A key premise of open government data (OGD) policies is enhanced engagement between government and the public. However, it is not well understood who the users of OGD are, how to tailor OGD content, and which communities to target for outreach. We examined users' engagement with Health Data NY, New York's health oriented OGD portal, to understand user characteristics associated with increased site engagement. We used Google Analytics data to classify four site engagement metrics into high versus low engagement and used logistic regression to test associations between higher site engagement and gender, age group, device type, and consumer interest. We found that being in a younger age bracket, male, a desktop user, and a Technophile are associated with higher engagement. The findings contribute to further understanding OGD initiatives and consumer health information behavior. More broadly, we demonstrate how OGD managers can leverage their web analytics data to understand which users are most engaged, thereby enabling them to better target their content.  相似文献

The article analyses the role of Open Government Data policy as part of the broader public policy agenda of the UK government. A thematic analysis of interview, observational and policy documentation is presented which suggests that since 2010 the Open Government Data agenda has been used strategically by the UK's centre-right coalition government to progress a range of controversial policies, which are aimed at the continuation of the neoliberal form of state through its current crisis. Specifically, the relationship between Open Government Data policy and the neoliberal objectives of the marketisation of public services and privatisation of public assets, the leveraging of financial markets and the pharmaceutical industry, and the embedding of OGD into a broader agenda aimed at rebuilding trust in political elites are analysed. These findings are examined in relation to Braman's (2006, 2011) arguments regarding the strategic implementation of information policy by Governments in the exercising of state power, and the development of the ‘informational state’.  相似文献

[目的/意义] 在数据驱动范式情境下,揭示政府门户网站开放数据状态及其主体行为状态之间的内部关联,推动政府数据开放效果和进程。[方法/过程] 采用爬虫方法抓取上海市政府数据门户网站中各开放数据集,在对各数据集指标进行相关分析的基础上,采用Stepwise探索其回归关系,筛选得出关联度较高的变量;进一步对关系显著的变量进行PLS回归检验,得出政府开放数据状态与其主体行为状态的内部关联。[结果/结论] 在政府数据开放进程中,政府部门的主体行为比数据自身的客体特征对公众主体行为的影响更大。在影响公众评分的因素中,政府开放保密级别的影响因子最大,且具有显著负向影响作用;政府更新频率、政府首次开放时间、数据格式可机读性对公众评分具有显著正向影响作用。  相似文献

The claim of the open government data (OGD) movement is that it would add considerable value to the political, economic and social development of nations. Thus, during the past few years, governments around the world have been under increasing pressure to release data to encourage citizen participation in government. In the UK, the government publishes its data on the data.gov.uk website for the public to find, view, download and interrogate.1 In this paper, we evaluate the extent of openness of OGD in the UK – a recognised global leader in the OGD movement – by examining a sample of 400 datasets listed on this website. The examination uses an ‘ordinary citizen’ test, which is developed based on the original eight Sebastopol principles of open data. Our examination discovers that existing prevalent measures of openness of data are inadequate. Our findings demonstrate that the majority of the published government resources on the website are informational rather than granular data. In fact, only a small minority of these advertised as open data are actually open, which severely limits their open government utilities.  相似文献

All public values (transparency, accountability, civic participation, and collaboration) of open government could be difficult to achieve without administrators' good implementation. This paper raises concern that perceived risks to OGD accountability lead to undesired strategic resistance. Using a nation-wide government survey data of Taiwanese public servants, this study empirically tests for differences in OGD behaviors between two types of perceived risks (individual accountability vs. organizational accountability). Results find the existence of perceived risks to accountability in the process of data release and positive effects on inducing strategic workaround when implementing OGD policies. These findings shed light on the understanding of practices of open government and contributes to knowledge of administrative behavior.  相似文献

