A theoretical framework for big data analytics-enabled customer agility and responsiveness was developed from extant IS research. In on-demand service environments, customer agility involves dynamic capabilities in sensing and responding to citizens. Using this framework, a case study examined a large city government's 311 on-demand services which had leveraged big data analytics. While we found the localized big data analytics use by some of the 22 departments for enhanced customer agility and on-demand 311 services, city-wide systemic change in on-demand service delivery through big data analytics use was not evident. From the case study we identified key institutional mechanisms for linking customer agility to public value creation through 311 services. We posit how systemic use of big data analytics embedded into critical processes enables the government to co-create public values with citizens through 311 on-demand services, indicating the importance of creating a culture of analytics driven by strong political leadership.  相似文献

Government agencies collect large amounts of structured and unstructured data. Although these data can be used to improve services as well as policy processes, it is not always clear how to analyze the data and how to glean insights for policy making, especially when the data includes large volumes of unstructured text data. This article reports opinions found in “We the People” petition data using topic modeling and visual analytics. It provides an assessment of the usability of the visual analytics results for policy making based on interviews with data professionals and policy makers. We found that visual analytics have potentially positive impacts on policy making practices. Experts also articulated potential barriers regarding the adoption of visual analytics tools, and made suggestions. Potential barriers included insufficient resources in government agencies and difficulty integrating analytics with current work practices. The main suggestions involved providing training and interpretation guidelines along with the visual analytics tools. Major contributions of this study include: (1) suggesting viable visualization tools for analyzing textual data for policy making, and (2) suggesting how to lower barriers to adoption by increasing usability.  相似文献

eCommerce, Brexit, new safety and security concerns are only a few examples of the challenges that government organisations, in particular customs administrations, face today when controlling goods crossing borders. To deal with the enormous volumes of trade customs administrations rely more and more on information technology (IT) and risk assessment, and are starting to explore the possibilities that data analytics (DA) can offer to support their supervision tasks. Driven by customs as our empirical domain, we explore the use of DA to support the supervision role of government. Although data analytics is considered to be a technological breakthrough, there is so far only a limited understanding of how governments can translate this potential into actual value and what are barriers and trade-offs that need to be overcome to lead to value realisation. The main question that we explore in this paper is: How to identify the value of DA in a government supervision context, and what are barriers and trade-offs to be considered and overcome in order to realise this value? Building on leading models from the information system (IS) literature, and by using case studies from the customs domain, we developed the Value of Data Analytics in Government Supervision (VDAGS) framework. The framework can help managers and policy-makers to gain a better understanding of the benefits and trade-offs of using DA when developing DA strategies or when embarking on new DA projects. Future research can examine the applicability of the VDAGS framework in other domains of government supervision.  相似文献

E-participation enables citizens to have an impact on policy-making through electronic means. Two of the most popular channels are social media and dedicated e-participation platforms. However, the ideas, comments, discussions of citizens on these two channels generate a lot of data to be processed by political representatives or public agents afterwards. Despite the existence of various techniques for social media analytics, literature is scarce regarding the analysis techniques to mine e-participation platforms as well as the possible combination of insights between the two channels.In order to address these gaps, we design a policy analytics framework to leverage insights from e-participation platforms and social media through relevant data analytics to support policy-making. In order to do so, we rely on the Design Science Research methodology. Through the analysis of four different cities in Belgium (Liège, Mons, Marche-en-Famenne, Leuven), we identify policy-makers' requirements and needs of information from platforms and social media. Then, we explore data analysis techniques to address those requirements. Finally, we design an actionable framework, present it as an interactive dashboard and iteratively test it on the case of Liège. This policy analytics framework supports each step of the traditional policy-making process with appropriate data analytics applied to the two sources.  相似文献

Big and open linked data are often mentioned together because storing, processing, and publishing large amounts of these data play an increasingly important role in today's society. However, although this topic is described from the political, economic, and social points of view, a technical dimension, which is represented by big data analytics, is insufficient. The aim of this review article was to provide a theoretical background of big and open linked data analytics ecosystem and its essential elements. First, the key terms were introduced including related dimensions. Then, the key lifecycle phases were defined and involved stakeholders were identified. Finally, a conceptual framework was proposed. In contrast to previous research, the new ecosystem is formed by interactions of stakeholders in the following dimensions and their sub-dimensions: transparency, engagement, legal, technical, social, and economic. These relationships are characterized by the most important requisites and public policy choices affecting the data analytics ecosystem together with the key phases and activities of the data analytics lifecycle. The findings should contribute to relevant initiatives, strategies, and policies and their effective implementation.  相似文献

