“开放合同数据”是开放政府数据的重点领域,更是国际反腐败开放数据的突破口,英国在这一领域走在了世界前列,其成功做法和经验对于我国政府制定开放数据政策和参与国际合作具有参考和借鉴价值。文章采用文献分析和网络调查方法,从反腐败和建设公平的竞争环境的视角,介绍英国政府开放合同数据的相关政策、标准和数据服务情况。同国际先进水平相比,在大数据时代,我国政府采购与合同从信息公开向数据开放的转变还很缓慢,应在政策支持、参与国际合作、标准化建设和质量保障上加大力度。  相似文献

Social media has opened up unprecedented new possibilities of engaging the public in government work. In response to the Open Government Directive, U.S. federal agencies developed their open government plan and launched numerous social media-based public engagement initiatives. However, we find that many of these initiatives do not deliver the intended outcomes due to various organizational, technological, and financial challenges. We propose an Open Government Maturity Model based on our field studies with U.S. federal healthcare administration agencies. This model is specifically developed to assess and guide open government initiatives which focus on transparent, interactive, participatory, collaborative public engagement that are largely enabled by emerging technologies such as social media. The model consists of five maturity levels: initial conditions (Level 1), data transparency (Level 2), open participation (Level 3), open collaboration (Level 4), and ubiquitous engagement (Level 5). We argue that there is a logical sequence for increasing social media-based public engagement and agencies should focus on achieving one maturity level at a time. The Open Government Maturity Model helps government agencies implement their open government initiatives effectively by building organizational and technological capabilities in an orderly manner. We discuss challenges and best practices for each maturity level and conclude by presenting recommendations.  相似文献

[目的/意义]对开放政府数据进行规范描述有利于将政府数据资源相关联,提高政府数据资源的公众发现和重用,从而推动我国政府数据统一开放门户建设,促进尚处于起步阶段的我国政府数据开放共享的实现。[方法/过程]采用文献调查法,对开放政府数据水平较高的英国、美国、加拿大、澳大利亚、新西兰、欧盟的政府数据开放门户及其相关公共部门的元数据描述规范进行调研。[结果/结论]由国外情形,建议我国开放政府数据描述规范采用国际通用标准拟定本国元数据标准草案、适应网络特点编写控制词表、统一元数据格式,并提出我国开放政府数据元数据元素集草案,以期更好地实现政府数据开放共享。  相似文献

The purpose of this article is to examine how aid agencies are strategically leveraging open data to improve the effectiveness of aid. Recognizing the vital role of information in international development, aid agencies have eagerly begun to adopt the tools of Open Government within the context of development (i.e. “Open Development”). Examining this trend, the author finds much scope for open data to support the development community's commitment to improving the effectiveness of aid by adopting a more systematic, coherent, and strategic approach to aid delivery (known as the “aid effectiveness” agenda). An investigation of the current state of the art finds that open data has made significant contributions towards realizing this more integrated vision of aid delivery, but that much of open data's potential remains unexplored. In particular, the use of open data is still largely focused on supporting after-the-fact reporting functions, overlooking its potential to enable integrated strategic planning and improved coordination across the full spectrum of development actors.  相似文献

Prior empirical studies of the Open Government Partnership have failed to take into account possible diffusion mechanisms contributing to the expansion in the number of countries joining the partnership since its beginning in 2010. Notwithstanding the increase in the study of open government policies over the past decade across multiple levels of government, the factors influencing the decision to join multilateral initiatives like the Open Government Partnership are still under-researched. Using data from 175 countries and covering a period that goes from the year prior to the establishment of the Open Government Partnership (OGP) until the year when the latest current members have joined the partnership (2010–2018), this article examines the diffusion mechanisms affecting a country's decision to participate in the OGP. Based on binary response logit regression models, this study analyses the effects of key diffusion variables while controlling for the countries' internal determinants of participation. The findings indicate that diffusion of the OGP takes place through regional proximity, common cultural and system of government traits, and membership in international organization. While democratic countries are more likely to join, autocracies also join conditional on other countries in the same group joining. This suggests further research is needed to uncover the way countries with different regime traits design and implement transparency and open government policies under the banner of this multilateral initiative.  相似文献

《中华人民共和国政府信息公开条例》的颁布为公共图书馆事业带来了难得的发展机遇。目前,公共图书馆开展政府信息公开服务初具规模,存在黑龙江模式、苏州模式和嘉兴模式3种值得推介的发展模式。公共图书馆参与政府信息公开具有绝对的优势,而法律上的支持又为其扫清了前进道路上的诸多障碍。在机遇面前,公共图书馆应正视所面临的挑战,充分发挥公共服务职能,为社会提供优质的政府信息公开服务。  相似文献

[目的/意义] 针对当前国内在政府数据开放过程中的资源描述问题,提出四层结构的资源描述方法,满足政府开放数据资源描述要求,加快政府开放数据进程。[方法/过程] 在分析政府数据开放特点下的描述要求的基础上,引入DC、VoID、DCAT等元数据标准对数据资源进行目录描述、数据集描述、关联描述和访问描述。[结果/结论] 该描述方法可以为开放后的数据共享、查找、管理等提供有效的支持,帮助实现真正意义上的政府数据开放。  相似文献

