ABSTRACT

The paper looks at library approval plans for material published in Slavic, East European, and Eurasian countries from the selector's point of view. Reasons why a selector would or would not want one are examined. Success with approval plans requires monitoring receipts, as well as good and ongoing communication among the selector, the acquistions department, and the vendor. A preliminary list of vendors offering approval plans for the countries of the region appears in the appendix.  相似文献

ABSTRACT. Underappreciated data concerning libraries' holdings and circulation over the past century and a half offer insights into the behavior of libraries and their users. Book circulation per public library user indicates an outcome of users' demand for books and libraries' supply of books. From 1856 to 1978, library users borrowed from U.S. public libraries about 15 books per user per year. From 1978 to 2004, about 25% of book circulation shifted to audio‐visual circulation. Over about a century and a half, library book circulation per user shows no strong, long‐run trend either up or down. This outcome suggests that libraries have adapted to maintain the stability of their operation and that library borrowing practices are well‐embedded in popular life.  相似文献

Abstract

This papers describes the economic difficulties in Ghana from 1973 to the early 1980's, culminating in a situation where libraries in Ghana, including the UST Library, were unable to acquire library materials. Books in the main library and faculty libraries became so outdated that they were unable to support current academic work. The Library was not able to subscribe to core periodicals and journals.

In 1987, the PNDC government, with the help of the World Bank, instituted a policy to replace scientific equipment and to supply books and journals to higher education institutions. Under the Educational Sector Adjustment Programme (EDSAC), academic libraries in the country received books, journals, and equipment including photocopiers, microfilm/microfiche readers and cameras, and telex machines.

In 1991, the PNDC Deputy Secretary for Education invited the three university libraries to review the procedures for procuring journals for tertiary institutions in view of difficulties which had been encountered in previous years.

Besides materials received under the EDSAC programme, the UST library receives gifts and donations from recognized international agencies. Some of the gifts create problems when materials donated do not cover subject areas of interest to the library. The library also exchanges publications with other institutions as a means of acquiring useful items. The university's calendar and prospectus are the main publications used for the purpose. The Newspaper Registration of Ghana Act, 1963, urges publishers to deposit copies of books published in the country at the UST Library among five others. The majority of publishers flagrantly refuse to do so because the sanctions against defaulters are rarely enforced. The library also receives budgetary allocations, though not enough to purchase books locally.  相似文献

Abstract

After an introduction to Micronesia, the article reports the activities of library associations, governor's conferences, the University of Guam Library, and other facilities since 1989 in the region that covers CMNI, FSM, RMI, Guam and Palau. Its purposes are to record the important library development and to bring attention to the world the realities of libraries in the vast area. Although Micronesian libraries have made great progress in recent years, they still need support from the U.S. and other nations, for modernization and further development.  相似文献

ABSTRACT

Although there are established measurements and metricsfor academic libraries, there are few, if any, for presidential libraries, especially hybrid presidential libraries. The presidential library system, part of the National Archives and Records Administration (NARA), administers and defines metrics for 13 libraries documenting the lives and work of U.S. presidents since Herbert Hoover (1929–1933). There is no equivalent system for the non-NARA Presidential Libraries, such as the ALPLM, that documents the lives of earlier presidents. Can the non-NARA Libraries be considered a peer group for benchmarking? This column examines benchmarking and the attempts of the ALPLM to define a peer group.  相似文献

From one library in 1995 to 884 in 2008, the number of Online Computer Library Center (OCLC) libraries in Latin American and the Caribbean has grown significantly. They are presently active in 27 countries and territories. ABSTRACT

This exploratory research investigates how American public libraries have addressed the issue of media literacy in their communities from 2016 to 2018, including programs, partnerships, and other initiatives. The authors selected this period because events, such as the 2016 U.S. presidential election, contributed to an increased national concern about media literacy. This study fills a research gap by providing a broader assessment of public library responses to this issue, as most of the published literature thus far stems from academic libraries. An electronic survey solicited data from both a stratified purposive sample and a self-selecting sample of public libraries throughout the United States (U.S.). Analysis of qualitative and quantitative data from sixty-five public libraries revealed several key themes related to media literacy initiatives, including types of initiatives developed, initiatives deemed most successful by staff, community response to initiatives, and reasons for not pursuing initiatives. Findings denote the current state of how public libraries address media literacy and offer practical guidance for those developing media literacy initiatives. Key findings are as follows: lack of staff time is the reason most often cited for not engaging in media literacy initiatives; more effective measurements are needed to assess both community needs and outcomes of library initiatives; “fake news” is a topic of interest in the community and among library staff; and there appears to be a relationship between staff interest in the topic and perceived interest on the part of the public, which may impact efforts to address the issue. Implications for practice resulting from those findings include engaging in initiatives that maximize service while minimizing staff time involvement; measuring and assessing community interests as well as outcomes of initiatives; using trending topics such as “fake news” to increase interest in library services; and continuing to increase staff awareness of and training in issues deemed important by the library community.  相似文献

