Social media has opened up unprecedented new possibilities of engaging the public in government work. In response to the Open Government Directive, U.S. federal agencies developed their open government plan and launched numerous social media-based public engagement initiatives. However, we find that many of these initiatives do not deliver the intended outcomes due to various organizational, technological, and financial challenges. We propose an Open Government Maturity Model based on our field studies with U.S. federal healthcare administration agencies. This model is specifically developed to assess and guide open government initiatives which focus on transparent, interactive, participatory, collaborative public engagement that are largely enabled by emerging technologies such as social media. The model consists of five maturity levels: initial conditions (Level 1), data transparency (Level 2), open participation (Level 3), open collaboration (Level 4), and ubiquitous engagement (Level 5). We argue that there is a logical sequence for increasing social media-based public engagement and agencies should focus on achieving one maturity level at a time. The Open Government Maturity Model helps government agencies implement their open government initiatives effectively by building organizational and technological capabilities in an orderly manner. We discuss challenges and best practices for each maturity level and conclude by presenting recommendations.  相似文献

Prior empirical studies of the Open Government Partnership have failed to take into account possible diffusion mechanisms contributing to the expansion in the number of countries joining the partnership since its beginning in 2010. Notwithstanding the increase in the study of open government policies over the past decade across multiple levels of government, the factors influencing the decision to join multilateral initiatives like the Open Government Partnership are still under-researched. Using data from 175 countries and covering a period that goes from the year prior to the establishment of the Open Government Partnership (OGP) until the year when the latest current members have joined the partnership (2010–2018), this article examines the diffusion mechanisms affecting a country's decision to participate in the OGP. Based on binary response logit regression models, this study analyses the effects of key diffusion variables while controlling for the countries' internal determinants of participation. The findings indicate that diffusion of the OGP takes place through regional proximity, common cultural and system of government traits, and membership in international organization. While democratic countries are more likely to join, autocracies also join conditional on other countries in the same group joining. This suggests further research is needed to uncover the way countries with different regime traits design and implement transparency and open government policies under the banner of this multilateral initiative.  相似文献

Government agencies are gradually moving from simpler towards more sophisticated and complex practices of social media use, which are characterized by important innovations at the technological, political and organizational level. This paper intends to provide two contributions to the current discourse about such advanced approaches to social media exploitation. The first is of practical nature and has to do with assessing the potential and the challenges of a centralized cross-platform approach to social media by government agencies in their policy making processes. The second contribution is of theoretical nature and consists in the development of a multi-dimensional framework for an integrated evaluation of such advanced practices of social media exploitation in public policy making from technological, political and organizational perspectives, drawing from theoretical constructs from different domains. The proposed framework is applied for the evaluation of a pilot consultation campaign conducted in Italy using multiple social media and concerning the large scale application of a telemedicine program.  相似文献

This paper discusses the results of analysis of mapping ICT-enabled social innovation initiatives promoting social investment across the European Union. The key goal of the research is to provide a deeper understanding of how EU Member States can make better use of ICT-enabled social innovation to implement the actions suggested in the EU Social Investment Package (SIP). The findings of the analysis shed light on the main characteristics and patterns of the initiatives assessed according to an original conceptual framework, and taking into account the characteristics of different welfare systems and service models. Building on the analysis, the paper draws conclusions in terms of the contribution made by ICT-enabled social innovation to the implementation of social investment policies. It also provides recommendations for future research, and outlines implications and possible directions for policy. The conclusions are set to help policymakers and practitioners to use ICT-enabled social innovation to modernise EU welfare systems, providing better and more efficient social services and increasing the wellbeing of citizens. At the same time, the documented research design, its proposed terminology, theoretical framework and empirical findings contribute to the growing scientific interest and debate about ICT-enabled innovation in the field of social services and social policy redesign within the scope of the emerging discussion on the renewed agenda for Social Innovation being shaped as part of the debate on the future of Europe.  相似文献

IDRC has telecentre evaluation initiatives in Africa, Asia and Latin America. Each of these is in the process of establishing evaluation frameworks and each is adopting very different approaches. The current paper seeks to build on the outputs of IDRC's Far Hills Workshop on Telecentre Evaluation (September 1999) to explore the experiences in two of the three regions. These explorations will in turn contribute to IDRC's current initiative to develop a framework for ICTs evaluation.

The Far Hills Workshop, and the resulting report entitled Telecentre Evaluation: A Global Perspective, had as objectives to explore challenges and opportunities for telecentre evaluation; understand and compare emerging evaluation frameworks and methodologies; assess needs and resources available; identify salient issues affecting telecentre performance; and provide an opportunity to exchange experiences and lessons across regions.  相似文献

Research on E-Government has largely focused on understanding the “outcomes and outputs of the E-Government project” [Yildiz, M. (2007). E-Government research: Reviewing the literature, limitations, and ways forward. Government Information Quarterly, 24(3), 646–665.]. It is argued that the existing research on E-Government tends to oversimplify the phenomenon. To address the call, the current study focuses on the process of an E-Government initiative by loosely drawing on the ‘technology enactment framework,’ in conjunction with the ‘systems development life cycle’ approach. Using a case study orientation, this study describes in detail how a geographic information systems implementation project is conducted at a local government in the United States. Government entities utilize social media to communicate with primary, secondary, and tertiary constituents. The microblog Twitter serves as a rapid and inexpensive means of communication, allowing municipal governments to reach a large and diverse audience with limited time or resource costs. Lacking in the existing research are examinations of whether governments are using social media outlets like Twitter as strategic communication tools or merely as ad-hoc communication outlets. By applying the Barcelona Principles 3.0 as the theoretical framework, this study explores whether U.S. municipalities measure and evaluate their Twitter activity as part of a formal communications process informed by modern public relations standards, an whether differences in municipal resources and demographics predict the integration of social media measurement and evaluation. The results suggest that while formal communication plans are reported to exist, there is not a sufficient presence of goals, policies, procedures, and metrics to consider Twitter a formal, strategic communication tool for participating municipalities. Total population and the administrative role of the social media account manager were also found to impact the perception of defined procedures and specific assessment metrics. Though these results suggest a lack of formal integration of social media measurement and evaluation, more research is needed to explore the factors which may impact this situation.  相似文献

