Open government data (OGD) policy differs substantially from the existing Freedom of Information policies. Consequently OGD can be viewed as a policy innovation. Drawing on both innovation diffusion theory and its application to public policy innovation research, we examine Australia's OGD policy diffusion patterns at both the federal and state government levels based on the policy adoption timing and CKAN portal “Organization” and “Category” statistics. We found that state governments that had adopted OGD policies earlier had active policy entrepreneurs (or lead departments/agencies) responsible for the policy innovation diffusion across the different government departments. We also found that their efficacy ranking was relatively high in terms of OGD portal openness when openness is measured by the greater number of datasets proactively and systematically published through their OGD portals. These findings have important implications for the role played by OGD policy entrepreneurs in openly sharing the government-owned datasets with the public.  相似文献

[目的/意义]针对地方政府数据开放门户构建成熟度评估模型,对于进一步丰富和完善政府数据开放评估理论和方法,定位门户问题,提出门户改进建议具有重要意义。[方法/过程]基于能力成熟度模型、信息构建理论建立"五级三维"的地方政府数据开放门户成熟度模型,并结合数据管理成熟度模型、数据中心服务能力成熟度标准以及政府数据开放成熟度模型确定各维度下评估指标的测度标准,最后以8个省级门户为例展开成熟度评估和分析。[结果/结论]通过成熟度评估,发现各门户在"数据管理" "数据服务" "用户参与"三维度的具体问题,并指明门户改进策略和方向。  相似文献

To guarantee a certain level of data usability, metadata which is information about the OGD, is needed. For this reason, OGD administrators provide metadata publishing guidelines to request, among other things, that certain metadata field always be present (completeness) and that field validation rules, when provided, be met (consistency). Lack of compliance of OGD metadata with publishing guidelines in country portals constitutes poor metadata quality control and will drastically decrease the effective use/reuse of the data and keep the expected benefits from being realized. This study explores the extent of metadata compliance, in terms of completeness and consistency, of three OGD leading country portals (Canada, USA, New Zealand) with respect to their own metadata publishing guidelines. A statistical comparison of population proportions among the countries was performed. The results indicate that the compliance of the USA is far less than Canada and New Zealand in terms of datasets with required fields set (completeness). On the other hand, New Zealand trails Canada and the USA in terms of OGD datasets with valid (consistent) fields. These results indicate that OGD metadata compliance is rather poor, suggesting insufficient quality control. Finally, this study concludes with suggestions to improve the OGD platforms so that metadata compliance can be automatically enforced.  相似文献

The Open Government Data (OGD) projects have spread rapidly in recent years, given that they involve a great transformative potential, whose aims to guarantee transparent government and stimulate the participation and citizenry engagement. It seems that there is a lack of studies analysing factors regarding both the access to OG projects and the volume and format of data published into OGD projects. Therefore, this paper seeks to identify main factors affecting both the way of accessing the OG projects and the volume and format of data published into OGD projects in larger Spanish municipalities (with >50,000 inhabitants and a sample of 145 municipalities). Our main findings seem to point out the intention of sample governments to increase their information disclosure as a way for enhancing their reputation or government's image introducing OGDPs initiatives. Also, it revels differences among analysed municipalities regarding the context in which the information is disclosed.  相似文献

Scholars and practitioners argue that the most important interactions between citizens and government happen at the local level. These relationships could become closer and more frequent with the use of information and communication technologies (ICTs). In fact, portals could be seen not only as channels for providing government information and services, but also as powerful tools to exchange information and knowledge between different social actors and government entities and to enable participation in collective decision-making efforts about important public affairs. For instance, social media and other Web 2.0 tools could provide new electronic channels for these interactions through their inclusion in local government portals. This paper argues that although important modifications to the organizational and institutional frameworks would be necessary, the potential for local electronic governance through networks of government and non-government actors via internet portals is clearly present. However, a very important first step would be the inclusion of more interaction, participation, and collaboration mechanisms in government portals. Similar to previous efforts with data from the U.S., this paper describes the results of a recent assessment of local government portals in Mexico. The conclusion is that progress toward citizen engagement is slow in local governments and there are very few efforts to increase interaction, participation, and collaboration channels on their portals. Most of them are still following the vision of information and services providers and a local electronic governance model is still in its very initial stages. It seems that e-government in municipalities is still more rhetoric and less reality, at least in some countries.  相似文献

