The role of IT literacy in defining digital divide policy needs   总被引:1,自引:0,他引:1  
This article expands our current understanding of the digital divide by examining differences in individuals' IT skills acquisition. In the last two decades scholars have gradually refined the conceptualization of the digital divide, moving from a dichotomous model mainly based on access, to a multidimensional model accounting for differences in usage levels and actors' perspectives. Digital divide views tend to focus on groups of users and user characteristics and focus less on different processes of use. As models of the digital divide became more complex, research focused on deepening the understanding of demographic and socioeconomic differences between adopters and non-adopters. While IT literacy is an important factor in digital divide research, and studies examine user characteristics with respect to IT literacy, few studies make the process of basic IT literacy acquisition their main focal point (Selwyn, 2005). This perspective furthers our thinking by expanding the notion of user characteristics beyond demographic and socioeconomic differences to differences in the processes leading to internet use. Based on a dataset referring to an Italian region, this paper presents a metaphorical interpretation of the digital divide in general and explores the process of IT skills acquisition in particular. Our analysis shows the key role of self-learning and the presence of three distinct approaches in IT skills acquisition leading to different needs in terms of policy. We argue that these preliminary results are a useful starting point for the design of more effective and sophisticated digital inclusion policies.  相似文献

Research into relationships among government, society and technology has grown substantially over the past 30 years. However, most research and most advances in practice address narrowly defined categories of concern such as government organization, citizen services, interoperability, or personal privacy. By contrast, the future presents complex and dynamic challenges that demand a more holistic and flexible perspective, including consideration of what constitutes an appropriate infrastructure for continued development of government and governance in the digital age. This paper outlines a conceptual framework for considering the future, drawn from a stakeholder-driven investigation into potential scenarios of society and government. The framework reflects a dynamic socio-technical system encompassing interactions among societal trends, human elements, changing technology, information management, interaction and complexity, and the purpose and role of government.  相似文献

Around the world, governments turn to information technology (IT) training programs to enhance equitable delivery of online public services to citizens. However, the effectiveness of these citizen training programs has gone unexplored. This study is motivated by two objectives: 1) To evaluate whether citizen participation in government training programs is associated with greater e-government use among participants, and 2) To assess whether the strength of this relationship varies according to whether a citizen is elderly, disabled, or not – those who are elderly or disabled tend to use e-government the least. We use data from South Korean to examine these objectives. Findings indicate citizen participation in government IT training programs is positively associated with e-government use and that this relationship is stronger for citizens who are elderly or disabled. These findings highlight the potential of government IT training programs to mitigate the digital divide. Implications for research and practice are discussed.  相似文献

E-Government and E-Government development project studies have been conducted in most industrialized societies, as well as in Iran. Due to their nature and structure, E-Government development projects have numerous political, social, and economic impacts on society. Given the incorporation of significant capital, human resources, information, and political commitments, these projects are considered quite vital to society. Following the systematic pre-implementation activities of E-Government development projects is critical for the success of such projects; ignoring such issues leads to various problems during E-Government project implementation. This research aims to explore and detect the success indicators for pre-implementation activities of E-Government development projects, evaluate the validity of these indicators, and investigate the indicators' status in the Fuel Smart Card Project. The researcher has also provided some suggestions on the successful implementation of E-Government development projects.  相似文献

Social media in government is becoming one of the major trends in Electronic Government (e-government) research and practice worldwide. During the last few years, several authors have addressed the potential of social media for the innovation of public sector organizations. Most of these contributions have focused on the technical dimensions of social media, while other aspects have not attracted equal attention. In contrast, this introductory article interrogates the role of social media in the basic areas of e-government: government information flows and the availability of government information; the use of information technology to create and provide innovative government services; the impact of information technology on the relationships between the governed and those governing; and the increasing importance of information policies and information technologies for democratic practices. Accordingly, the next few pages propose and develop three dimensions of social media in government: tools, goals, and topics. We think that these dimensions could help to better understand the use of social media in government settings. Then, after a brief review of current trends in social media and government research, we present the articles included in this special issue. Finally, we present some practical lessons and suggest ideas for future research. This special issue could be seen as a starting point for the development of innovation through social media in public administrations around the world.  相似文献

