While many studies have discussed the impacts of electronic government (e-government) on public libraries, little research has considered the extent to which the current federal government's implementation of e-government relies on the public technology access, training, and support provided by public libraries. A range of data and policy materials are drawn upon in order to illuminate the co-evolution of public libraries and e-government. Beginning with a discussion of the development of e-government and its impacts in public libraries, the access, goals, and challenges of e-government are detailed as they relate to libraries, and the areas in which current implementations of e-government would not be possible without public libraries. Based on the explorations of the co-evolution of e-government and public libraries, key policy issues are offered that require reconceptualization in order to better support the interrelationship between e-government and public libraries.  相似文献

Around the world, governments turn to information technology (IT) training programs to enhance equitable delivery of online public services to citizens. However, the effectiveness of these citizen training programs has gone unexplored. This study is motivated by two objectives: 1) To evaluate whether citizen participation in government training programs is associated with greater e-government use among participants, and 2) To assess whether the strength of this relationship varies according to whether a citizen is elderly, disabled, or not – those who are elderly or disabled tend to use e-government the least. We use data from South Korean to examine these objectives. Findings indicate citizen participation in government IT training programs is positively associated with e-government use and that this relationship is stronger for citizens who are elderly or disabled. These findings highlight the potential of government IT training programs to mitigate the digital divide. Implications for research and practice are discussed.  相似文献

The federal government's war on terrorism has heightened understanding and appreciation of the many facets of electronic government. Electronic government is used as a resource in the war on terrorism, helping to prevent and prepare for attacks. It might also prove useful in recovering from attacks. Unfortunately, e-government itself is a likely target for terrorists. Cyber intrusions into government Web sites and damage to, or destruction of, infrastructure, whether a computer system or an electrical grid that supplies power, could impair e-government. E-government is also attractive as a potential target for the information it provides, information that enemies of the United States could use in identifying weaknesses and planning attacks. While the Bush Administration has developed a comprehensive policy, based on a market model, for facilitating the use and effectiveness of e-government, its approach to e-government security, particularly in the area of Web content, has been ad hoc. Soon after the September 11, 2001, attacks, federal agencies began scrubbing their Web sites, an effort that has implications for the notion, and practice, of having a well-informed citizenry.  相似文献

Public administrations have been very much concerned since the 1980s about the need of avoiding vendor lock-in when procuring themselves with information technology (IT) infrastructure. The boost of e-government that has taken place in recent years has put this concern again in the agenda of public administrations. Interoperability has shown up as a principle in the conception and deployment of the e-government initiatives, and the interoperability frameworks have been the tool for implementing the principle. In this paper, the use of the interoperability frameworks and of the enterprise architectures within the e-government initiatives is surveyed. The scope of the survey is Europe and the United States. As far as the author is aware, all trends in interoperability policy fall within the scope of the survey. The survey is focused on the methodological tools that e-government agencies have devised for achieving the interoperability at the public administrations. Strategies are systematic and long-term approaches to problems. Federal, state, and local governments are investing in the development of strategies to further their e-government goals. These strategies are based on their knowledge of the field and the relevant resources available to them. Governments are communicating these strategies to practitioners through the use of practical guides. The guides provide direction to practitioners as they consider, make a case for, and implement IT initiatives. This article presents an analysis of a selected set of resources government practitioners use to guide their e-government efforts. A selected review of current literature on the challenges to information technology initiatives is used to create a framework for the analysis. A gap analysis examines the extent to which IT-related research is reflected in the practical guides. The resulting analysis is used to identify a set of commonalities across the practical guides and a set of recommendations for future development of practitioner guides and future research into e-government initiatives.  相似文献

Developing information systems and e-government requires a lot of strategic and financial resources that developing countries often do not have. Facing such challenges, some countries are supported by international assistance and donors. This research contributes to explain how such assistance on the development of national information and communication technology (ICT) strategies and programs is related to e-government development. This comparative study of Albania, Bosnia and Herzegovina, Croatia, (Former Yugoslav Republic of) Macedonia, Montenegro and Serbia takes a Rational Neoinstitutionalist perspective to look at longitudinal changes in these developing countries. Quantitative data such as the amount of foreign aid for national ICT strategies and the e-government index are combined with qualitative information from reports and documents. The research suggests that the effect of international assistance on e-government is generally positive in less developed countries. The analysis of benchmarking and benchlearning as e-government policy-making tools is another aim of this study, providing a critical discussion of their role and that of the donor–benchmarker duality.  相似文献

Electronic government has been defined as the use of information and communication technologies in government settings. However, it is neither a homogeneous nor a static phenomenon. Recent empirical studies have identified two important dynamics in e-government evolution. First, e-government in general has evolved from its initial presence on the Internet to more transactional and integrated applications. Second, at the aggregate level and as a general trend, national governments have started adding technological and organizational sophistication and state and local governments have followed. Based on the study of systems of rules, this paper argues that these two dynamics in the evolution of e-government are, at least in part, the result of pressures from public managers attempting to solve problems and from citizens, businesses, and other stakeholders, attempting to control the actions of public managers. Both forces, related to performance and accountability, respectively, have promoted change in the systems of rules governing the design, implementation, and use of e-government initiatives. Specifically, they have generated a cycle that continually increases technological and organizational sophistication in e-government initiatives and have also promoted the episodic and evolving adoption of similar features across levels of government. These two related evolutionary dynamics and the characterization of e-government as systems of rules and standards have some important policy implications, which are briefly discussed at the end of the paper.  相似文献