ABSTRACT

This article discusses an experience of the University of Central Florida (UCF) Library when hosting a visiting librarian from Tongji University Library in Shanghai, China, in 2015. Unlike most other visiting programs in the U.S., UCF's hosting experience offers a year-long, broad-based training in several functional areas facilitated by library administration and two bilingual librarians. The initial goals were to promote dialogue and understanding between the academic systems of the two countries, and ultimately to enhance the international users' library experience in their quest to study at foreign institutions. Through describing this visiting program and discussing its findings and assessments, the authors concluded longer term visiting programs like this can benefit both the visiting and hosting libraries and bridge the gap of academic libraries across the world.  相似文献

The objective of this research is to elucidate changes in strategy, organization, and operations in the field of public library management. It uses research methods based on detailed case analysis. This research focuses on cases involving U.S. public libraries and the Tokyo Metropolitan Library in Japan from the 1960s to the 2010s. It analyzes documents related to strategic management, organization, and operations collected through surveys and interviews with library directors and managers. This research illustrates (1) 11 core operations of public libraries, (2) transitions of basic organizational structures, (3) elements that cause differences between the U.S. and Japanese public libraries, and (4) primary elements that have impacts on public library management.  相似文献

SUMMARY

SUNY New Paltz established a library liaison program in 2001, long after such programs were commonplace at many U.S. college and university libraries. The program emerged, not simply from a desire to enhance library service, but because library faculty came to view it as a multi-faceted mechanism capable of addressing multiple concerns. The new library-wide initiative demanded high-level communication skills, an in-depth understanding of library policies and collection development practices, and increased knowledge about individual departments and the college. A collection of campus information resources and liaison training sessions, collectively called The Library Liaison Toolkit, was developed to build liaison expertise in these areas.  相似文献

Public librarians derive the philosophical and ethical principles that guide our practice from transcendent ideals which are also embodied in the Universal Declaration of Human Rights. This article reviews the foundation of the U.S. public library and key documents that have characterized its development. Recent violations of human rights in U.S. libraries include closure; exclusion of the homeless; refusal to purchase Spanish-language materials; ordinances against gay pride display; and filtering. ABSTRACT

In the last decade the issue of copyright has become more complex for Slavic and East European librarians for a number of reasons. Technological advances have led to new forms of publication and new options for document distribution, and have also had a major impact on intellectual property law in the U.S. and abroad. As the technical means for copying and distributing materials in various formats have increased, and as electronic resources comprise a steadily increasing proportion of the material used in libraries, copyright law has become more integral to the work of librarians. In the background of technological progress, the newly independent states which emerged after the dissolution of Communism have all adopted new copyright laws within the context of global developments in intellectual property legislation. This paper provides a context for copyright as it relates to the work of Slavic and East European librarians in the U.S., by offering a framework for understanding the main issues surrounding copyright and a method for approaching questions related to copyright protection of library materials. The emphasis of this article is on use by U.S. libraries of textual material created or published in Slavic and East European countries.  相似文献

Abstract

While scholarship has addressed issues around serving international students in U.S. libraries, until recently, relatively little attention has been directly focused upon the library needs of specific ethnic groups. This study surveys 83 Chinese students and scholars after they returned from studying at universities in the United States to measure and document their satisfaction with the academic library services and resources they used during their study abroad. Results of the survey are analyzed with the goal of benchmarking and improving services for this growing academic library user population in the United States.  相似文献

Abstract

Some North American scholars believe that libraries on their continent lack adequate indexes and other finding aids to identify scholarly publications and primary resources from Slavic and East European countries. In the belief that such materials can be located only by using esoteric finding aids, they may overlook the major Western subject bibliographies and indexes for the humanities and social sciences. In addition, during the past decade an increasing number of research library catalogs in North America, Europe and Eurasia have become accessible electronically to scholars around the world. The author here lists and describes bibliographic databases which can be of value to a search for Slavic — and East European language research materials in the social sciences and humanities. Many of these tools can be found even in smaller North American academic libraries.  相似文献

ABSTRACT

Memoirs are presented from a career spent largely in Slavic librarianship. After serving as Slavic specialist at Lancaster University (U.K.), Walker was from 1971 in charge of Slavic collections at the Bodleian Library, University of Oxford, and latterly also Head of Collection Development until his retirement in 2002. He was responsible for building the Bodleian's Slavic holdings, making extensive use of exchanges with Soviet and East European libraries. He researched and wrote on the Soviet publishing industry, relaunched the journal Solanus, and produced several bibliographies. He led the COCOREES national collaborative collection management project (1999–2002), and currently manages its successor, CURL-CoFoR. References to his principal publications are given.  相似文献

ABSTRACT

The importance of science and technology information in technological advancement and research and development is obvious. It contributes directly to economic development of a country. The paper highlights major problems facing Ghanaian academic and research libraries in their attempt to provide science and technology information. These include poor collections, inadequate funding, a lack of hard currency for ordering needed documents, a lack of trained manpower, poor communication networks, lack of cooperation among existing libraries and no firm government policies to support initiatives.

The paper describes international initiatives and efforts including the IFLA/DANIDA Interlending and Document Delivery Project aimed at establishing global electronic links in order to improve availability of publications and information, which will lead to information transfer and ultimately to development. A training programme organized for six Ghanaian librarians in the United Kingdom and Denmark is described.

It is concluded that access to online databases in the developed countries is essential since it provides the most up-to-date information. It is recommended that communications infrastructure be installed so that Ghanaian libraries can access scientific and technology information held in the developed countries.  相似文献
