Using a sample of 99 political advertisements from 1990 statewide and federal elections, a content analysis was employed to test whether negative political advertisements exhibited a normative style. Results indicated that negative political advertisements were remarkably similar in substance and style, indicating a normative advertising form. The authors suggest that negative advertisements are used more to “blunt” an opponent's chance of winning the election than to promote the sponsoring candidate's own images or characteristics with their constituency.  相似文献

The United States is an “interest group society” and federal statistical policy, like all other aspects of contemporary American political life, is dominated by well-organized interest groups. The public review to revise the “Standards for the Classification of Federal Data on Race and Ethnicity,” formerly known as “Statistical Policy Directive 15,” was notable for the significant presence of minority population interest groups. The politics of representation in the national statistical system during the 1970s is the subject of this article. The first part of the article summarizes the role that interest groups played in the recent debates on revising Statistical Policy Directive 15. The second part of the article discusses the origins of national statistics on minorities and their efforts during the 1970s to achieve inclusion in the body politic through representation in the federal statistical and administrative reporting systems.  相似文献

Passage of the Telecommunications Act of 1996, and events leading up to it, brought to public attention a proposed National Information Infrastructure (NII) that would connect homes, businesses, universities, schools, and government offices. The policy discourse surrounding the Act reveals a variety of perspectives among stakeholders, including the Clinton administration, federal agencies, Congress, telephone companies, the computer industry, broadcast and cable TV companies, educators, and other interest groups.While there are many reports and commentaries on the NII, few authors have tried to characterize the political viewpoints behind the public discourse. This article reviews more than 80 NII-related documents, published from 1988 through 1997, and classifies their views and authors according to a two-dimensional typology by policy analyst William Dutton. Comparisons are made between those advocating Public versus Market leadership in NII development, and between Promotional and Restrictive statements regarding NII policy.  相似文献

This empirical study assessed the effects of negative issue advertisements sponsored by both political candidates and soft-money political organizations. An experiment was conducted to see how negative issue advertisements sponsored by different political entities affect people's assessment of the political candidates and voting decisions. Results provide strong support for the hypothesis that negative advertisements significantly lowered assessments of the target candidate and backfired against the sponsoring candidate. However, the backlash effects were minimal when negative advertisements were sponsored by soft-money political organizations. These results suggest that even in the absence of express advocacy to vote for or against political candidates, soft-money negative issue advertisements could produce the intended detrimental impact while avoiding boomerang effects.  相似文献

This research investigated the role of a public interest group, Canada's Coalition for Public Information, in the federal information policy-making process for the information highway. The investigation followed the example of naturalistic methods described in grounded theory and extended case methodologies. Two public policy models that explore the policy-making process and policy community were used as the framework for building an understanding of events, context, stakeholders, strategies, and influence. The researcher concluded that CPI exercised little influence over policy outcomes. CPI remained outside the decision-making network of government officials and private sector representatives owing to its limited resources, limited political experience, and its late entry into the policy process. However, CPI did succeed in helping to bring a perspective other than the market agenda to the public and to the policy community.  相似文献

This article extends Stratford's brief observations about the problematic status of racial and ethnic group statistics to a discussion of the relationship among these statistics, public policy, and the conceptual status of race and ethnicity. Federal statistics are organizational products that are socially constructed. They represent the implementation of public policies that govern political, social, and economic life. It is the interaction between politics and the subjective meaning of race and ethnicity that is responsible for the continual modification of racial and ethnic group statistics. The article discusses the premises on which racial and ethnic group statistics have been based and illustrates how they were implemented in the instructions of the decennial censuses for classifying the race and ethnicity of the population. The article then summarizes some of the empirical evidence from recent research conducted by federal agencies and social scientists to show that racial and ethnic group statistics produced by government record keeping systems have no objective status. The meaning of race and ethnicity is contextual, situational, and subjective, and, thus, how respondents and observers define these concepts has significant consequences for the quality of federal statistics.  相似文献

This article examines the forces that have made federal scientific publication an essentially private enterprise. Particular attention is paid to the rise of the scientific community in the American political system. The period under review begins roughly with 1941 and American involvement in World War II, which coincides with the establishment of the Office of Scientific Research and Development (ORSD). The article examines OSRD’s method of conducting federal scientific research, its contractual system, and the new publishing paradigm that it engendered. This article reports on a national survey of information literacy (IL) instruction in urban and rural public libraries in Canada and public librarians' attitudes towards these services. The survey is the first phase of a study exploring the actual and potential role of Canadian public libraries in developing the public's IL skills. Despite an urgent need to develop such skills, and expectations that public libraries fulfill that role (specifically articulated by the federal government through its “Connecting Canadians” initiative), the real experiences of public librarians and of public library customers may not bear out this expectation. The survey analyzes the role of the public library, as a non-profit institution and primary stakeholder, in advancing federal government information policy. In addition, the study gives voice to a community of professionals expected to fulfill an important federal policy function, but provided with few resources with which to do so.  相似文献

This paper establishes trends in the duties of government documents librarians through analysis of job advertisements and provides insights into the current delivery of government information in an academic setting. The authors reviewed 75 job advertisements posted between 2010 and 2016 and categorized types of duties found within each advertisement. The public service responsibilities of reference and information literacy appeared in over 80% of advertisements. The data revealed that depository operations have migrated to a function of the reference department, with most academic libraries considering government documents librarianship primarily as a public service rather than a technical service.  相似文献