[目的/意义] 为了更好地指导计算机辅助信息分析工作的开展,构建计算机辅助信息分析技术框架,从顶层架构设计的视角指导计算机辅助信息分析。[方法/过程] 在文献综述和资料收集基础上,从数据库、数据仓库、OLTP、OLAP、BI和DSS 6个技术领域构建计算机辅助信息分析技术框架模型,从联机在线分析、数据挖掘和知识发现、社会网络分析、大数据分析4个方面详细分析当前主要的计算机辅助信息分析技术。[结果/结论] 对计算机辅助信息分析所面临的主要挑战和发展趋势进行展望,认为大数据分析将成为未来计算机辅助信息分析的重要研究内容,在大数据和云计算技术的推动下,计算机辅助信息分析将进一步向前发展,移动计算、社会计算将与信息分析深度融合。  相似文献

在对数字资源长期保存生命周期及可信赖认证标准规范进行研究的基础上,对数字资源长期保存过程中的数据变化影响因素进行分析并将之归纳为数据处理过程的影响因素、数据保存过程的影响因素、数据保存基础设施的影响因素和其他非系统因素等几个方面。在此基础上,提出长期保存系统监控服务的内容框架。该框架从监控系统原有静态参数的系统环境监控,监控系统运行时各个环境状况的系统运行监控,保证数字对象生命周期内的真实性、完整性和可理解性的系统内部数字对象监控三个方面对系统监控服务的内容进行深入的分析和探讨。  相似文献

With the increasing disclosure of public information and government data through information and communication technologies, along with the considerable privately generated data now available online, individuals have access to a huge volume of information. This “disintermediation” of (i.e., greater direct access to) public information may improve transparency and facilitate citizen engagement, but it may also overwhelm citizens not only with too much information but also by requiring them to take responsibility for gathering, assembling, and processing information. Despite the importance of effective information processing to successful use of available information, existing studies have not yet fully integrated this consideration into research on citizen use of e-government and open government data. Based on information processing theory—according to which individuals have a finite information processing capacity, which is affected not only by the quantity and quality of information but also by one's preferences for how information is presented—this study examined the effects of information presentation type (infographic versus text) on perceived information overload, along with the consequent effect of information overload on perceived website usefulness. We also investigated whether individual information processing propensity (visual or verbal) moderated the effect of information presentation type on perceived information overload. Our results showed that textual information tended to cause greater information overload, especially for those with a propensity for visual information processing, and that higher information overload was associated with a lower perception of website usefulness. Moreover, individual information propensity moderated the effect of information type on perceived information overload; people with visual information processing propensity were more strongly affected by the presentation of textual information. We discuss the implications of our findings for improving the communication of policy information through government websites.  相似文献

[目的/意义] 开放政府数据评估是开放政府数据的重要组成部分,目前正处于起步发展阶段,需要逐步形成一套科学适用的评估体系。[方法/过程] 通过桌面调查和对比分析,针对当前国际组织部分代表性开放政府数据评估项目的实施,着重从评估方法、评估对象以及指标体系与评估效果等角度分析不同评估项目的实际运行状况。[结果/结论] 归纳和总结各类开放政府数据评估项目的特色与不足,发现国际组织开放政府数据评估的一些规律性做法,如第三方评估保证了评估的客观公正,评估指标体系设计围绕主题科学制定,以数据开放为核心,注重评估方法的整体优化以及重视评估信息采集与处理的信度与效度等。  相似文献

FoIA is an important marker of transparency and the flow of government information in a democracy. Stakeholders such as the news media have been critical of how government policies affect access to that information. In this context, this study systematically analyzed the Freedom of Information Act (FoIA) performances between the Obama and the Trump administrations regarding the efficiency and disposition of requests, appeals processing and success, staff workload, processing fees, and the use of exemptions. Data indicate that the Trump administration underperformed in the processing of requests, the release of records, and it has accelerated the use of exemptions to deny requests. There was also no marked improvement over the previous administration in performance among other parameters. The study affirms prior results that indicate that FoIA performance is explained better by legacy, and some trends transcend administrations. The study also addresses the methodological problems with FoIA data and suggests remedies for scholars.  相似文献