This article presents a case study of the open data project in the Chicago area. The main purpose of the research is to explore empowering potential of an open data phenomenon at the local level as a platform useful for promotion of civic engagement projects and provide a framework for future research and hypothesis testing. Today the main challenge in realization of any e-government projects is a traditional top–down administrative mechanism of their realization itself practically without any input from members of the civil society. In this respect, the author of the article argues that the open data concept realized at the local level may provide a real platform for promotion of proactive civic engagement. By harnessing collective wisdom of the local communities, their knowledge and visions of the local challenges, governments could react and meet citizens' needs in a more productive and cost-efficient manner. Open data-driven projects that focused on visualization of environmental issues, mapping of utility management, evaluating of political lobbying, social benefits, closing digital divide, etc. are only some examples of such perspectives. These projects are perhaps harbingers of a new political reality where interactions among citizens at the local level will play a more important role than communication between civil society and government due to the empowering potential of the open data concept.  相似文献

On his first full day in office, President Obama issued a Memorandum on Transparency and Open Government calling on his administration to develop recommendations that would “establish a system of transparency, public participation, and collaboration.” Together, the recommendations would be used to create an “Open Government Directive” instructing agencies to transform themselves to become more transparent, collaborative, and participatory. The President also issued a Memorandum on the Freedom of Information Act (FOIA). These statements did not spring ex nihilo from President Obama and his aides (or even from the army of organizations and individuals who advised them or submitted recommendations during the transition). They have a basis in extant law and regulation, and it this basis at which this article looks.  相似文献

In 2009, the Obama administration issued the Open Government Initiative that directed Executive agencies to improve transparency, openness in government, and public participation with government. The Obama administration views transparency and openness in government as a cost-effective and efficient process capable of improving public participation with government and public access to government information. To address the initiative in part, many agencies adopt social media as the means to disseminate information out to the public and to increase public participation with agency website content and activities. This exploratory study examines Executive agency use of social media and public participation with the media. Findings indicate that most agencies reviewed do use social media. The public does interact with the media and some agencies experience high overall participation levels; however, there are some issues with agency use of social media and public participation with the media.  相似文献

[目的/意义]分析美英政府开放健康医疗数据的主题分布情况与开放程度,为健康医疗行业数据开放提供参考。[方法/过程]围绕美国和英国政府数据开放门户上发布的健康医疗数据的来源机构、主题分布、开放数据认证、开放等级分布等情况进行量化研究。[结果/结论]截至2015年4月,美国data.gov共发布812个健康医疗类数据集,约50%为来自医疗保险与医疗补助服务中心的医疗保险与费用数据;87%的开放数据认证等级为初级;英国data.gov.uk共发布1 755个健康医疗类数据集,37%为卫生管理与质量监测数据,35%为人口统计数据,近70%的数据有访问限制。开放政府数据在实践层面尚处于起步阶段,美英政府分级分类开放了部分健康医疗数据,开放数据的主题分布较为集中、开放程度有限,其分级分类的做法有一定的借鉴意义。  相似文献

[目的/意义] 在数据驱动范式情境下,揭示政府门户网站开放数据状态及其主体行为状态之间的内部关联,推动政府数据开放效果和进程。[方法/过程] 采用爬虫方法抓取上海市政府数据门户网站中各开放数据集,在对各数据集指标进行相关分析的基础上,采用Stepwise探索其回归关系,筛选得出关联度较高的变量;进一步对关系显著的变量进行PLS回归检验,得出政府开放数据状态与其主体行为状态的内部关联。[结果/结论] 在政府数据开放进程中,政府部门的主体行为比数据自身的客体特征对公众主体行为的影响更大。在影响公众评分的因素中,政府开放保密级别的影响因子最大,且具有显著负向影响作用;政府更新频率、政府首次开放时间、数据格式可机读性对公众评分具有显著正向影响作用。  相似文献

During the last few years, government institutions and agencies around the world have been adopting Open Government Data (OGD) initiatives to achieve political, social, economic, cultural and institutional benefits. This study aims to investigate the motivational factors for adopting OGD among government institutions in Saudi Arabia. A qualitative research approach was used to guide the research and the data was collected using interviews and documentation. The results of the study are interpreted and explained using elements from institutional theory. It shows that the adoption of OGD is influenced by existing institutional arrangements, and that the institutional changes that are occurring in the country such as the Saudi Vision 2030, the approval of the Freedom of information Act 2016, and anti-corruption campaigns have contributed positively to the transition from culture of secrecy to openness. In addition, the initiative is influenced by internal and external institutional pressures. Furthermore, the organizations studied perceived several benefits, which can be described as rationalized myths of the OGD such as transparency and accountability, better access to government data, support for innovation, improved government services, operational benefits and encouragement of participation. Based on the findings, the study provides some theoretical and practical implications regarding OGD adoption in government sittings.  相似文献

[目的/意义]分析美国政府数据开放战略的实施效果,并根据美国经济分析局等政府机构的数据开放实践以及《开放政府数据法案》对未来美国政府数据开放战略的要求,研判美国政府数据开放战略的新趋势,从而提出其对于我国政府数据开放战略实施的启示。[方法/过程]利用文献调研法和比较分析法进行研究,一是对比分析美国数据开放战略实施现状与未来该战略要求;二是对比分析我国目前数据开放战略现状与美国政府数据开放新趋势的差距。[结果/结论]美国政府数据开放战略将从数据类型、数据形式、审核机制、数据来源、储存机制、责任机构、评估机制等方面进行变革,从而促使政府数据产生更大的社会经济效益。我国目前在上述层面的发展应该充分借鉴美国的经验,加快发展具有我国特色的政府数据开放战略新机制。  相似文献
