Since 1855, the federal Courts of Claims have provided relief for citizens in cases against the United States. President Abraham Lincoln, in his first annual message in 1861, declared his support for such a process: “It is as much the duty of government to render prompt justice against itself, in favor of citizens, as it is to administer the same between private individuals” [Message of the President. The purpose of this article is to examine how aid agencies are strategically leveraging open data to improve the effectiveness of aid. Recognizing the vital role of information in international development, aid agencies have eagerly begun to adopt the tools of Open Government within the context of development (i.e. “Open Development”). Examining this trend, the author finds much scope for open data to support the development community's commitment to improving the effectiveness of aid by adopting a more systematic, coherent, and strategic approach to aid delivery (known as the “aid effectiveness” agenda). An investigation of the current state of the art finds that open data has made significant contributions towards realizing this more integrated vision of aid delivery, but that much of open data's potential remains unexplored. In particular, the use of open data is still largely focused on supporting after-the-fact reporting functions, overlooking its potential to enable integrated strategic planning and improved coordination across the full spectrum of development actors.  相似文献

In 2009, the Obama administration issued the Open Government Initiative that directed Executive agencies to improve transparency, openness in government, and public participation with government. The Obama administration views transparency and openness in government as a cost-effective and efficient process capable of improving public participation with government and public access to government information. To address the initiative in part, many agencies adopt social media as the means to disseminate information out to the public and to increase public participation with agency website content and activities. This exploratory study examines Executive agency use of social media and public participation with the media. Findings indicate that most agencies reviewed do use social media. The public does interact with the media and some agencies experience high overall participation levels; however, there are some issues with agency use of social media and public participation with the media.  相似文献

This paper explores the circumstances under which U.S. presidents have invoked American exceptionalism in major speeches and how this concept has culminated in the Obama presidency. We find that U.S. presidents have increased their invocations of American exceptionalism since the Second World War and that they have relied heavily on this concept in times of national crises. Moreover, we demonstrate the overwhelming propensity of President Obama, relative to his predecessors, to emphasize American exceptionalism. We argue that this is due to the double-crisis nature of his presidency – two major wars and a recession – in addition to the racial bind that he has endured throughout his presidency. We reflect on the implications for other minority politicians and the broader American public.  相似文献

Through various platforms enabled by Web 2.0 technologies, citizens can collectively create public information, provide service, and take part in policy processes. Pushed by the Open Government Directive of the Obama administration, citizen-sourcing may be a new mode of government operations in the U.S. This paper suggests two frameworks to examine the emerging mechanism. The first framework provides three dimensions of citizen-sourcing initiatives: purpose (image-making or ideation), collective intelligence type (professional knowledge or innovative ideas), and strategy (contest, wiki, social networking, or social voting). Second, the paper presents a framework for assessing current citizen-sourcing initiatives. Its categories include design evaluation, process evaluation, and outcome evaluation. The performance of citizen-sourcing primarily depends on the appropriateness of the platform design. The effectiveness of the process needs to be evaluated in terms of the Open Government Directive's three pillar goals of transparency, participation, and collaboration. Evaluating the impact of citizen-sourcing will reveal whether citizen-sourcing is rhetorical or if it actually exerts significant effects on society.  相似文献

The inconsistent spelling of American Indian tribal names at the end of the nineteenth century led in part to the development within the Office of Indian Affairs of an array of 270 standardized identifiers, ranging from Absaroka to Zuñi. These efforts paralleled the simultaneous improvement of a large suite of relevant terms by the United States Board on Geographic Names. Both compilations were included in style manuals published by the Government Printing Office beginning in 1900 and approved for the use of federal agencies. In 1903 and 1904, Charles J. Kappler, in the preparation of his multi-volume Indian Affairs: Laws and Treaties, made particular use of this orthography when he created new individual titles for the recognized treaties between the federal government and the Indian Nations. Even with these coordinated attempts, however, versions of the “Names of Indian tribes and bands” register during the last century suffered both exclusions from, and an addition to, the original document from the Office of Indian Affairs.  相似文献