This article recounts the fight over public soundspace at Grand Central Terminal in 1949 after management began using Muzak, punctuated by commercial advertisements, to manage and monetize the soundscape. The public protests against these broadcasts in the press were followed by public hearings which weighed the commuter’s right to be left alone with his or her own thoughts against the company’s right broadcast sell the public soundspace. The author argue that this case, which was tied to a similar case before the Supreme Court, set a legal precedent allowing public soundspaces to be monetized in the same way as physical or visual spaces were, and set the stage for the ubiquitous engineering of public soundspaces that is the norm today.  相似文献

The people we see in news media can affect our perceptions of public opinion through exemplification. Although research shows that individuals interviewed in a news story can influence perceptions of public opinion, little attention has been paid to the role that source type and audience attitudes play in the exemplification process. This study tests how the exemplification process is influenced by different types of news sources featured in an article (e.g., vox pop, protester, and interest group interviews) and the audience's own political ideology. The study finds that the perceived typicality of sources is affected by both source type and how much an audience member agrees with the source. Source type is also found to directly affect perceptions of public opinion.  相似文献

Over the last ten years the Government Printing Office has made a massive shift from print to electronic media as the preferred distribution medium for government documents. Federal agencies over the same period have created large numbers of electronic records that require long-term preservation under the law. This article examines how the National Archives and the Government Printing Office are responding to the technical, financial, legal, and political challenges of providing permanent public access to electronic government information. NARA efforts to collect, appraise, and preserve records following the mandates of the courts in the wake of the PROFS litigation in Armstrong v. Executive Office of the President are discussed. The work of the GPO to develop an electronic archive and develop electronic partnerships with depository libraries and federal agencies is also examined.  相似文献

ABSTRACT

This article investigates requirements and responsibilities for public library youth services librarians. Position advertisements were published in American Libraries in five-year increments, from 1971 to 2001. Youth services librarian positions were analyzed as to changes in position titles, education requirements, job responsibilities, and personality characteristics. Findings suggest that the number of advertised youth services positions is increasing, and job titles are changing from the specific “children's services” to the more generalized “youth services.” Advertised responsibilities of the youth services librarian have consistently emphasized collection management and administrative duties, and many advertisements place a heavy emphasis on personality traits.  相似文献

The adoption of electronic rulemaking by many federal agencies provides an opportunity for a greatly enhanced public role—both in terms of the numbers of people who might participate and the depth of their possible participation. This step towards E-governance poses several challenges for agencies: how they should structure their proceedings, how they can process the comments received and how they can foster and take part in the online communities of interest that will result from this activity. The online tools that may be applied to rulemaking and its ancillary activities—advisory committees, advanced notices of proposed rulemaking and enforcement—can also be used at earlier stages of the legislative process to increase public interest, involvement and commitment. This approach is relevant for all levels of government and for any issue on which public hearings are held or public comment solicited. It can provide an efficient and effective nonadversarial process in which officials and members of the public can mutually define problems and explore alternative solutions.  相似文献

One networked resource federal agencies are increasingly using is the World Wide Web (Web). As government use of the Web rises, so too does the need for assessing the extent and nature of public use of agency Web sites. One means of Web use evaluation is through the analysis of Web server-generated log files. Thailand's political landscape has changed dramatically during the past five years. The rapid growth of communication technology in Thailand has been instrumental in generating political participation in the national elections of 2001 and 2005. In this article we provide the results of a benchmark study that assesses the early period of this political transformation. Specifically, we examined the use of television and of the Internet for political information by interviewing 500 urban residents. Our results indicate that likely voters actively gathered political knowledge from television advertisements and political party websites. Although use of television and the Internet for political purposes did not increase direct involvement in political parties, it did promote participation in the 2001 national election. Implications of these findings for future research on the use of communication technology for political communication in Asia are discussed.  相似文献

This article addresses the assertion, advanced by the Depository Library Council (DLC) to the Public Printer, that James Madison's political writings serve as the ideological underpinning for the Federal Depository Library Program. In ascertaining the validity of the DLC's claim, this article reviews the evolution of Anglo-American thought regarding the concept of an informed citizenry, and concludes by suggesting persons who may rightfully be considered the harbingers of a federal depository library program.  相似文献

This article offers an analytical overview of pathbreaking U.S. telecommunications reform legislation, as a concrete first step in establishing new industry and regulatory paradigms for telecommunications. It describes key elements of the Act, contrasting them to the status quo ante, in the areas of competition, concentration, and the public interest. It concludes that, while the Act responds to economic, political and technological paradigm shifts, it continues to assert a prominent role for the state in articulating policy, and leaves open an important role for civil society in defining and implementing it terms.  相似文献

This study examines the role of radio during the democratization process in Uganda. It tests whether the use of political news and information on radio in Uganda leads to support for democracy, accounting for public interest in politics. Radio is the most accessed medium for current affairs in Africa, and remarkably so in Uganda. Public opinion survey data show considerable use of radio for political information, but no direct influence on support for democracy. Greater use of radio to get political news was strongly related to measures of political interest; which is also a moderating variable to democratic support. The utility of this study and its implications are discussed in detail.  相似文献
