Electronic records of government organizations are becoming increasingly important for accountability. Managing electronic records, however, proves to be difficult since information and communication technologies confront organizations with various opportunities and risks. In this paper the findings of an international expert survey on electronic records management are presented. These findings identify opportunities and risks for e-mail systems, database management systems, office systems, web technology systems and smart systems. They also point to five crucial questions that must be addressed in order to guarantee the availability of electronic records for accountability.This revised version was published online in October 2005 with corrections to the Cover Date.  相似文献

信息安全是电子档案管理的重要内容。作者在分析国内外运用区块链及相关技术建设电子档案管理系统研究与实践的基础上,提出“联盟+公有”双区块链结构的电子档案安全管理系统,即以一条联盟区块链记录电子档案管理信息,另一条公有区块链记录电子档案使用信息。本文首先介绍了系统架构,该系统不仅可解决一个机构内的电子档案管理和使用中的信息安全问题,而且具有可拓展性,可以整合不同组织间相互隔离的信息系统,提供可靠的电子档案管理平台;其次以该系统在暨南大学的实现和应用论证了系统的适用和可行,并从数据安全性、操作回溯性、可验证性、保密性等几个方面对系统进行了评估。希望该系统的建立能够为数字档案馆和电子档案管理平台建设提供案例参考和有益启发。  相似文献

The International Records Management Trust has demonstrated that there is currently little capacity or infrastructure in the developing world for managing government records as authentic evidence of policies, transactions, activities and entitlements. Records management itself will not halt corruption and bring about accountability, but it is an essential contributor to public sector integrity. The Records Management Capacity Assessment System (RMCAS) provides a means of assessing records management policies, procedures and resources against established international standards. It uses a diagnostic model, based on the records life cycle, to identify strengths, weaknesses and risk areas, and links with a database of training and capacity-building materials that can be used to plan improvements. Designed initially to measure records and information systems in the financial management, human resource management and legal and judicial areas, it can also be applied generically. The RMCAS software application will shortly be available, free of charge, through the Internet or in CD-ROM format. RMCAS can be applied flexibly to take account of variations in size of institutions and the administrative contexts in which they operate, as well as developmental and national aspirations. It can be applied to both paper and digital records and assesses the relationship between paper and electronic systems. This article identifies open research issues in the management of electronic records in complex systems over time, with an emphasis on system development and implementation. The author proposes that it is necessary for archivists to address the issues at three levels: the organizational/professional level, the technological infrastructure level, and the system- and function-specific level. The paper discusses the technological factors which influence archivists' ability to manage electronic records currently being created, and goes on to recommend that archivists broaden their technological knowledge base, work toward influencing others in their organizations to gain buy-in, and develop models and success stories for positively influencing the development of electronic systems.  相似文献

Records are more and more important as instruments of trust, for instance to ascertain accountability. However, they are also objects to be trusted upon themselves. Rather rigorous requirements are established to guarantee the trustworthiness of records; requirements are more elaborated in the digital environment than those that have previously been attributed to analogue records. The purpose of this study is to discuss the conceptualization of trust and trustworthiness in relation to records, and to analyze the relation between the increasing reliance on formal documentation in contemporary organizations and the requirements on records and recordkeeping systems that has been advanced recent years. It can be argued that the effort to enhance trustworthiness actually is a manifestation of diminishing trust.  相似文献

University records constitute an integral element of an academic institution’s corporate memory. This business information needs to be well managed throughout its life cycle for the purpose of accountability, transparency, good governance and for reference purposes. This paper reports on a qualitative study that was undertaken at the University of Fort Hare in South Africa by examining an exhibition developed to mark the institution’s centenary. The purpose of the study was to evaluate and trace the provenance of the collections on display to gain an overall assessment of the extent of archival development at the UFH. It cannot be over-emphasized that organizations often struggle to write their centenary history due to lack of supporting documentation as the information is either incomplete, missing or misfiled, rendering it unusable. One of the key findings emanating from this study was that much of the material used for the displays is copyrighted to sister heritage institutions and private individuals, demonstrating the consequences of lack of development and preservation by the UFH of its own archives. Consequently, the need to revamp the institution’s records and archives management systems is mandatory. An encouraging development is that in 2018 there are plans to appoint a records manager, an institutional archivist and a manager of student records. The centenary exhibition has therefore been an opportunity to demonstrate the value of archives to the University of Fort Hare.  相似文献

This study examines the performance of a cross-boundary e-government system. It draws from studies in the fields of e-government, collaborative public management, and information system success with a focus on inter-organizational information systems to develop a conceptual framework. This framework includes efficiency, effectiveness, and accountability as key performance measures; identifies technical, managerial, and inter-organizational factors for success; and develops hypotheses accordingly. Empirical investigation utilizes user-level data from an inter-organizational e-government system that provides integrated commerce and industry service. The results underscore the importance of management support, shared goals, and inter-agency trust in improving all three measures of performance. In addition, citizen-centric and innovative organizational culture enhances efficiency and accountability while administrative interdependence impacts effectiveness and accountability. The managerial and theoretical implications of these findings and future research opportunities are also explored.  相似文献