This paper presents a benchmark proposal for the Open Government and its application from the open data perspective using data available on the U.S. government's open data portal (data.gov). The benchmark is developed over the adopted Open Government conceptual model, which describes Open Government through data openness, transparency, participation and collaboration. Resulting in two measures, that is, one known as the e-government openness index (eGovOI) and the other Maturity, the benchmark indicates the progress of government over time, the efficiency of recognizing and implementing new concepts and the willingness of the government to recognize and embrace innovative ideas.  相似文献

The area of electronic government (eGovernment) has received increased prominence and attention over the last few years. In spite of the current developments, many avenues in the area of eGovernment remain unexplored. One such area is the comprehensive assessment of eGovernment projects. We propose that understanding the value of projects drives the assessment process. Assessment of information technology (IT) initiatives is conducted either as an ex-ante (before implementation) or ex-post (after implementation) procedure. In this study, we present an ex-post framework for the assessment of eGovernment projects. Assessment identifies the value of the eGovernment project post-implementation. This paper examines a three-dimensional framework for the assessment of eGovernment initiatives. The three dimensions are eGovernment maturity level, stakeholders, and assessment levels.  相似文献

During the last few years, government institutions and agencies around the world have been adopting Open Government Data (OGD) initiatives to achieve political, social, economic, cultural and institutional benefits. This study aims to investigate the motivational factors for adopting OGD among government institutions in Saudi Arabia. A qualitative research approach was used to guide the research and the data was collected using interviews and documentation. The results of the study are interpreted and explained using elements from institutional theory. It shows that the adoption of OGD is influenced by existing institutional arrangements, and that the institutional changes that are occurring in the country such as the Saudi Vision 2030, the approval of the Freedom of information Act 2016, and anti-corruption campaigns have contributed positively to the transition from culture of secrecy to openness. In addition, the initiative is influenced by internal and external institutional pressures. Furthermore, the organizations studied perceived several benefits, which can be described as rationalized myths of the OGD such as transparency and accountability, better access to government data, support for innovation, improved government services, operational benefits and encouragement of participation. Based on the findings, the study provides some theoretical and practical implications regarding OGD adoption in government sittings.  相似文献

[目的/意义] 政府数据开放共享已纳入国家大数据战略。本文旨在针对国家大数据战略,提出我国政府数据开放共享的政策体系。[方法/过程] 采用循证政策研究方法,构建我国政府数据开放共享的政策体系。[结果/结论] 我国政府数据开放共享的政策体系分为基础设施层、数据管理层和政府治理层三个层次。基础设施层包括数据及其元数据政策、IT技术政策(包括社交媒体政策)、数据中心政策、数据平台标准指南、具备互操作性的系统政策、数据存储仓库规范等;数据管理层有数据创建与汇集政策、数据处理政策、数据归档与保存政策、数据开放和共享政策、数据获取与利用政策;政府治理层由数据安全政策、数据权益政策、公众参与政策、数据能力政策、组织支持政策、资金投入政策等构成。该体系为政府数据开放共享提供了政策框架,为后续政策的深入研究提供了方向。  相似文献

Social media applications are extending the information and communication technology landscape in the public sector and are used to increase government transparency, participation and collaboration in the U.S. federal government. The success, impact and performance of these new forms of bi-directional and networked interactions can provide insights to understand compliance with the mandate of the Open Government Initiative. Many government agencies are experimenting with the use of social media, however very few actively measure the impact of their digital interactions. This article builds on insights from social media directors in the U.S. federal government highlighting their current lack of measurement practices for social media interactions. Based on their articulated needs for measurement, existing rules regulating the extent of measurement practices and technological features of the main social media platforms, a framework is presented that traces online interactions to mission support and the resulting social media tactics. Implications for both researchers and practitioners are discussed.  相似文献

This paper is a conceptual and empirical exploration of the tensions inherent in the drive to increase openness and transparency in government by means of information access and dissemination. The idea that democratic governments should be open, accessible, and transparent to the governed is receiving renewed emphasis through the combination of government reform efforts and the emergence of advanced technology tools for information access. Although these initiatives are young, they already exhibit daunting complexity, with significant management, technology, and policy challenges. A variety of traditional and emerging information policy frameworks offer guidance, while diverse research perspectives highlight both challenges to and opportunities for promoting information-based transparency. Early experience with Data.gov, a central component of the U.S. Open Government Initiative, suggests that two fundamental information policy principles, stewardship and usefulness, can help guide and evaluate efforts to achieve information-based transparency.  相似文献

The Open Government Data (OGD) projects have spread rapidly in recent years, given that they involve a great transformative potential, whose aims to guarantee transparent government and stimulate the participation and citizenry engagement. It seems that there is a lack of studies analysing factors regarding both the access to OG projects and the volume and format of data published into OGD projects. Therefore, this paper seeks to identify main factors affecting both the way of accessing the OG projects and the volume and format of data published into OGD projects in larger Spanish municipalities (with >50,000 inhabitants and a sample of 145 municipalities). Our main findings seem to point out the intention of sample governments to increase their information disclosure as a way for enhancing their reputation or government's image introducing OGDPs initiatives. Also, it revels differences among analysed municipalities regarding the context in which the information is disclosed.  相似文献