This paper describes the scope, historical development, and accomplishments of the Iowa Policy and Planning Data Project (IPPDP). Inspired both by a mandate for state agencies to share their data resources for greater efficiency and by the research needs of economic development planners, the IPPDP is a cooperative effort of several Iowa government departments and units of Iowa State University. Its original long-term goal, the creation of a data dictionary, was soon set aside; however, substantial progress has been made toward its short-term goal, the development of a prototype online catalog of data files held in state agencies and offices, despite such obstacles as the limited development of cataloging standards and the reluctance of many agencies to commit the time necessary to document their holdings. More recent Project initiatives include a series of workshops to help policy analysts and planners locate relevant information on the Internet and the development of an online information server to make state-collected data readily available to community planners. The IPPDP represents a “virtual library” approach to making government data resources—many of them unpublished—more widely available.  相似文献

Open government data has led to public policy innovation in pursuit of various expected benefits. One of the intended goals of open data innovation to improve transparency and accountability. However, our current understanding of open data innovation and its ability to generate transparency and accountability is limited, particularly with regard to empirical evidence. In this paper, we describe how a state agency redesigned its organizational processes around visualization tools and how such efforts helped bridge the transparency-accountability gap by enhancing the understandability and usability of open government data. We conclude that open data innovation does not stop with the adoption of an open data policy, but rather involves an ongoing cycle of improvements through which the organization responds to its various stakeholders' use of open data, thereby increasing usefulness of those datasets and, subsequently, improving overall accountability.  相似文献

[目的/意义]政策是开放政府数据生态系统中至关重要的要素。对开放政府数据政策的研究成果进行述评,为我国开放政府数据政策制定提供政策方案,同时为深入开展政策研究提供参考和指南。[方法/过程]采用文献调研法,对开放政府数据政策相关的研究进行系统梳理和归纳,在此基础上对现有研究进行全面评价并提出未来研究方向。[结果/结论]研究表明,目前我国开放政府数据政策的研究主要集中在开放数据政策环境研究、开放数据政策制定和执行三个方面。现有研究的局限具体表现在:注重国外经验性研究,对我国政策的研究较少;研究较为零碎和抽象,缺乏系统性和具体性。未来应就开放数据政策内容体系特别是数据资产管理政策、政策执行的协调机制、参与机制和监督机制,以及现有政策的适应性等进行深入研究。  相似文献

Governments for most of recorded history have surrounded their information and decision-making with a culture of secrecy. By the latter half of the 20th century western liberal democracies, driven by right-to-know movements, slowly moved away from secrecy towards more openness of government through public access to its information. Australia, with a series of reforms beginning in the late 1970s, declared in 2010 that government information was a national resource, and public access was the default position. This paper, by providing a history of the Australian Commonwealth legislative and regulatory reforms, their impetus and interpretations, explores the ebb and flow of openness and the intended and sometimes unintended, consequences for traditional government secrecy. Using the complete freedom of information datasets made available by these reforms, the paper presents an insight into government attitudes to openness by providing access to its information. These datasets also enable research into government and bureaucratic actions to pushback against these reforms for pragmatic or ideological reasons. The paper concludes that although there continues to be worrying vestiges of secrecy, on balance, Australia has achieved much in countering a culture of secrecy and the delivering more openness of government.  相似文献

While most data originate within a local context, our knowledge about the realization of open government data (OGD) at local levels is limited due to the lack of systematic analysis of local OGD portals. Thus, we focus on a core question about analysing and guiding the development of local OGD portals. An evaluation framework is developed based on the comparison of related studies and principles. To fill the gap in existing frameworks which lack clarity in the prioritization process, Analytic Hierarchy Process together with an expert survey is used to derive priorities of elements of the framework. To test the capability of the framework in analysing and guiding the development of local OGD portals, a case study of Chinese province-level OGD portals has been carried out. Results show that data accessibility and quality matter more than data quantity for a local OGD portal. Currently, Chinese province-level OGD portals are in their infancy of development, with a great gap between Taiwan and Hong Kong with other portals. Data relating to local statistics, credit records, and budget and spending are well released on portals in China. Population size and the size and wealth of the local government show no significant relation with the number of datasets. By combining priorities of the framework with evaluation results, it could help local governments to recognise their present shortcomings and give them recommendations for recognizing directions for OGD portal's future development.  相似文献