In the last decade, governments around the world have created open government data (OGD) repositories to make government data more accessible and usable by the public, mostly motivated by values such as improved government transparency, citizen collaboration and participation, and spurring innovation. The basic assumption is that once data are more discoverable, accessible, available in alternative formats, and with licensing schemes that allow free re-use, diverse stakeholders will develop innovative data applications. Despite OGD's potential transformative value, there is limited evidence for such transformation, particularly due to scarce data use, which is partly attributable to the lack of technical skills and user training. To advance the dialogue around methods to increase awareness of OGD, improve users' skills to work with OGD, and encourage data use, the paper compares and contrasts how three training interventions in Spain, Italy, and the United States have sought to increase awareness of OGD, improve users' skills and potentially engage them in their use of OGD. We report three main findings. First, introduction and analysis skills are taught in combination to encourage use of open data. Being aware of OGD and its benefits is insufficient to promote use. Second, OGD training seems to be more effective when complemented with knowledge about context and interactions with government. Finally, embedding the training interventions in the specific contexts and considering the unique characteristics, interests, and expectations of different types of users is critical to success.  相似文献

在分析国内外电子政务评价指标体系的基础上,针对我国城市政府门户网站的建设情况,尤其针对以为企业服务(G2B)为主的开发区网站,开发了“地方政府门户网站G2B服务能力的评价指标体系”。该指标体系由6个一级指标、18个二级指标与90个三级指标构成,并运用德尔菲法与AHP法确定了各指标权重。在后续的研究中,该评价工具被用于对天津滨海新区与上海浦东新区各网站进行评价,证明具有良好的实用性。  相似文献

While the applicable legal framework is often identified as one of the key factors in the success or failure of open government data (OGD), the concrete impact of ‘OGD law’ on actual practices of OGD is often overlooked or hardly addressed in-depth. This contribution therefore aims to disentangle this legal impact based on an AI-driven systematic literature review combining legal and public administration (PA) publications. First, the review shows that OGD law has many faces and cannot be reduced to one single piece of ‘OGD legislation’. Instead, OGD law covers a wide range of topics, dealing with access to information, re-use of information, and conflicting interests (e.g. privacy or copyright). Secondly, the article identifies three main dimensions that structure the assessment of the impact of OGD law on OGD practices: topics of OGD law, sources of OGD law, and levels of OGD law. Finally, the review shows that there is no clear and univocal evidence to answer the question of what regulatory constellation is successful in fostering OGD practices and what is not, partly due to a lack of available empirical research. At the same time, the literature reveals some promising avenues for future research on OGD law in action.  相似文献

Open Government Data (OGD) ecosystems are composed of public, private and non-profit actors playing specific roles related to the availability and use of publicly accessible government information. The literature considers the presence of healthy ecosystems as crucial for effective use of OGD, with positive effects on democracy, policy effectiveness, and economic development. This paper employs the Exponential Random Graph model (ERGM) technique to empirically explore relations among the actors of an OGD ecosystem for public participation in the context of the European Policy in Italy. The models estimate the likelihood of an ecosystem connection between actors as documented online via Twitter, by considering the type of actor - namely government organizations, user communities, NGOs and the media - and their locations. The analysis showed that governmental organizations as data providers and intermediaries play a crucial role in disseminating OGD and facilitating their use by local communities. Government organizations as policy makers were much less active. In addition, NGOs and the media were less disposed than government actors to serve as data intermediaries and less likely than local communities to engage in policy deliberation. These patterns suggest that the nature and level of engagement by various actors may be influenced by their interest in the specific purpose of the ecosystem. Finally, co-location is a powerful predictor of the creation of new connections among actors of all kinds, demonstrating that effective local data use can be enabled and encouraged by national data provision.  相似文献