Effective e-government creates an environment for citizens to have greater access to their government and, in theory, makes citizen-to-government contact more inclusive. Our research examines two distinct but related measures of e-government effectiveness, namely the online service index and the e-participation index, both reported in the 2010 e-government survey conducted by the United Nations. We analyze the impact of political structure, public sector performance and policy initiatives on both indices in more than 150 countries. Our multiple regression analysis shows that there is greater e-government capability in countries that have more effective public sector governance and administration, and policies that advance the development and diffusion of information and communication technologies. More democratic institutions and processes, however, appear to have a negative impact on e-government. In addition, countries that practice effective governance and promote competition in the telecommunications sector demonstrate more extensive provision of e-participation. These results suggest that the path to e-government leverages different strategies depending on a nation's political structure, and that authoritarian countries may be utilizing e-government to maintain the status quo.  相似文献

As electronic government (e-government) becomes increasingly important in the presentation of government information to citizens, the potential impacts of e-government on the democratic process must be carefully considered. E-government clearly has the potential to become an institution that helps to ensure reasoned reflection about political issues and active participation in deliberative democracy by citizens and by members of the government. Though the Internet presents innovative new methods for conveying government information to citizens, it also presents new and serious potential impediments to deliberative democracy, such as group polarization about political issues by online social groups. The ability of e-government sites either to foster democratic dialogue by presenting multiple viewpoints or to enable polarization on political issues by promoting specific views demonstrates a key question about the conceptual foundations of e-government. Drawing upon perspectives from information studies, public policy, law, and governance, this article examines the differing political implications between e-government built on a foundation of participation and on a foundation of polarization.  相似文献

Part of the promise of electronic government (e-government) is its ability to transform the delivery of information services and products from government to users. E-government allows federal agencies to supplement and even supplant private sector roles intermediating between government agencies and users, creating unintended consequences in terms of policy, theory, and practice. The problem is called “channel conflict” in the marketing literature, and the typical response is called distribution channel management (DCM). After reviewing the literatures of e-government, information policy, and DCM, the paper explores differing DCM philosophies of two federal agencies: the Internal Revenue Service and the U.S. Census Bureau. An examination of these two DCM programs provides insights on how federal agencies may be able to manage their various channels for e-government offerings despite tensions in the current legal and policy context. The paper concludes by using DCM literature to help frame options for dealing with these tensions.  相似文献

The sustainability of public health practices requires collaboration between the government and its citizens. On the government's side, social media can provide a conduit for communicating health risk information in an effective and timely fashion, while also engaging citizens in informed decision-making. On the citizen's side, information communication technology (ICT)-based practices cannot function unless citizens recognize and act on their responsibility to actively engage with government social media platforms. Despite an increasing interest in understanding the adoption of ICT practices and e-government services for health risk communication, there remains a crucial need for a comprehensive framework to explain which factors determine citizen use of digital government resources. The purpose of this study is to investigate how to increase government accountability for motivating citizens to engage in ICT-based health risk communication, thereby attaining sustainable public health practices through collaborative governance.By integrating trust and health risk information into the e-government adoption model (GAM), this research examines factors that influence citizens' likelihood of using government social media resources. Survey data from 700 Korean citizens were analyzed using structural equation modeling. The results indicated that individuals with higher social media competency are more likely to (a) seek risk information through social media and (b) perceive the government's social media sites as easy to use. Consistent with the GAM, intentions to use the government's social media sites for information and interactions appear to increase as citizens perceive more value in using them regarding information quality, ease of use, functional benefit, and security. Furthermore, perceived trust in the government's social media resources appears to function as a mediator of this process. Initial trust in the government is an important determinant of perceptions of its digital resources. Citizens who trust the government tend to evaluate new initiatives positively and are more likely to accept and make use of them.The results of this study can inform policy design and implementation by elucidating the mechanisms that determine citizens' adoption and usage of digital government services. Theoretically, this work expands the GAM to include health risk communication and adds empirical evidence to the small yet growing body of knowledge of e-government initiatives. These findings also highlight the importance of public trust in the government, as this encourages citizens to seek health risk information and assistance from the government. Overall, the data and model generated in this investigation represent an important step toward the successful and sustainable modernization of public services.  相似文献

