus on book publishing. In 2016–2017, 38.4% of the learned societies' outputs were OA. This study concludes that Finnish learned societies play an integral part in national scholarly publishing. They play an especially important role in journal publishing, as commercial publishers produce only 2.6% of Finnish journals and book series, and only 1.4% of the journal articles from scholars working in Finnish universities.  相似文献

Open access (OA) literature is digital, online, free of charge, and free of most copyright and licensing restrictions. The lack of clarity of publisher permissions for archiving in OA repositories affects the adoption of the green OA route. This paper explores editorial policies and self‐archiving conditions in 1,615 Spanish scholarly journals. 48% are published by university and research institutions, 25% by associations/societies, and 17% by commercial publishers; social sciences and humanities (SSH) accounted for 67% of the journals (44.5% and 22.5%, respectively) followed by health sciences (20%); 71% offered gratis access immediately after publication, and 11% after an embargo; 31% provided some mention of author rights. Self‐archiving was specifically allowed by 65% of the journals; 52% were classified as ROMEO‐blue, 12% as green and 15% as white, and 21% could not be classified; 21%, mostly in SSH, used some type of Creative Commons license.  相似文献

The number of open access (OA) journals and their share of all scholarly journals are usually estimated based on indexing in the Directory of Open Access Journals (DOAJ). DOAJ's coverage of OA journals from different regions of the world is, however, far from complete, particularly of journals publishing in languages other than English. Using alternative data sources for identification and manual verification, 437 scholarly OA journals published in the five Nordic countries (Denmark, Finland, Iceland, Norway, and Sweden) were identified, and some key characteristics were studied. Of these, only 184 were indexed in DOAJ. A vast majority of the journals was published by scholarly societies or universities. Social sciences and humanities dominated as topics, and few journals charge authors. National or university‐specific OJS portals have played a major role in enabling OA publishing. Around a third of the Nordic scholarly journals are currently OA.  相似文献

This paper reports on a study – overseen by representatives of the publishing, library, and research funder communities in the UK – investigating the drivers, costs, and benefits of potential ways to increase access to scholarly journals. It identifies five different but realistic scenarios for moving towards that end over the next five years, including gold and green open access, moves towards national licensing, publisher‐led delayed open access, and transactional models. It then compares and evaluates the benefits as well as the costs and risks for the UK. The scenarios, and the modelling on which they are based, amount to a benefit‐cost analysis to help in appraising policy options. Our conclusion is that policymakers should encourage the use of existing subject and institutional repositories, but avoid pushing for reductions in embargo periods, which might put at risk the sustainability of the underlying scholarly publishing system. They should also promote and facilitate a transition to gold open access, while seeking to ensure that the average level of publication fees does not exceed c.£2.000; that the rate in the UK of open access publication is broadly in step with the rest of the world; and that total payments to publishers from UK universities do not rise as a consequence.  相似文献

In assessing the role that organizations of scientists with publishing activities – such as scholarly societies – can or should play in furthering the science and practice in their chosen fields, they face a dilemma: should they primarily be fund‐raising organizations for other activities in their disciplines, using their publications to bring in the necessary money, or should they be promoters of efficient scholarly communication and use their publications more directly to that end – for instance, by embracing ‘open access‘.  相似文献

New opportunities presented by technological developments are being realised but more can be achieved in opening access to scientific reports and data. Funding agencies and universities are beginning to realise the benefits from an open access model for the dissemination of research results. European funding agencies and universities are following two strategies towards open access, the deposit of research reports in repositories and the conversion of journals to an open access business model. Various public statements have been made in support of open access, and several organizations-such as JISC in the UK-are undertaking work to assist all stakeholders in scholarly communication in introducing beneficial changes.  相似文献

Learned societies and other non‐profit organizations in New Zealand publish scholarly journals in a number of disciplines, many of them subjects in which New Zealand has a particular economic interest. Although most of the journals are small, a surprising number of them have paid, rather than voluntary academic, editors. Some have launched electronic versions, but only one has experimented with open access (OA). In a number of cases this lack of interest in OA is because the society cannot see a business model that would render the society as a whole economically viable. Some of the smallest journals, published only annually, may have the most assured future because their operation is entirely voluntary.  相似文献

当前学术期刊开放获取(OA)出版定量研究主要集中在增长趋势、影响力和被引优势、成本和效益以及学者的认知、态度和行为四个方面,主要用到文献计量、数学模型估计、问卷调查等方法进行研究。研究表明,OA出版是一种有益于科研领域、社会公共利益和学者个人的出版模式。其可持续发展面临着开放获取期刊(OAJ)供稿量不足、发文量低,OA模式不稳定,存续能力差,学者对其质量存在忧虑且缺乏经费等问题。在OA出版规模不断扩大、商业出版机构参与度高涨的趋势下,要加大对OA发表的费用资助和豁免力度,建立有效的经费补偿和分配机制,要扶持高质量OAJ的发展。未来的研究方向包括:非营利性OAJ运营、OA出版经费解决机制、影响力跟踪评价、社会效益评估、作者OA发表体验。表1。参考文献56。  相似文献

The individual members of 35 UK learned societies were surveyed on their attitudes to open access (OA); 1,368 responses were received. Most respondents said they knew what OA was, and supported the idea of OA journals. However, although 60% said that they read OA journals and 25% that they published in them, in both cases around one‐third of the journals named were not OA. While many were in favour of increased access through OA journals, concerns were expressed about the cost to authors, possible reduction in quality, and negative impact on existing journals, publishers, and societies. By contrast, less than half knew what self‐archiving was; 36% thought it was a good idea and 50% were unsure. Just under half said they used repositories of self‐archived articles, but 13% of references were not in fact to self‐archiving repositories. 29% said they self‐archived their own articles, but 10% of references were not to publicly accessible sites of any kind. The access and convenience of self‐archiving repositories were seen as positive, but there were concerns about quality control, workload for authors and institutions, chaotic proliferation of versions, and potential damage to existing journals, publishers, and societies.  相似文献

The BioOne database of scholarly journals in the biological and ecological sciences was established in the belief that broad and enduring access to scholarly literature is essential not just to the health of the scientific enterprise but also to the health of the wider society in which science is practiced. The prevailing model of profit-based journal publishing – in which high prices are impeding access – is harming the interests of the very scientists who provide its life-blood. The BioOne business model seeks to meet the interlocking goals of providing broad and enduring access, supporting the publishing enterprise of scholarly societies, and assuring that BioOne will keep pace with changes in technology and scientific communication.  相似文献

The proposal we offer here (and in the more extensive ‘white paper’ proposal on which this article is based) tackles head‐on the open access (OA) business models that have proven particularly problematic for implementation of OA in the humanities and social sciences (HSS). Our proposal suggests all tertiary institutions contribute to systemic support of the research process itself, including its entire scholarly output. A bold rethinking of the economics of OA by way of partnerships among scholarly societies and academic libraries funded by an institutional fee structure based on a student‐and‐faculty per‐capita sliding scale, our plan is nevertheless intentionally incremental. Our proposal focuses first on HSS and primarily in the United States, but just as research and scholarship are increasingly global and collaborative, our plan is not bound by discipline or national borders, but can be adopted by all those looking for a more equitable and sustainable OA model.  相似文献