This article compares American, British, and Chinese news coverage of Internet privacy policies. Specifically, we examine media discourse about the “real-name” policies established by Facebook and Weibo. We find that U.S. and UK news coverage of Internet privacy policy is broadly similar, when compared with the more authoritarian–corporatist media system in China. British and U.S. newspapers were much more independent from state control, and were able to maintain a more critical stance than the Chinese newspapers. But there were additional factors that shaped the patterns in news discourse in complicated ways, which are related to (a) the difference between domestic and international news genres, (b) specific narratives about national identity, and (c) more general discourses about civil society, democracy, and the public good. We suggest that the range of comparative media research can be extended by paying attention to how these cultural factors interact with media system dynamics.  相似文献

In recent years, more and more government administrations around the world are participating in open data policy implementation. Government officials who are charged with implementing this new policy usually need to look for related information for deciding what datasets to open to the public. Accordingly, a research gap exists in understanding government officials' information behaviors in implementing open data policy. By using a qualitative approach to conduct semi-structured interviews with government officials who have extensive experience in implementing open data policy, this study explores government officials' information behaviors in searching and selecting datasets for open data publication. Specifically, this research investigates government officials' information needs, the employed information sources, and the intervening variables that influence their information behaviors. While open data is an ongoing policy implementation, government officials' information behaviors form an iterative cycle where information needs continually occur, information seeking activities are conducted by using a variety of information sources, and the obtained information is used to satisfy information needs. The findings and discussions of this study are expected to provide insights of government officials' data search and selection to practitioners and to enrich the current literature of open government data.  相似文献

During the last few years, government institutions and agencies around the world have been adopting Open Government Data (OGD) initiatives to achieve political, social, economic, cultural and institutional benefits. This study aims to investigate the motivational factors for adopting OGD among government institutions in Saudi Arabia. A qualitative research approach was used to guide the research and the data was collected using interviews and documentation. The results of the study are interpreted and explained using elements from institutional theory. It shows that the adoption of OGD is influenced by existing institutional arrangements, and that the institutional changes that are occurring in the country such as the Saudi Vision 2030, the approval of the Freedom of information Act 2016, and anti-corruption campaigns have contributed positively to the transition from culture of secrecy to openness. In addition, the initiative is influenced by internal and external institutional pressures. Furthermore, the organizations studied perceived several benefits, which can be described as rationalized myths of the OGD such as transparency and accountability, better access to government data, support for innovation, improved government services, operational benefits and encouragement of participation. Based on the findings, the study provides some theoretical and practical implications regarding OGD adoption in government sittings.  相似文献

Open Government Data (OGD) ecosystems are composed of public, private and non-profit actors playing specific roles related to the availability and use of publicly accessible government information. The literature considers the presence of healthy ecosystems as crucial for effective use of OGD, with positive effects on democracy, policy effectiveness, and economic development. This paper employs the Exponential Random Graph model (ERGM) technique to empirically explore relations among the actors of an OGD ecosystem for public participation in the context of the European Policy in Italy. The models estimate the likelihood of an ecosystem connection between actors as documented online via Twitter, by considering the type of actor - namely government organizations, user communities, NGOs and the media - and their locations. The analysis showed that governmental organizations as data providers and intermediaries play a crucial role in disseminating OGD and facilitating their use by local communities. Government organizations as policy makers were much less active. In addition, NGOs and the media were less disposed than government actors to serve as data intermediaries and less likely than local communities to engage in policy deliberation. These patterns suggest that the nature and level of engagement by various actors may be influenced by their interest in the specific purpose of the ecosystem. Finally, co-location is a powerful predictor of the creation of new connections among actors of all kinds, demonstrating that effective local data use can be enabled and encouraged by national data provision.  相似文献