[目的/意义] 跨部门的政府数据共享面临着巨大挑战,部门之间数据隔离,数据共享进展缓慢。引入跨部门的政府数据治理有助于促进政府的信息资源共享,提升政府服务水平和服务对象的满意度。针对跨部门政府数据治理的相关实践亟需科学理论的指导。[方法/过程] 首先对政府数据治理的含义进行分析和界定,对已有的数据治理框架进行总结论述,然后分析政府数据治理的特殊性所在。[结果/结论] 在国内外认可度较高的数据治理框架基础上,结合政府数据治理的特殊性,提出我国跨部门政府数据治理框架--CGCS数据治理框架,由战略目标、规范与标准、关注范围、治理主体、过程、方法与技术6方面内容组成,并对框架每一部分结合我国实际情况进行阐述。最后,对CGCS数据治理框架在跨部门政府数据治理实践中的应用进行示例分析,阐明CGCS数据治理框架的可用性。  相似文献

People are more and more using social media to express themselves about the different services that their governments are delivering. They can either provide positive or negative comments on government services. Hence, it becomes important for policy-makers to have the necessary tools to extract this valuable knowledge in a comprehensive way and that they may consider in their decision-making processes. This paper provides a generic framework, based on semantic analysis of text, to extract valuable data from social media in order to provide new information for government policy-makers. The proposed framework is based on a text semantic analysis tool that collects data from social networks and extracts valuable data to be presented to government policy-makers. The proposed framework is applied to analyze Facebook posts from a page that is managed by citizens in Tunisia. A key premise of open government data (OGD) policies is enhanced engagement between government and the public. However, it is not well understood who the users of OGD are, how to tailor OGD content, and which communities to target for outreach. We examined users' engagement with Health Data NY, New York's health oriented OGD portal, to understand user characteristics associated with increased site engagement. We used Google Analytics data to classify four site engagement metrics into high versus low engagement and used logistic regression to test associations between higher site engagement and gender, age group, device type, and consumer interest. We found that being in a younger age bracket, male, a desktop user, and a Technophile are associated with higher engagement. The findings contribute to further understanding OGD initiatives and consumer health information behavior. More broadly, we demonstrate how OGD managers can leverage their web analytics data to understand which users are most engaged, thereby enabling them to better target their content.  相似文献

While most data originate within a local context, our knowledge about the realization of open government data (OGD) at local levels is limited due to the lack of systematic analysis of local OGD portals. Thus, we focus on a core question about analysing and guiding the development of local OGD portals. An evaluation framework is developed based on the comparison of related studies and principles. To fill the gap in existing frameworks which lack clarity in the prioritization process, Analytic Hierarchy Process together with an expert survey is used to derive priorities of elements of the framework. To test the capability of the framework in analysing and guiding the development of local OGD portals, a case study of Chinese province-level OGD portals has been carried out. Results show that data accessibility and quality matter more than data quantity for a local OGD portal. Currently, Chinese province-level OGD portals are in their infancy of development, with a great gap between Taiwan and Hong Kong with other portals. Data relating to local statistics, credit records, and budget and spending are well released on portals in China. Population size and the size and wealth of the local government show no significant relation with the number of datasets. By combining priorities of the framework with evaluation results, it could help local governments to recognise their present shortcomings and give them recommendations for recognizing directions for OGD portal's future development.  相似文献

ABSTRACT

We introduce what user analytics can do in the first half of the paper and then illustrate how to do user analytics in the second half. In the current context, user analytics refers to a set of diverse communication research methods on uses and effects of social media. User analytics has evolved from TV ratings research to online user research. The history illustrates what data sources, measures, and analyses can be used for what types of research questions under user analytics. We discuss the similarities of and differences between user analytics and other methods of computational communication research (e.g. content mining and online experiments), and compare the strengths and weaknesses of user analytics with traditional quantitative methods (e.g. survey). Finally, we present an application study of Chinese bloggers to demonstrate how to employ user analytics methods to study the production, consumption, and effects of user-generated content.  相似文献
