Records are more and more important as instruments of trust, for instance to ascertain accountability. However, they are also objects to be trusted upon themselves. Rather rigorous requirements are established to guarantee the trustworthiness of records; requirements are more elaborated in the digital environment than those that have previously been attributed to analogue records. The purpose of this study is to discuss the conceptualization of trust and trustworthiness in relation to records, and to analyze the relation between the increasing reliance on formal documentation in contemporary organizations and the requirements on records and recordkeeping systems that has been advanced recent years. It can be argued that the effort to enhance trustworthiness actually is a manifestation of diminishing trust.  相似文献

In recent years, much of the focus in archival literature and endeavour has been directed towards the management of digital records. The need to work closely with information and communication technology (ICT) professionals is essential if digital preservation aspirations are to be realised. However, consideration has not been given to the challenges inherent in being respected or trusted by this occupational group. As a preliminary step to identifying possible cultural differences, a survey was developed to investigate the perceptions of ICT professionals as regards digital archives and the role of recordkeepers. Findings from this survey show differences in the perception of trustworthiness in terms of abilities to manage paper versus digital records. In addition, responses also highlight risks inherent in developing digital archives which do not take access requirements sufficiently into account. We suggest that attention must be paid to this dimension of custody if digital archives initiatives are to succeed.  相似文献

保护电子文件的可信性是目前电子文件管理领域的研究热点。近几年,新兴的区块链技术逐渐被引入档案领域,其所具备的不可篡改、透明可追溯、保密性等特点能有效适用于电子文件可信保护。本文在电子文件长期保存的背景下,深入探讨电子文件可信保护,从对区块链与电子文件的共性及电子文件可信保护要素分析切入,借鉴OAIS模型,提出“信息区块”概念及基于区块链技术的电子文件可信保护框架,以期为维护电子文件真实性、可靠性、完整性和可读性,建立电子文件信任的实施提供参考。  相似文献

This paper examines the role of trust in the information continuum. It argues that in the context of Canadian federal government records, an analogous ??trust continuum?? is a useful model for analysing the relationships that exist between creator, archives and user in the information-abundant environment. The paper borrows from sociological theory to posit that creator, archives and user are bound together in a complex expert system that facilitates trust and mitigates risk in a broad societal context and contends that these interactions are shaped at the macro level by a dominant public discourse of accountability. These points are illustrated through three recent examples at Library and Archives Canada. First, the relationship between Canadian society and the archives is explored by interrogating the concept of relevance and assessing the feasibility of managing a pan-Canadian collection via a national network of knowledge institutions. Then, the role of trust between the archives and the creator in the management of government digital information resources is examined in light of the recently issued Directive on Recordkeeping, and in the context of LAC??s Trusted Digital Repository. Finally, Commissions of Inquiry??and the Indian Specific Claims Commission in particular??demonstrate both the power of archival records in repairing trust between a society and its government and the iterative nature of the relationship between the user and the archives.  相似文献

According to ISO 15489, the international standard on records management, the four main characteristics of authoritative records are reliability, integrity, usability and authenticity. In this article, the traits of an ideal record as specified by ISO 15489 are discussed by looking at the opposite of an authentic record – a forgery. By examining the varieties of forgeries found in archives, ranging from forgeries of details to forgeries of entire documents both by record creators and users, the argument is put forth that the difference between an authentic and reliable record and a forgery is not at all obvious. Since forgeries are a regrettable evil of an archive, instead of trying to fix authenticity, more thought should be spared on users’ and archivists’ attitudes towards forgeries and how inauthentic records should be handled in an archive.  相似文献

Trust is an overused concept in our contemporary world. This paper explores the complex relationship of trust, efficiency, accountability, transparency and responsibility and their relationship to recordkeeping in our globalizing culture. It focuses on the profound changes that have taken place in the meaning and practice of audit within neo-liberal societies and how the ??rituals of verification?? and the ??managerialism?? may pervert the resulting record. It challenges the unthinking use of much of the rhetoric surrounding these concepts by archivists to justify their existence. It reflects on why the archival voice often remains silent or at best goes unheard in much of the discussion about these questions that have profound consequences for democratic societies. It is easy to lay the blame at the door of a perceived breakdown of trust rather than to consider whether the root of the problem lies with archivists and records managers themselves. This paper draws on my experience in directing the Information Management and Preservation MSC programme at the University of Glasgow and wide and serendipitous reading, which has sometimes been brought to my notice by students.  相似文献