[目的/意义]政策是开放政府数据生态系统中至关重要的要素。对开放政府数据政策的研究成果进行述评,为我国开放政府数据政策制定提供政策方案,同时为深入开展政策研究提供参考和指南。[方法/过程]采用文献调研法,对开放政府数据政策相关的研究进行系统梳理和归纳,在此基础上对现有研究进行全面评价并提出未来研究方向。[结果/结论]研究表明,目前我国开放政府数据政策的研究主要集中在开放数据政策环境研究、开放数据政策制定和执行三个方面。现有研究的局限具体表现在:注重国外经验性研究,对我国政策的研究较少;研究较为零碎和抽象,缺乏系统性和具体性。未来应就开放数据政策内容体系特别是数据资产管理政策、政策执行的协调机制、参与机制和监督机制,以及现有政策的适应性等进行深入研究。  相似文献

Open data are freely available and can be used by every stakeholder for its own purposes. However, the practice demonstrates that it is important to ensure that the source from which they are available is usable and facilitates the re-use of data to the widest possible range of stakeholders. This task is carried out by open government data (OGD) portals. Therefore, this study proposes a multi-perspective approach where an OGD portal is analyzed from (1) citizens' perspective, (2) users' perspective, (3) experts' perspective, and (4) state of the art. By considering these perspectives, we can define how to improve the portal in question by focusing on its demand side. In view of the complexity of the analysis, we look for ways to simplify it by reusing data and knowledge on the subject, thereby proposing a knowledge-driven analysis that supports the idea under OGD – their reuse. Latvian open data portal is used as an example demonstrating how this analysis should be carried out, validating the proposed approach at the same time. We are aiming to find (1) the level of the citizens' awareness of the portal existence and its quality by means of the simple survey, (2) the key challenges that may negatively affect users' experience identified in the course of the usability analysis carried out by both users and experts, (3) combine these results with those already known from the external sources. These data serve as an input, while the output is the assessment of the current situation allowing defining corrective actions. Since the debates on the Latvian OGD portal serving as the use-case appear more frequently, this study also brings significant benefit at national level.  相似文献

The governments worldwide have attached great importance to open government data (OGD), and many OGD projects have emerged in recent years. However, the performance of OGD greatly differs in various districts and governments. Therefore, the influencing factors of OGD performance should be explored. However, the existing research has not yet established a systematic analytical framework for OGD performance, and the explanation degree of performance differences in OGD implementation is limited. Thus, this study takes technical management capacity, financial resource, organization arrangement, rules and regulations, organization culture, public demand, and inter-government competition as antecedent conditions under the perspective of technology–organization–environment framework and resource-based theory. From the cases of 16 provincial OGD practice in China, we employ fuzzy-set qualitative comparative analysis to explore the influencing mechanism of the interaction and coordination of multiple conditions on OGD performance. Results indicate that OGD performance depends on the integration of the total effect of various factors. Moreover, four configurational paths could be utilized to achieve high OGD performance, namely, organization–balanced path, organization–environment path, balanced path, and organization–technology path. Furthermore, a substitution relationship exists among different conditional variables, which points out the direction and focus of the implementation of OGD for governments with different endowment characteristics. This study enriches the existing studies of OGD implementation and provides references for OGD practice.  相似文献

