Social media enables public sector organizations to connect with citizens. Next to this, it can help organizations provide more detailed and useful information. But to what extent is social media used by local governments for interaction purposes, and what factors influence this? In this article, we study how Dutch local governments use Twitter for interaction, linking this to political, institutional, and socio-economic determinants. We find that politically fragmented municipalities use Twitter more for interaction, suggesting that political multiplicity forms a stimulus for more online engagement. Moreover, municipalities that have a Twitter account for a longer time make more advanced use of its functions, implying that municipalities with longer experience are better acquainted with a platform's strengths and weaknesses. Finally, municipalities with a higher presence of people in the age group 20–65 as well as municipalities with more higher-educated people use their social media more for interaction. The same counts for municipalities with more ICT workers.  相似文献

This paper provides a general overview of the way local governments use Twitter as a communication tool to engage with their citizens. More concretely, it tries to identify factors associated with both the channel activity and citizen engagement, to understand the relationship between media type and citizen engagement and to analyse whether different content generated different levels of engagement. A sample of the 29 most populated Andalusian local governments is examined. The results show that the majority of Andalusian local governments have an official corporate Twitter account with certain level of activity. There is no, however, a significant relationship between the population of a municipality and its citizen's engagement, and there is a significant negative relationship between audience and engagement and between activity and engagement. The findings of the study also show the particular media and content types generate higher engagement than others. This paper contributes to the literature on social media and has practical implications for local governments.  相似文献

Although academic libraries continue to use social media to encourage student use of libraries and promote library resources and services, there has not yet been a study of social media use by the academic libraries in Montréal. This paper examines the social media accounts of the four university libraries in Montréal and, based on data gathered over the course of an 8-month period, seeks to determine the influence of each libraries' social media activity. Success was defined by measurable growth in the number of followers during the period studied. For the three universities with Facebook and Twitter accounts, the account considered most successful was the one with the highest engagement rate. The results indicate that all of the libraries were successful on the first measure, and the libraries with the fewest number of posts had higher levels of user engagement.  相似文献

This paper contributes to the literature on government transparency by addressing the question of what drives the differences in local government levels of transparency. Our main objective is to ascertain whether transparency is mainly driven by the leadership, capacity and other political traits of the local governments themselves – “supply-side determinants” – or, rather, if it hinges on social, cultural and/or other local community factors (“demand-side” determinants). We test the hypotheses derived from this theoretical framework using the results of the Municipal Transparency Index which is based on the information disclosed in the local governments' official websites and was applied to all Portuguese municipalities for the first time in 2013. Our findings indicate that municipalities with less financial autonomy, run by male mayors, with a larger number of consecutive terms in office, and smaller margins of victory in local elections display lower levels of transparency. On the demand-side, the unemployment rate and the average age of the municipal population emerge as the best predictors and are both negatively associated with transparency.  相似文献

Many have noted the immense potential of social media as a catalyst for political engagement. While we know a great deal about the people who use social media for politics, and even why they do it, we know very little about when, or under what conditions, political uses of social media actually occur. In this article I extend interpersonal goals theory to examine when political social media use happens. Results suggest that, above and beyond cognitive political engagement, interpersonal goals contribute significantly in explaining political behaviors on Facebook. I find that political posts entail greater affective and interaction-related risks than following political pages or updating one’s profile, while “liking” political posts affords users a low-cost/low-reward strategy for managing interactions. As such, this study provides evidence that political expression on Facebook takes several distinct forms.  相似文献

Social media is being adopted at a rapid pace by governments around world and across different levels of government. In Canada, federal, provincial and municipal governments created social media accounts in 2000s and are now using them to interact with the public. Studies to date, however, focus primarily on social media strategies and practices of government agencies while government social media users' behaviors and perspectives remain understudied. This study analyzes experiences of government social media users and how they interact on Twitter and Facebook accounts maintained by a Canadian federal government agency – Immigration, Refugees and Citizenship Canada (IRCC). It also explores why users chose to interact on social media as well as their perspectives. The findings suggest that Canadian immigration agencies are using social media as a customer services tool, and migrant social media users are turning to government social media to hear directly from the government agencies and are expecting personalized answers.  相似文献

This research presents findings from a case study of how three municipal access channels were transformed into channelAustin, a digital community access center in Austin, TX. More generally, it addresses the question of how states and municipal governments can employ video franchise resources to promote sustainable adoption and use of broadband services. Drawing on participatory approaches to community development, this paper offers a model of community participation in local information ecosystems to guide planning and evaluation of these interventions. Findings indicate that digital community media projects like channelAustin can help municipalities serve information needs of ethnically diverse local publics, while also promoting advanced digital skills, economic opportunities, civic engagement, and social cohesion. However, the article recommends that more attention be placed on community outreach, partnerships with nonprofits and other local public media, local curation of citizen-produced, digital content, and the consolidation of accessible online distribution channels through which residents can connect and deliberate about local issues. I discuss the implication of these findings for efforts to connect broadband and media localism policies in the U.S.  相似文献