In recent years, there has been rapid growth in the volume of research output on the topic of e-government. To understand this research better, we used content analysis of eighty-four papers in e-government-specific research outlets (two journals and one conference series). Our analytical focus took in five main aspects: perspectives on the impacts of e-government, research philosophy, use of theory, methodology and method, and practical recommendations. Normative evaluation identified some positive features, such as recognition of contextual factors beyond technology, and a diversity of referent domains and ideas. Alongside this, though, research draws mainly from a weak or confused positivism and is dominated by over-optimistic, a-theoretical work that has done little to accumulate either knowledge or practical guidance for e-government. Worse, there is a lack of clarity and lack of rigor about research methods alongside poor treatment of generalization. We suggest ways of strengthening e-government research but also draw out some deeper issues, such as the role of research philosophy and theory, and the institutional factors – particularly pressures of competition and time – that may constrain development of e-government as a research field.  相似文献

The number of migrant farmer workers in China has increased so rapidly that they can't be ignored anymore as a vulnerable group in the coming information society. This study formulates a theoretical framework on the process of seeking for government information online and employs a method of questionnaire survey to investigate the information needs of migrant farmer workers and their behavior of using e-government service. The findings drawn include inconsistency of information seeking behaviors with information needs, and conditions of transfer from potential users of e-government services to actual users, such as information literacy, IT environment, the influence of social networks, the operations of government websites, and targeted services. Several policy recommendations are presented based on these findings, including improvements in the workers' information capacity, construction of special e-government programs aimed at such workers, and enhancement of public library systems and government service offerings to this target group.  相似文献

Access to government information has been considered an essential element of democracy since the foundation of the American republic. Over time, the amount of government information produced has increased significantly, and the rise of e-government has made access to online government information, communication, and services equally vital to participation in society and interaction with governments. However, the outlets of free public access to government information and e-government have constricted over time, leaving public libraries as one of the only free public Internet access points in most communities. As a result, public libraries serve as a social guarantor of access to and assistance with government information and e-government services. This article first discusses the historical evolution of the means of access to government information and changes over time in responsibilities in providing such access. After exploring the interrelationships between government information and e-government, the article then details the development of the role of public libraries as guarantors of e-government access. Finally, the article examines the impacts of policy on e-government access in libraries, leading to a set of recommendations and conclusions to support the vital library roles related to e-government.  相似文献

The reduction of the administrative burden on businesses is an important governmental policy objective. Electronic government is presented as a promising reduction strategy in many countries. Underlying assumptions and mechanisms are hardly ever made explicit and scientific evidence of successful implementations is scarce. This paper presents an assessment of business-to-government systems in use in the Netherlands. Results show that organizational characteristics are the most influencing factors of perceived burden reduction and implementation effectiveness. Whereas perceived organizational benefits positively relate to the overall confirmation of the former system adoption decision. Surprisingly the quantitative, usage related characteristics do not present any statistical relevance. These findings help us understand existing differences in appreciation between business and governmental representatives on the successfulness of e-government projects in reducing the administrative burden on businesses. Furthermore, research results can help to enhance the effectiveness of e-government policy and measurement instruments.  相似文献

This study examines the views of information resource managers (IRMs) in Texas state agencies on e-government. The existing empirical research has focused on what local governments provide in terms of e-government information and services and less on the perspectives of key e-government decision makers. This study fills this void by examining how e-government had an impact on management of state agencies. Theories and expectations are provided on what the literature argues are the most important impacts of e-government on management. Specifically, these are the reinventing government movement, external environmental pressures, resource capacity, and demographic factors. A survey of Texas state agency IRMs was administered in the late spring of 2005 and the results are reported in this study. The findings revealed that the reinventing government movement, external environmental pressures, and resource capacity were the most important factors that had an impact on e-government management capacity. In this study, the size of state agency was not found to be as important. Future research should focus more on state e-government management, an often-neglected area of research.  相似文献

Social media in government is becoming one of the major trends in Electronic Government (e-government) research and practice worldwide. During the last few years, several authors have addressed the potential of social media for the innovation of public sector organizations. Most of these contributions have focused on the technical dimensions of social media, while other aspects have not attracted equal attention. In contrast, this introductory article interrogates the role of social media in the basic areas of e-government: government information flows and the availability of government information; the use of information technology to create and provide innovative government services; the impact of information technology on the relationships between the governed and those governing; and the increasing importance of information policies and information technologies for democratic practices. Accordingly, the next few pages propose and develop three dimensions of social media in government: tools, goals, and topics. We think that these dimensions could help to better understand the use of social media in government settings. Then, after a brief review of current trends in social media and government research, we present the articles included in this special issue. Finally, we present some practical lessons and suggest ideas for future research. This special issue could be seen as a starting point for the development of innovation through social media in public administrations around the world.  相似文献

This paper examines business perceptions and satisfaction with e-government. Survey data is analyzed from businesses across Canada to determine their use of e-government and their perceived satisfaction with this technology for public service delivery. There are three research questions of this paper: 1) Are there significant differences for businesses that use the internet to contact government compared to those that do not? 2) Is there is a relationship between having a more positive perception overall by business of government and e-government satisfaction? and 3) Is there a relationship between businesses having input into regulatory changes, essentially being inclusive of business in the regulatory process, and e-government satisfaction? The results from the statistical models indicated that all three questions were confirmed. The findings of this study imply that governments should try to understand the business environment. A more positive attitude by business towards government, and being more inclusive of business in regulatory changes, leads to greater e-government satisfaction.  相似文献
