This paper raises and answers some basic questions related to ethical issues in business and personal transactions among serials publishers, vendors, and librarians. It describes a real case study of Kamkin, a serials vendor experiencing financial difficulties, as a springboard to review how to make ethical decisions. The author hopes it will provoke the reader to reflect upon the ethical components of individual actions and how to approach business relationships ethically. The principles noted here are equally applicable to those dealing with monographic or electronic-resources business transactions.

Moral dilemmas are a seemingly intractable part of librarianship. Although professional codes of ethics offer some guidance as to the nature of librarians’ professional obligations, they are generally silent when it comes to moral decision making at the point of service. This article will argue that librarians must augment their normative professional codes with a rational decision procedure when faced with a moral dilemma involving a library service. In particular, the ethical approach of principlism—the dominant ethical approach in medical ethics—is well-suited to librarianship. Pursuant to the principlist approach, this article will qualify the nature of moral dilemmas, establish the limits of professional codes of ethics, identify a candidate set of core principles of library service, and outline the core principlist concepts of specifying obligations and balancing principles.

While the study of the ethical use of new technologies in journalistic work is imperative given the widespread use of such technology, such studies are few and far between, particularly for the developing world. This paper provides results of an exploratory, qualitative study of Indian journalists’ views about the ethical use of new computer and Internet-based technologies for news gathering and reporting in India. New digital technology was widely accessible to the respondents, but not all journalists were given the tools by their employers. Opinions about ethical news practices using new technology were mixed and revealed a few grey areas. English language national newspapers tended to indicate that their standards were strict and that ethical violations, exacerbated by new technology, occurred mostly in vernacular newspapers. On the whole, respondents had not heard often of other organizations or individuals committing unethical practices such as plagiarism and lack of attribution using new technology. Still, some beliefs indicated uncertainty about ethical practice or breach of ethical principles. The findings of this study have implications for journalism education and on-the-job training of Indian journalists, as well as for formulating ethical codes of journalism, particularly with regard to new media. Indian codes focus more on the roles journalists should play in society and do not provide very specific tactical guidance for everyday news gathering. Coupled with lack of training, this creates a situation where perceptions about journalistic ethics are sometimes vague and variant.

Traditionally, librarians were the steward and guardian of information. Today, the role is changing and librarians must also be the steward and guardian of the ethical use of information technology. This article looks at the ethical challenges of information technology, considers principles to guide students, and discusses the ways that librarians might respond.

SUMMARY Public librarians derive the philosophical and ethical principles that guide our practice from transcendent ideals which are also embodied in the Universal Declaration of Human Rights. This article reviews the foundation of the U.S. public library and key documents that have characterized its development. Recent violations of human rights in U.S. libraries include closure; exclusion of the homeless; refusal to purchase Spanish-language materials; ordinances against gay pride display; and filtering. The importance of the public librarian's commitment to human rights as the ethical basis for library service is defined and discussed.