This research analyzed a dataset of academic libraries' posts on Facebook. It applied a text and data analytics approach to a dataset collected from the Facebook posts of academic libraries at the top 100 English-speaking universities, as listed by the 2014 Shanghai World University Rankings. The dataset is from a two-year posting history of 18,333 unique posts, 113,621 likes, and 3401 comments. Less than a quarter of the libraries had more than 2000 post-related likes, and only seven received more than 100 comments on their postings. Content analysis identified the most prevalent single word (unigrams), bigrams (two-word sequences), and trigrams (three-word sequences) in high and low engagement content. Semantic analysis identified the semantic categories for posts with high and low engagement. The findings can assist academic libraries in their social media strategies for engagement, marketing, and visibility.  相似文献

Various authors have highlighted the potential contribution of the internet to enhance the interactivity, transparency, and openness of public sector entities and to promote new forms of accountability. The search for new styles of governance which promote higher levels of transparency and the engagement of citizens is viewed as a way of improving citizens' trust in governments. As the social media are becoming ubiquitous, both academics and practitioners need some initial and reliable background data about the deployment of this kind of technology at all levels. The aim of this work is to provide an overall view about the use of Web 2.0 and social media tools in EU local governments in order to determine whether local governments are using these technologies to increase transparency and e-participation, opening a real corporate dialog. In addition, the paper tries to identify which factors promote the level of development of these tools at local level. Our results show that most local governments are using Web 2.0 and social media tools to enhance transparency but, in general, the concept of corporate dialog and the use of Web 2.0 to promote e-participation are still in their infancy at the local level.  相似文献

While the use of social media by local governments has gained relevance in recent years, crises are critical situations that reinforce the need to reach citizens to disclose information, demonstrate the government's commitment, and increase the citizens' level of preparedness and awareness of resources. This paper examines the factors that influenced local governments' e-disclosure during the first wave of the COVID-19 pandemic. To accomplish this objective, we systematically tracked every post published by the official Facebook page of 304 Portuguese municipalities between March 2 and July 5, 2020. The findings show that financial autonomy is the main predictor of e-disclosure, factors varied on the different phases of the pandemic's first wave, and sociodemographic factors became more prevalent as explanatory factors when the crisis worsened. Our study may help increase the level of preparedness during possible future crises. In particular, establishing communication strategies for prolonged public health crises, making financial resources available for the accomplishment of such strategies, and reducing the digital divide can contribute to more effective disclosure. Future research should explore the dynamics of disclosure during public health crises. This study also highlights the need to incorporate time in research that focuses on the determinants of e-disclosure that could also be tested in normal times.  相似文献

American newsrooms are adopting social media as an innovation for greater engagement. However, several organizational and individual factors may affect the extent to which news outlets adopt social media innovations. In particular, there is assumed to be a divide among different age groups of journalists in embracing social media. Utilizing a structural equation modeling (SEM) analysis, the study seeks to understand how social media culture in newsrooms affects journalists’ strategies of taking social media as an innovation, and how journalists of different age groups differ in the SEM model fit. The analyses indicated Twitter engagement mediates social media culture and journalists’ attitude toward social media. However, that was not the case with Facebook. Additionally, while younger journalists favored Twitter, older journalists embraced Facebook and middle-aged journalists adopted both Facebook and Twitter. The analyses showed the more that middle-aged journalists interacted on Twitter, the more they tended to have a positive attitude toward social media. However, the more that younger and older journalists engaged on Twitter, the more they tended to have a negative attitude toward social media. Journalists from all three age groups tended to hold a negative attitude toward social media if they engaged more on Facebook.  相似文献

In this paper, we explore how local governments are using Instagram as a communication tool to engage with their citizens, using data from the municipalities of Andalusia (Spain). We seek to identify the determinants of local government use of Instagram, the determinants of activity in this channel and the determinants of citizen reactions in order to understand the influence of media types (picture, video or album) used in municipality posts, and to understand content type (what the post is about). Instaloader, an open source intelligence (OSINT) tool for Instagram, was applied. It made it possible to automatically extract all posts of the analysed municipalities (14,742 posts). These were later automatically analysed using R, an open source software. It was determined that of the 29 Andalusian local governments with the highest populations, only those that maintain an account on Instagram, totalling 17 municipalities (58.62%), would be part of the final analysis. Our findings demonstrate that when local governments have a high level of debt, they do not maintain and actively use Instagram accounts. We also found that quality of posts’ content is more important than quantity of followers, since there is no significant relationship between citizen reactions and the number of inhabitants of a municipality or the number of followers (audience), while there is a significant negative relationship between the number of posts (activity) and reactions. Our results also highlight that the level of reactions can be stimulated by certain media and content types.  相似文献