In this study, we examine gender inequality in the use of the Korean central government website in 2010. Adapting the digital divide and the gender differentiation hypothesis, we analyze e-government users and the determinants of their demand for e-government websites. Specifically, after controlling for socio-economic factors and family characteristics as demand determinants, we test whether gender inequality in e-government access and usage persists across central government units that provide differentiated public services. Our regression results indicate (i) no persistent gender inequality, supporting the gender differentiation hypothesis, and (ii) the importance of family characteristics as a determinant of demands for e-government websites. However, we also find a persistent divide in access to and usage of central e-government services by education and occupation, which deserves more attention and further research.  相似文献

Digital government infrastructures provide generic functionalities that are used by large numbers of users. Typically, they have no central authority, are governed by networks and contain both emerging and purposefully designed parts. Their use varies over time, and a large number of individuals use them for different purposes. The basic digital government infrastructure has evolved over time and the development towards the next generation of digital government infrastructure (NGI) is under development. In this introduction, we discuss aspects of infrastructure development and this special issue contains papers contributing to the development of the NGI in various fields including customs, crisis management, legislation and regulation, providing a number of possible functions and services that may become part of the NGI. We argue that policy-makers should view the NGI from a complex-adaptive systems (CAS) view and that the next generation of infrastructures will provide not only technological services, including connectivity and security, but also shared information and knowledge in various fields, thus making it easier to participate, translate legislation and manage collaboration between public and private parties and in this way advancing digital government.  相似文献

There are recent indications regarding the use of online public services that force the government to focus on the more refined conceptualizations digital divide research has produced. This paper addresses one of the factors that appears to be important in several conceptualizations of how to approach the digital divide; the differential possession of so-called digital skills. The problem of being short of skills becomes urgent when governments suppose that citizens are able to complete about every task on the Internet. Operational definitions for operational, formal, information and strategic skills are used to measure the Internet skills of the Dutch population at large, by giving 109 subjects nine government related assignments to be accomplished on the Internet. Subjects were recruited following a two step approach; randomly select a sample from the book/list of fixed telephony subscribers, followed by drawing a selective quota sample for the strata of gender, age and educational level. The results indicate that on average 80% of the operational skill Internet tasks, 72% of formal Internet skills tasks, 62% of the information Internet skills tasks and 22% of strategic Internet skills tasks assigned have been successfully completed. The Dutch government's expectation that every citizen with an Internet connection is able to complete the assignments following tasks the government thinks every Internet user can perform, clearly is not justified. The article provides two types of policy recommendations to change this state of affairs. Recommendations for improving government websites and for improving the skill levels of Dutch citizens are suggested.  相似文献

Research on E-Government has largely focused on understanding the “outcomes and outputs of the E-Government project” [Yildiz, M. (2007). E-Government research: Reviewing the literature, limitations, and ways forward. Government Information Quarterly, 24(3), 646–665.]. It is argued that the existing research on E-Government tends to oversimplify the phenomenon. To address the call, the current study focuses on the process of an E-Government initiative by loosely drawing on the ‘technology enactment framework,’ in conjunction with the ‘systems development life cycle’ approach. Using a case study orientation, this study describes in detail how a geographic information systems implementation project is conducted at a local government in the United States. Drawing on adaptive structuration theory (AST), this study develops a research model to explore innovative information seeking in the context of digital libraries from the perspectives of cognitive switching and affinity. Innovative information seeking behavior is the combination of innovative IT (information technologies) use behavior and information seeking behavior and subsequently refers to innovative IT use oriented to information seeking. A research model was developed and survey data were collected. The partial least squares (PLS) structural equation modeling (SEM) was employed to verify the research model. The findings suggest that affinity with digital libraries is the most powerful determinant of innovative information seeking. Meanwhile, task nonroutineness and disconfirmation have positive effects on innovative information seeking; the effect of social influence on innovative information seeking is overpowered by affinity with digital libraries. The findings and their implications for theory and practice are discussed.  相似文献