This paper examines the evolution of citizen coproduction in the age of social media, web 2.0 interactivity, and ubiquitous connectivity. The paper first discusses the re-emergence of citizen coproduction – whereby citizens perform the role of partner rather than customer in the delivery of public services – as a fashionable policy option in the face of persistent budget deficits and the advent of new channels for mass collaboration. Finding a plethora of competing labels, models, and concepts for coproduction in the age of social media, the paper proposes a unified typology to support systematic analysis based on the overarching categories of “Citizen Sourcing,” “Government as a Platform,” and “Do-It-Yourself Government.” To demonstrate its use, the typology is applied to leading U.S. government implementations. The paper concludes with a discussion of the potential implications for public administration, the remaining limitations and rising social concerns, and the possible emergence of a new social contract that empowers the public to play a far more active role in the functioning of their government.  相似文献

The role of librarians in addressing health insurance information needs emerged following a request from President Barack Obama for librarians to assist the public with navigating the Affordable Care Act and the Health Insurance Marketplace. The goal of this article is to highlight a number of concrete ways reference work could be expanded, especially in public library settings, to support health insurance literacy concerns by offering illustrative examples and recommendations for authoritative health insurance information resources. Overall, this article contributes to the existing literature by offering practical recommendations that may be relevant to reference librarians supporting the health insurance information needs of their communities.  相似文献

On November 4, 2008, Barack Obama, an African-American man was elected as the 44th President of the United States. The election of a man of Obama??s racial and ethnic background is an event of monumental social and political significance. Many Americans, both black and white, stated openly that they would never have imagined that such an election result could take place in their lifetimes, or during the lives of their children or even grandchildren. Such is the awareness of the legacy of racial hatred and injustice toward African-Americans in the United States. Ever present, that legacy was apparent in a myriad of expressions of racism throughout Obama??s presidential campaign and still continues since his election. Knowledge of the social and political dynamics that emerged from the demise of African-American slavery is essential to understanding race relations in twenty-first century America. Many of the economic and social ills that have plagued the nation for generations can be traced back to the struggle for and resistance to racial equality and fair treatment. Now accessible in digitized sheet music collections of blackface minstrel music on the internet, a record of nineteenth and early twentieth century perspectives is uniquely captured through the popular music of past generations. Illuminating the political and social attitudes that led to commonly held beliefs and practices regarding African-Americans, this music has the power to help make sense of current racial dynamics and contributes to understanding the connection between meaning and context in how cultural knowledge is developed and represented.  相似文献

The issue of rural communication development has been conventionally examined under labels such as universal service, digital, divide, broadband deployment, and E-Government, which generally fall into two seemingly distinct categories—access and applications. In China, these concepts are currently incorporated into a single program, if not a single term—“Village Informatization Program” (“VIP”). The VIP upgraded the objectives of previous telephone and television “Village Access Projects” (“VAPs”), an upgrade which is intended to provide “comprehensive information services” in rural areas. The execution of the VIP regime has been faced with challenges. The lack of explicitly defined objectives and institutional arrangement has led to regulatory confusion and has compromised the outcome of initiatives taken by central department and regional/local governments which are more often independent in actions. China is therefore faced with the imperative of formulating the VIP regime which is to assimilate to China's unique institutional context. This article first reviews the current status of the VIP regime before moving on to the discussion of establishing an integrative and sustainable VIP regulatory regime in China. Then, the current regulatory regime is characterized based on which reforms are suggested—in which is highlighted a layer-based localization regulatory solution, which delineates provincial/local roles from central roles based on a stratified incentive policies and governance arrangement. Possible applications in other countries are discussed in the conclusion.  相似文献

This article analyzes President Barack Obama’s remarks following the acquittal of George Zimmerman on the charge of murdering Trayvon Martin. Speaking directly to, for, or about African Americans would lead some to accuse him of speaking primarily as a black man, while ignoring the idea of race would lead some to accuse him of failing to acknowledge its omnipresence in American life. To manage these constraints, the president employed what we have termed a doubled persona; that is, he enacted two different speaking personae and envisioned a distinct audience persona for each speaking persona: He spoke both as a black president and as a president who is black.  相似文献