In the last decade, governments around the world have created open government data (OGD) repositories to make government data more accessible and usable by the public, mostly motivated by values such as improved government transparency, citizen collaboration and participation, and spurring innovation. The basic assumption is that once data are more discoverable, accessible, available in alternative formats, and with licensing schemes that allow free re-use, diverse stakeholders will develop innovative data applications. Despite OGD's potential transformative value, there is limited evidence for such transformation, particularly due to scarce data use, which is partly attributable to the lack of technical skills and user training. To advance the dialogue around methods to increase awareness of OGD, improve users' skills to work with OGD, and encourage data use, the paper compares and contrasts how three training interventions in Spain, Italy, and the United States have sought to increase awareness of OGD, improve users' skills and potentially engage them in their use of OGD. We report three main findings. First, introduction and analysis skills are taught in combination to encourage use of open data. Being aware of OGD and its benefits is insufficient to promote use. Second, OGD training seems to be more effective when complemented with knowledge about context and interactions with government. Finally, embedding the training interventions in the specific contexts and considering the unique characteristics, interests, and expectations of different types of users is critical to success.  相似文献

Open data are freely available and can be used by every stakeholder for its own purposes. However, the practice demonstrates that it is important to ensure that the source from which they are available is usable and facilitates the re-use of data to the widest possible range of stakeholders. This task is carried out by open government data (OGD) portals. Therefore, this study proposes a multi-perspective approach where an OGD portal is analyzed from (1) citizens' perspective, (2) users' perspective, (3) experts' perspective, and (4) state of the art. By considering these perspectives, we can define how to improve the portal in question by focusing on its demand side. In view of the complexity of the analysis, we look for ways to simplify it by reusing data and knowledge on the subject, thereby proposing a knowledge-driven analysis that supports the idea under OGD – their reuse. Latvian open data portal is used as an example demonstrating how this analysis should be carried out, validating the proposed approach at the same time. We are aiming to find (1) the level of the citizens' awareness of the portal existence and its quality by means of the simple survey, (2) the key challenges that may negatively affect users' experience identified in the course of the usability analysis carried out by both users and experts, (3) combine these results with those already known from the external sources. These data serve as an input, while the output is the assessment of the current situation allowing defining corrective actions. Since the debates on the Latvian OGD portal serving as the use-case appear more frequently, this study also brings significant benefit at national level.  相似文献

Democratic governments maintain their legitimacy by answering demands to solve societal problems, thus continuously adopting and implementing new policies, programs, and administrative rules. One possible consequence of this democratic responsiveness is policy accumulation and rule growth, thus overloading administrative resources and, ultimately, impairing policy implementation. The aim of this exploratory research is twofold: first, to analyse the relationship between government transparency and policy accumulation; second, to develop a government transparency framework aimed to monitor public policy accumulation and one of its major consequences, administrative overload. To illustrate the proposal and its applicability, the framework was used to guide the analysis of the Portuguese case, revealing the absence of a comprehensive approach to the overload problem, and identifying relevant components for a future monitoring system. The framework, and the analysis it provides, are intended to guide government transparency initiatives which address the public policy accumulation and administrative overload problem.  相似文献

This article offers a test of the records continuum model. As a case study I use the Foreign and Commonwealth Office “Migrated Archives”, those records first made known to the public in 2011 during the court case against the British government. Through this case, records from over 30 former colonies were found to have been stored away by the FCO, since the colonies had become independent. While testing the continuum model with this case, I simultaneously use the records continuum model to tell the history of the Migrated Archives. My research finds that by highlighting the hidden moments—the shadows of the continuum—the Migrated Archives reveals that the continuum model can be too dependent on pluralization and a culture of openness and accessibility. Using the term “shadow continuum,” I attempt to rectify this situation by allowing for continuum model processes to continue, albeit in the shadows.  相似文献