E-Government projects are currently service oriented, focusing on the implementation and diffusion of digital public services through one-stop points of access for citizens. E-Government strategic plans are political, directed at cost and time minimization during the execution of public services, and they do not take into account citizen needs or public administration operating procedures. Although these plans have led to the development of projects that have succeeded in cost and time savings for both citizens and public administration, surveys conducted around the world show that users evaluate digital public services and do not hesitate to return to traditional methods rather than using digital channels to transact with the public administration again; neither would they recommend the use of digital services to others. This article presents collaborative and participatory tools and methods designed to exploit the knowledge and experience of public servants in the improvement and execution of custom and non-automated public services. Collaborative tools can succeed in the development of real one-stop shops for e-Government, while on the other hand they can encourage both citizens and civil servants to participate in the e-Government era.  相似文献

Social media applications are extending the information and communication technology landscape in the public sector and are used to increase government transparency, participation and collaboration in the U.S. federal government. The success, impact and performance of these new forms of bi-directional and networked interactions can provide insights to understand compliance with the mandate of the Open Government Initiative. Many government agencies are experimenting with the use of social media, however very few actively measure the impact of their digital interactions. This article builds on insights from social media directors in the U.S. federal government highlighting their current lack of measurement practices for social media interactions. Based on their articulated needs for measurement, existing rules regulating the extent of measurement practices and technological features of the main social media platforms, a framework is presented that traces online interactions to mission support and the resulting social media tactics. This article explores the patterns of the digital divide in Turkey and analyzes policies related to this issue. Our analysis reveals that the digital disparities are interwoven with other social inequalities. This finding is parallel to the conclusions of previous research which suggests that digital exclusion can have a ‘reinforcing’ effect on social and/or economic inequalities. Having considered the current range of policies targeting either ICT access or skills, we argue that techno-centric solutions with huge budgets occupy the policy agenda at the expense of more sophisticated programs that take into account the social context of digital exclusion. These policies fail to address the most disadvantaged groups. Those who are old, disabled, female and reside in rural areas are less likely to be internet users and existing policies do not reach out to these groups.  相似文献

The information and knowledge society has resulted in the exponential growth of information and communication technologies (ICTs), thus creating a gap between those who use ICTs and those who do not; hence the emergence of the term “digital divide” in the 1990s. One of the milestones of South Africa’s National Development Plan, a policy that charts the country’s development up until 2030, is to ensure that high-speed broadband internet is universally available at competitive prices. Notwithstanding the importance of ICTs in public libraries, the provision of such is still taking place on a limited scale in South Africa. This article investigates the use of ICTs in public libraries in South Africa as a tool in bridging the digital divide. It also examines the inequalities in access and use and suggests ways in which ICTs may be used to reduce the digital divide. A qualitative research methodology was adopted. In order for public libraries to function as an important tool in bridging the digital divide, there is a need to standardize the provision of public library services with regard to the digital divide.  相似文献

When an archivist talks with the information technology (IT) personnel about providing access to digital collections, the discussion often proceeds smoothly. They have shared assumptions, the common goal of the platform is well understood by both parties, and the vocabulary used to describe actions, tasks, and items is substantially the same, or at least agreed-upon. However, when the discussion turns to digital preservation, there may be a divergence in priorities and understanding. While the archivist’s priority is on making sure their digital assets are preserved and accessible forever, the IT personnel’s focus may be on making current data publicly accessible, making sure that systems are running smoothly right now. To further complicate matters, IT personnel have been performing an activity that sounds very much like digital preservation: archiving, backups, and storage of multiple copies. This column will explore the convergence and divergence of the archival and IT professions in regards to digital preservation, as well as suggest the topics and questions that need to be discussed so that both parties have a mutual understanding of meeting the needs of providing appropriate digital preservation.  相似文献

加快数字化发展,推动政府治理数字化,提高数字政府建设水平,是建设数字中国的重要支撑,也是国家治理体系和治理能力现代化的深厚基础。本文在梳理和总结政府数字治理科学内涵的基础上,对政府数字治理研究的历史进程与研究热点进行分析。结果显示,政府数字治理研究经历了“概念引入—实质探究—路径探索—实践深化”的研究阶段;当前该领域的研究热点分别是大数据等先进信息技术及公民参与对政府数字治理的硬作用与软作用分析、城市治理和智慧城市(政府)研究、政府数字治理的实践研究以及制约因素分析。  相似文献
