E-governance, with reference to the relationship between the individual and the state, develops in dense networks of human and technological actors. However, mobilization of information technology in e-governance is not a straightforward instantiation of such ambitions but rather a tinkering process in which actors and their interests are combined and transformed. In this paper we examine this idea by investigating the development of a Swedish national public healthcare portal representing a complex, multilevel, and political environment. In this endeavour, the principle of symmetry from Actor-Network Theory and an event-based approach in the analysis play important roles. We show that the development process involves envisioning the future (even if vaguely), implementing concrete ideas about technological functionality and platforms, reconciling diverse interests, prioritizing and framing political concerns and breakdowns, and working toward realization of abstract goals. In this process, the technological actors play a role as important as that of the human actors. The paper concludes that e-governance relationships emerge that rest upon socio-material pragmatics influenced by political transformations that are often unanticipated.  相似文献

The literature on e-governance has highlighted the potential of ICTs to enable good governance and socioeconomic development by leveraging stakeholders and resources within and outside the government to address specific challenges. A significant challenge in many developing countries is the inability of large segments of the population—particularly, the vulnerable poor—to receive and benefit from services or public provisions because they lack a means of formal identification. Various digital identity projects worldwide have attempted to address the problem through an umbrella approach dubbed identification for development (ID4D). However, little is known about how digital identity advances e-governance by enabling socioeconomic development through inclusion. This study examines the inclusion and developmental significance of digital identity by drawing on thematic analysis of secondary data from 40 published studies based on the empirical context of India’s Aadhaar—the world’s largest digital identity scheme which enables service delivery to over 1.2 billion people. From our analysis, we identify themes of digital identity and socioeconomic inclusion and develop a theoretical account of their relationship. The resulting framework contributes towards advancing e-governance for development by showing how digital identity might enable inclusion.  相似文献

The adoption of e-governing practices has revolutionised the administrative machinery of governments worldwide by improving efficiency, transparency, and accountability. Researchers and administrators often aim to identify emerging research fronts and the timeline of the evolution to forecast and implement technology. In this work, we systematically investigate the trajectory of the global evolution and emerging research fronts as well as the prospects for e-governance using citation network analysis. The growth curve fitted to the number of articles published per year shows that the research activities are still in the ascendant phase. We visualise the global main path of the citation network and investigate the patterns to trace the knowledge diffusion path, major milestones, and emerging research fronts. The cluster analysis identifies the major topics of research as administration and information system management, e-governance framework design, efficiency or quality evaluation, and the application of social networks and open data leading to e-democracy. The adoption of open data and social networking for user interactions with government that leads to participatory governance are the emerging research trends. We also identify research that can have a future impact based on network parameters. The results contribute to the literature by setting the focus of future research, and assisting administrators in selecting suitable models and methodologies, and manufacturers with the development of required technical devices suitable for the upcoming phase of symbiosis.  相似文献

More and more public administration emphasizes how Information and Communication Technology (ICT) can be used to support transformational change in governmental functions globally to achieve efficiency and cost-effective service delivery to citizens. Bangladesh public administration employs energies to achieve this goal. Experience in some developing countries has shown that e-governance can improve transparency which leads to, among other things, corruption control and poverty reduction. This article examines the role that e-governance can play in the modernization of public administration for efficient and effective service delivery to the citizens of Bangladesh, as well as its potential to control corruption and reduce poverty. Based on the lessons learned from successful practices in developing countries and literature review, it suggests that e-governance can play a significant role for corruption control and poverty reduction, and thus offers opportunities to cost-effective service delivery to the citizens in Bangladesh.  相似文献

The paper reports the proceedings of the 22nd Standing Conference of Eastern, Central, and Southern African Library Associations (SCECSAL) held in Swaziland from 25th to 29th April, 2016. The theme of the conference, “Digital transformation and the changing role of library and information centres in the sustainable development of Africa” was discussed in 54 presentations with various subthemes. Emerging technologies and their role, e-infrastructure development for sustainable development, e-governance, social media and digital preservation and indigenous knowledge among others were discussed. The paper also presents the lessons learned which include; the need to improve in digital literacy, use social media to promote library services, preserve traditional indigenous knowledge for coming generations and also cloud computing is now a necessity in modern libraries. In addition, training programmes are very important to improve our skills to meet the new technologies.  相似文献

An attempt is made in this paper to gain an understanding of the current and potential impact of the new information and communication technologies (ICTs) on the Small Island Sates of the Caribbean, in particular those populations living in rural communities. The introduction briefly examines the impact of ICTs on society and calls for alternative channels for government to serve rural communities through the use of Multi-Community Access Centres (MCACs) or information kiosks available at libraries, police stations, tourist information centres and post offices, as an e-governance initiative in the creation of “smart communities” and as a grassroots effort. No analysis of ICTs on government's functions would be complete if we did not address the growing debate on the digital divide. In this paper a section is devoted to this and it summarily addresses the growing divide between the developed and the developing world and the potential of these islands to leap–frog barriers to information flows and access. The heart of the paper examines the impact of the Internet on small island economies and the growing use of the Internet in key sectors of each economy. Since this paper is about governments’ use of ICTs to transfer business transactions onto the Internet to service their populace, some discussion is undertaken and considers ways in which innovation has impacted on governments’ services and the early attempts by some Caribbean administrations to implement e-governance. E-Voices illustrates how certain government measures affect some vulnerable groups in society and ways in which they can broker power to participate in the process. Some key policy directions are proposed for Caribbean states and other developing countries to pursue.  相似文献