Since 2001, the United Nations (UN) and affiliated organizations have measured e-Government initiatives of more than 178 Member States of the UN, by devising “e-Government Readiness Index” (e-GRI) and “e-Participation Index” (e-PI). The UN has published rankings for its Member States in terms of e-GRI and e-PI, through e-Government Readiness Assessments (Surveys). Member States of the UN and digital government research community as well as academicians and practitioners regularly use the e-GRI and e-PI as a point-of-reference; this fact alone signifies the importance of evaluating the existing UN methodologies assessing e-Governance. Since e-Governance is one of the greatest innovations in the public sector, this research uses conceptual content analysis on the Surveys using the Innovation Management Measurement Framework (IMMF), which is one of the most widely accepted theoretical frameworks for measuring innovation initiatives. The resultant percentage normalized scores (PNS) lead to a set of recommendations for developing better informed, more balanced, and more powerful e-GRI and e-PI for the future.  相似文献

Research on E-Government has largely focused on understanding the “outcomes and outputs of the E-Government project” [Yildiz, M. (2007). E-Government research: Reviewing the literature, limitations, and ways forward. Government Information Quarterly, 24(3), 646–665.]. It is argued that the existing research on E-Government tends to oversimplify the phenomenon. To address the call, the current study focuses on the process of an E-Government initiative by loosely drawing on the ‘technology enactment framework,’ in conjunction with the ‘systems development life cycle’ approach. Using a case study orientation, this study describes in detail how a geographic information systems implementation project is conducted at a local government in the United States. A subject analysis of 5195 publications in library and information science (LIS) research in Pakistan over a period of 62 years revealed that the majority of Pakistani LIS research focused on a few subject areas. Pakistani LIS researchers gave little attention to many subjects and completely ignored others. More than a quarter (26.72%) of the total items focused on “information treatment for information services” while 22% were related to “libraries as physical collections.” Other areas with some attention included “industry, profession and education” (12.32%) and “theoretical and general aspects of libraries and information” (11.40%). Researchers paid little attention to “housing technologies,” “technical services in libraries, archives and museums,” and “management.”  相似文献

Political fact-checking assumes that a rational public will use accurate information to update their opinions, especially on important issues of public policy and political campaigns. Current research on the effectiveness of fact-checking does not provide a clear conclusion. The purpose of this study was to examine the role of political affiliation and type of fact-check criticism (false/half-true) on evaluation of President Obama’s statement that immigration reform would not provide amnesty to undocumented persons living in the U.S. Results confirm differences for political affiliation and type of fact-check.  相似文献

From the beginning of the federal government, Congress has produced a great deal of paperwork for which it has needed printers. Initially, it turned to private printers in New York, Philadelphia, and Washington, who also produced newspapers that promoted the party in power, a system known as the “party press.” These newspapers also provided the first reporters of debate in Congress, and then collected and compiled the recorded speeches into the Annals of Debate, Register of Debates, and Congressional Globe. At the same time, each presidential administration usually had an “official organ” that carried its pronouncements in return for printing contracts. The old patronage system finally ended with the creation of the Government Printing Office and publication of the Congressional Record.  相似文献

Governments aim to mitigate natural hazards' impacts through a disaster early warning system. Drawing on citizen co-production theory and resilient information infrastructures framework, we empirically examined government use of Twitter Tsunami Early Warning Civic Network and citizens' roles in co-providing timely and actionable information. The Indonesian government issued its tsunami early warning Tweet, which was “re-tweeted” without delay by its followers to their own followers to warn tsunami hazards during the 2012 earthquake. Within 15 min it reached over 4 million Twitter users. Based on our case study and social network analysis of Twitter information flows and exchanges within the network, we found that the speed and enormous reach of the government's Twitter tsunami early warnings would be significantly less without citizens' direct participation in re-tweeting, hence influencing greater control of the network. We present evidence for net-savvy citizens' co-production effects on increased government efficiency in providing time-critical public information services.  相似文献

On the night of May 1, 2011, almost 10 years after the 9/11 attacks, President Obama announced on live television that Osama bin Laden was dead. The next day, the Situation Room photograph was released, revealing a behind-the-scenes glimpse of how tense it was at the White House while the mission was underway. Building on previous scholarship about the rhetorical presidency and visual rhetoric, this essay analyzes how the photograph, combined with the context of Obama's speech the night of the raid, contributes to the increasingly visual aspect of the rhetorical presidency and creates an image of Obama as a strong commander in chief.  相似文献