Open data is a global movement with the potential to generate significant social and economic benefits. Policies on open government data (OGD) inspire the development of new and innovative services that government agencies may lack. The International Open Data Charter adequately describes the importance of data mining. Governments that have signed this charter should focus on the following areas—(i) data mining, (ii) linkage, and (iii) in-depth analysis, i.e., distribution of open data that is freely accessible for elaborate analysis using machine reading. However, a series of practical difficulties is observed in connection with the data mining of OGD for in-depth analysis. First, most OGD do not have identifiers to prevent privacy disclosure. Second, owing to the nature of siloed data, the data sharing and collection methods vary with respect to heterogeneous OGD, and administrative or institutional barriers need to be overcome. This has created a demand for a novel technical solution that applies micro-aggregation and distance-based record linkage to address the aforementioned issues. Thus, in this study, a method capable of integrating two or more de-identified OGDs into one dataset to enable OGD data mining is proposed. In addition, the proposed method allows users to adjust the privacy threshold level to determine an appropriate balance between privacy disclosure risk and data utility. The effectiveness of the method is evaluated in terms of several metrics via extensive experimentation. This study emphasizes the importance of the research on efficient utilization of already-published OGDs, which has been relatively neglected in the past. Further, it broadens the research area for privacy-preserving data mining by proposing a method capable of mining heterogeneous data even in the absence of identifiers.  相似文献

我国学科信息门户建设起步于21世纪初,至今已形成规模并取得了一些进展。与国外相比,我国的学科信息门户建设还普遍存在着资源不足、组织体系不规范、法律法规不完善、利用率低等缺陷。学科信息门户的优化途径有:大力推进学科信息门户的合作化建设;整合资源与建立更新维护机制;推行服务的个性化和人性化;实行规范化和标准化;用户的充分参与。要充分发挥图书馆在信息组织上的优势,让国内的图书情报机构共同加入到学科信息门户的建设中来。  相似文献

Many rural US communities lack access to adequate broadband services. This paper draws on semi-structured interviews conducted in 2019 with 16 Regional Planning Commissions to uncover dynamics of how these intergovernmental organizations contribute to the deployment of broadband infrastructure in rural Missouri. The proposed framework integrates the decomposed Theory of Planned Behavior (TPB), the Theory of Reasoned Goal Pursuit, and Stakeholder Theory. Many participants reported a low level of involvement in broadband infrastructure initiatives even though supporting infrastructure development to promote economic growth is one of the Regional Planning Commissions' primary goals. Regional Planning Commissions are highly influenced by four primary stakeholder groups, (1) residents and businesses, (2) local governments, (3) internet service providers, and (4) state and federal government, which vary in terms of priorities and power. While defining the region's priorities with elected officials, Regional Planning Commissions often “push them forward” to recognize the necessity of broadband infrastructure. However, Regional Planning Commissions also struggle with low self-efficacy and inadequate expertise to support broadband planning efforts. The proposed framework could be generalized to understand actions and decisions by other intergovernmental organizations that have convening power and face similar power dynamics with their stakeholders.  相似文献

The rising number of data portals has been increasing demand for new techniques to assess data openness in an automated manner. Some methods have emerged that presuppose well-organized data catalogs, the availability of API interfaces and natively exposed metadata. However, many data portals, particularly those of local governments, appear to be misimplemented and developed with the classic website model in mind, which provides access to data only through user interaction with web forms. Data in such portals resides in the hidden part of the web, as it is dynamically produced only in response to direct requests. This paper proposes an automated method for assessing government-related data in the deep web on the basis of compliance with open data principles and requirements. To validate our method, we apply it in an experiment using the government websites of the 27 Brazilian capitals. The method is fully carried out for 22 of the capitals' websites, resulting in the analysis of 5.6 million government web pages. The results indicate that the keyword search approach utilized in the method, along with the checking of web pages for multifield web forms, is effective for identifying deep web data sources, as 1.5% of web pages with potential government data that are analyzed are found to contain data stored in the deep web. This work contributes to the development of a novel method that allows for the continuous checking and identification of government data from surface web data portals. In addition, this method can be scaled and repeated to assure the widest possible content coverage.  相似文献