ABSTRACT

Not a day appears to go by without breaking news of some Artificial Intelligence (AI) advance that seemingly has the potential to transform our lives. As recordkeeping professionals, we can very well ask, ‘What about us?’ Where is the AI or automation to help us with our classification, appraisal and disposal work? If we are to meet the challenges of managing records in the digital age, such technology – together with appropriate skills and knowledge – will be necessary. How can AI automate our digital recordkeeping and archive work? In this article, the authors provide a snapshot of the practice of AI in Australian recordkeeping. What is the reality versus the hype of such technology, and what is actually being done now? In answering these questions, they first provide a brief introduction into AI techniques and their characteristics in relation to recordkeeping work. They then introduce four case studies from Australian archival and government institutions that have embarked on AI initiatives. In each case, they provide an overview of the project in terms of requirements, activities to date, outcomes and futures. The article concludes with a discussion of the lessons learnt, issues and implications of AI in the archive.  相似文献

The International Records Management Trust has demonstrated that there is currently little capacity or infrastructure in the developing world for managing government records as authentic evidence of policies, transactions, activities and entitlements. Records management itself will not halt corruption and bring about accountability, but it is an essential contributor to public sector integrity. The Records Management Capacity Assessment System (RMCAS) provides a means of assessing records management policies, procedures and resources against established international standards. It uses a diagnostic model, based on the records life cycle, to identify strengths, weaknesses and risk areas, and links with a database of training and capacity-building materials that can be used to plan improvements. Designed initially to measure records and information systems in the financial management, human resource management and legal and judicial areas, it can also be applied generically. The RMCAS software application will shortly be available, free of charge, through the Internet or in CD-ROM format. RMCAS can be applied flexibly to take account of variations in size of institutions and the administrative contexts in which they operate, as well as developmental and national aspirations. It can be applied to both paper and digital records and assesses the relationship between paper and electronic systems. In the field of archives, professional identity is constructed around the twin notions of archivists as trusted custodians and archival institutions as trusted repositories. This essay examines the historical links between professional identity and trust and the ways in which those links are being attenuated and reconfigured in the digital world. It argues that new information and communication technologies and shifting currents of thinking inside and outside the field of archives are challenging and transforming the archival understanding of the relationship between trust and professional identity.  相似文献

Using validated and reliable psychometric instruments, 87 non-manager library employees were surveyed to determine the nature of the relationships between non-manager perceptions of authenticity and trust in two levels of leadership with self-rated engagement. The results provide insights about how non-managers perceive authenticity and trust in both direct managers and senior supervisors, and how those perceptions are related to self-ascribed employee engagement. While perceptions of trust and authenticity accounted for some of the variance found, undetermined variables may explain more of the variance in employee engagement. Recommendations for developing authentic leaders and engaging employees in a library setting are offered.  相似文献

Traditional premises in archival theory and practice hold that archival records are authentic as to procedure and impartial as to creation because they are created as a means for, and as a by-product of, action, and not for the sake of posterity. Such Positivist assumptions about the nature of records have come under sustained scrutiny in the archival literature over the past decade. The post-Positivist view of records embraces the record as a socially constructed and maintained entity. This paper situates itself within this new paradigm in an exploration of the beginning of the life of the record. It is therefore concerned with the creator (or recorder) and the social construction of the record. In expanding beyond a purely administrative- and juridical-based theory of records, this paper draws upon research from other disciplines, such as sociology, in order to place records and record keeping within a framework that allows for an understanding of their social nature. In particular, the goal is to determine the underlying social factors that directly influence and shape the creation and keeping of records and to begin to understand how these factors manifest themselves in the construction of the record.  相似文献

This paper presents the findings of a research study which investigated the digital preservation practices among two faculty user groups, archeologists and art historians. This faculty's knowledge of digital preservation practices and their perceptions and emotions concerning the digital images they had created and, or collected to support their professional activities were examined.