Despite the proliferation of research on social media and journalism, only a few studies have analyzed how journalists in Latin America embrace the affordances of social platforms for journalism practice. Based on a survey of 877 Latin American reporters, this article examines the platforms journalists use and how they use them. The broad finding is that, despite the great popularity of Facebook in the region, Twitter is the most important platform for daily newsgathering and journalistic work. Journalists turn to Twitter to find sources and stories, showing an important openness to participatory journalism. Yet, they mistrust information provided from political sources. Our findings show that different regions in Latin America work with social media in different ways, and local journalistic cultures have an impact on these adoptions, especially in the case of Brazil. Further research and implications for the field are discussed.  相似文献

In 2009, the departments in the executive branch of the U.S. federal government received the presidential marching order to “harness new technologies” in order to become more transparent, collaborative and participatory. Given this mandate, this article sets out to provide insights from qualitative interviews with social media directors to understand the factors that influence internal adoption decisions to use social media applications, such as Facebook, Twitter, or blogs. Three distinct factors influence the adoption decisions of social media directors: information about best practices in their informal network of peers, passive observations of perceived best practices in the public and private sector, and “market-driven” citizen behavior. The resulting adoption tactics include: (1) representation, (2) engagement, and (3) networking. The findings point to the need for higher degrees of formalized knowledge sharing when it comes to disruptive technology innovations such as social media use in highly bureaucratic communication environments. Recommendations based on the lessons learned are provided for practitioners and social media researchers to develop social media tactics for different organizational purposes in government.  相似文献

By studying candidates’ Facebook fan pages and rolling poll data during the Hong Kong Legislative Council election in 2016, this article aims at examining the relationships between candidates’ campaign performance on social media, electoral momentum, and vote shares. We contend that, under specific contextual conditions, social media campaigns could affect candidates’ momentum during the election period, which can in turn affect vote shares. We also examine how the relationships between social media performance and electoral momentum vary according to the candidates’ background characteristics, including age, political affiliation, incumbency status, and scale of the campaign of the political group to which the candidates belong. The results show that candidates’ social media performance can indeed predict vote shares indirectly via the mediation of electoral momentum. The predictive power of social media performance is stronger for pro-democracy candidates, incumbents, and candidates belonging to political groups with larger election campaigns.  相似文献

Local TV news stations regularly post to social media, on Facebook in particular, in an effort to engage audiences, but little is known about the effect of this practice on newscast ratings. We examine the relationship between engagement on Facebook and newscast ratings using data from Shareablee and Nielsen respectively in regression analyses. We find that Facebook engagement does not cannibalize TV ratings, rather there is a clear positive relationship between the two. However, further analyses suggest that this relationship may be driven by interest in news events or other market-wide factors that result in both Facebook engagement and viewership increasing or decreasing simultaneously.  相似文献

Government entities utilize social media to communicate with primary, secondary, and tertiary constituents. The microblog Twitter serves as a rapid and inexpensive means of communication, allowing municipal governments to reach a large and diverse audience with limited time or resource costs. Lacking in the existing research are examinations of whether governments are using social media outlets like Twitter as strategic communication tools or merely as ad-hoc communication outlets. By applying the Barcelona Principles 3.0 as the theoretical framework, this study explores whether U.S. municipalities measure and evaluate their Twitter activity as part of a formal communications process informed by modern public relations standards, an whether differences in municipal resources and demographics predict the integration of social media measurement and evaluation. The results suggest that while formal communication plans are reported to exist, there is not a sufficient presence of goals, policies, procedures, and metrics to consider Twitter a formal, strategic communication tool for participating municipalities. Total population and the administrative role of the social media account manager were also found to impact the perception of defined procedures and specific assessment metrics. Though these results suggest a lack of formal integration of social media measurement and evaluation, more research is needed to explore the factors which may impact this situation.  相似文献

Although literature about the relationship between social media and political behaviors has expanded in recent years, little is known about the roles of social media as a source of political information. To fill this gap, this article considers the question of whether and to what extent learning political information occurs via Facebook and Twitter. Theory suggests that social media may play a significant role in the learning of political information within the modern media environment. Making use of a combination of experimental and survey-based studies, the data suggest that the potential for users to learn political information from social media exists but is not always realized within the general population.  相似文献

Considerable research over the years has been devoted to ascertaining the impact of media use on political cynicism. The impact of the Internet has been difficult to assess because it is not a single monolithic medium. For example, the 2008 presidential campaign was the first presidential campaign in which popular social networking sites such as Facebook, MySpace, and YouTube were widely available to voters. Therefore, the campaign offered the first opportunity to explore the influence of these social media on political cynicism. In this study, we examined whether the use of such social media influenced political cynicism. We also considered the influence of user background characteristics (e.g., self-efficacy, locus of control, political orientation, demographics, and influence of family and friends), motives for using social media for political information, and users’ elaboration on political content. Several individual differences were stronger predictors of political cynicism than was social media use. In fact, social networking use was a negative predictor of political cynicism. Results supported uses and gratifications’ notions that the influence of social media on political cynicism is more attributable to user background and media-use differences than to sheer use of these popular sites.  相似文献