随着社会信息化和电子文件管理进程,我国推行多年的纸质、电子双套制文档管理的不适应性日益显现,相关政策和局部实践开始进行单轨制探索试点,但在认知、政策、行动上还有不少局限。推行单轨制是实现电子文件管理目标、助力信息化效能和降低成本的保障,从纸质管理平台转移到数字平台需要法律、政策和管理三大支点。目前我国亟需制定宏观政策与战略框架,全面部署电子文件管理与长期保存系统,培育理论、技术、方法和专业人才,最重要的是观念转换。  相似文献

During the last 15 years, records managers and archivists have focused on defining requirements for functionality and metadata of electronic records management systems. So far little is known about metadata that are actually created in these systems. This study examines metadata in records of a Finnish government agency. The metadata comply with the national SÄHKE records management metadata specification. The main findings are that a substantial number of metadata elements in SÄHKE remained unused. Generated metadata were largely about event history. Optional metadata elements were used rarely. The metadata show clear patterns, which may suggest systematic recordkeeping processes and possibly minimal human intervention in metadata creation.  相似文献

Abstract

The increasing utilization of computer technology in the public and private sectors, particularly since the mid-1980s, has brought about significant changes in the way organizations do their business. It has led to improvements in productivity, more timely delivery of services, and more efficient business communication; it has also had significant cultural impact. The technology has transformed our working environments, but there has not been an equivalent transformation in records and archival practice.

If the 1980s was the decade in which the tidal wave of electronic change hit us, the 1990s has seen the gradual realization that the new technology alone, without appropriate information and records management strategies, generates substantial risks. While the technology is promoted as the solution to all information management requirements, this message glosses over some critical issues. These issues go to the heart of the preservation of the corporate memory of our society.

In this article the author introduces us to major issues in electronic records management from an archival perspective. He illustrates these points through reference to policy development at the Australian Archives.  相似文献

In many democratic states political rhetoric gives weight to increasing public participation in and understanding of the political process; (re)-establishing public trust in government decision making; increasing transparency, openness, and accountability of public authorities; and, ultimately, improving government decision-making on behalf of citizens. Access to the public record and freedom of information (FOI) are mechanisms which help to facilitate the accountability of public authorities. Many jurisdictions have introduced legislation related to these mechanisms, and the UK government is no exception with its enactment of the Freedom of Information Act (FOIA) in 2000. University College London (UCL) ran a research project over 12 months in 2008–2009, funded by the UK Arts and Humanities Research Council. The research project examined what the impact of the UK FOIA had been on records management services in public authorities, especially local government. This article reports on some of the findings of the study. It considers how FOI compliance and records management functions are organized in local government and the role of information governance which is emerging as an umbrella for such functions. It draws some conclusions about the contributions that records management services make to the ability of local authorities to comply with the FOIA and identifies some ways in which user experience may be affected by the management of records.  相似文献

All public values (transparency, accountability, civic participation, and collaboration) of open government could be difficult to achieve without administrators' good implementation. This paper raises concern that perceived risks to OGD accountability lead to undesired strategic resistance. Using a nation-wide government survey data of Taiwanese public servants, this study empirically tests for differences in OGD behaviors between two types of perceived risks (individual accountability vs. organizational accountability). Results find the existence of perceived risks to accountability in the process of data release and positive effects on inducing strategic workaround when implementing OGD policies. These findings shed light on the understanding of practices of open government and contributes to knowledge of administrative behavior.  相似文献

Smart replies, writing enhancements, and virtual assistants powered by artificial intelligence (AI) language technologies are becoming part of consumer products and everyday experiences. This study explores the opportunities and risks of using language-generating AI systems in politics to increase legislative responsiveness. Legislators receive a large volume of constituent communication and often cannot devote individual consideration and timely response to each. Here, AI language technologies may allow legislators to process constituent communication more efficiently. For example, AI writing tools can suggest reply snippets when a staffer responds to a common concern. However, legislative human-AI collaboration could reduce constituent trust or undermine the representative process. In two experiments, we compared constituents' impressions of human-written legislative correspondence to correspondences partially or fully generated by GPT-3, a state-of-the-art language model. Our results suggest that legislative correspondence generated by AI with human oversight may be received favorably and increase constituent trust compared to generic auto-responses that busy legislators may employ. However, poorly performing AI language technologies may damage confidence in the legislator. Our findings highlight the potential and risks of introducing AI-mediated communication to the representation process. We discuss the importance of disclosure, transparency, and maintaining human-in-the-loop accountability for political deployments of AI language technologies.  相似文献
