Borrowing From e-commerce; Are Recommender Systems Good for Libraries? For past 10 years recommender systems have attempted to match customers to materials in the e-commerce world. Utilizing specifically designed recommender systems to meet the needs of patrons, collaborative filtering, and content-based recommender systems are the two basic types with several hybrids created from these two have been significantly enhancing digital library services. Security issues come into play in a special way with libraries, and plagiarism can also affect recommender quality. Controlled Digital Lending(CDL) is a new model by which libraries digitize materials in their collection and make them available for controlled lending. CDL was initially introduced 10 years ago and has been developed quickly after 2020. This paper sorts out the concept and development of CDL, and divides the process of CDL into embryonic stage(2011-2017), exploratory stage(2018-2019) and development stage (2020 to present). In the embryonic stage, although there were related research and attempts, the specific concept of CDL had not been formed and the practice was not enough. In the exploratory stage, the concept and core principles of CDL had been defined and received plenty of attention in the American library community. During the development stage, the COVID-19 pandemic has brought opportunities for CDL to globalize, and CDL is supported by the library circle around the world. This paper analyzes the feasibility of CDL according to the relevant laws and regulations in the United States, Europe and the international community. In the United States, CDL is mainly based on the principle of first sale doctrine and fair use; in Europe, CDL is mainly related to relevant directives and copyright restrictions and exceptions; among the international community, CDL basically complies with the relevant provisions of the three-step test. This paper summarizes the status quo and specific operation mode of CDL practice abroad, in the hope of providing suggestions for the specific practice of CDL in Chinese university libraries. The authors sort out the official website documents of well-known foreign library organizations and CDL tool development institutions, summarize foreign practical cases of CDL, and analyze related application cases in foreign university libraries and CDL tool. This paper discusses the legal possibility of implementing CDL in China. A further review of relevant domestic laws has found that, although the Copyright Law of the People’s Republic of China only stipulates 12 acts that can use works without permission and remuneration, the court can still determine that the mode of CDL constitutes fair use based on the general provisions of the fair use in dealing with cases related to CDL. Lastly, this paper points out that China’s libraries, especially university libraries, shall limit the books types, reasonably apply CDL tools, actively cooperate with publisher, and build the platform of digital lending resources sharing to promote the digital services transformation of physical library in CDL way. 38 refs. © 2023, Editorial Office of Journal of Library Science in China. The Multi-point Regional Online Book Circulation Platform Based on the Intelligent Collaboration北大核心
The multi-point regional online book circulation platform is a collaborative service model which realizes the integration of regional library warehousing and automatic management of the whole process by cloud platform in a certain area. The concept and algorithmic technology application of the intelligent collaboration provide the technical support for the resource control and allocation, the multi-agent cooperation and interaction, the business and service coordination for the multi-point regional online book circulation platform. The multipoint regional online book circulation platform based on the intelligent collaboration can relieve the pressure of library collection space, expand the radiation range and service radius of collection resources, and facilitate the storage, deployment and service of regional literature resources, all of which meet the requirements of green and energy saving development of smart libraries. It is found that the multi-point regional online book circulation platform based on the intelligent collaboration has the application scenarios and service functions for user service, intelligent stereo book warehousing and library management, and it is a platform service supply mode of smart libraries incorporating management and service. With a variety of technologies such as Internet of Things, big data, machine learning, intelligent collaboration, cloud platform, etc., this model has the following functions: supporting the multi-intelligent device collaboration management, the dynamic multi-task allocation and the multi-agent intelligent collaborative decision-making, which could be helpful for the collection space planning, resource allocation and joint decision-making among libraries; forming the integrated service model, which could optimize the business flow collaboration, prospective literature resource allocation and intelligent recommendation; implementing the remote intelligent coordination control for the data security and risk and emergencies, which could realize the integrated safety management and standardized operation of multiple libraries with a small amount of human, material and financial resources. The primary construction scheme of this platform has been adopted and put into practice by Foshan Library. The OAIS model has gained widespread acceptance as the fundamental design reference model for an archival system by the digital library community. One of its core entities is Preservation Planning, for which central functional entities are given yet without every detail breaking down into activities requirements. The Planets Preservation Planning approach addresses this by providing a way to make informed and accountable decisions on which preservation strategy to implement in order to most suitably preserve digital objects for a given preservation context. It allows the explicit definition of requirements and goals and offers a systematic way to evaluate preservation strategies. This paper shows the implementation of the Develop Preservation Strategies and Standards function of the OAIS model through the Planets Preservation Planning approach. In France, the movement in favour of open access to scientific research output is getting increasingly coordinated and supported at the political level. The CNRS, a leading research organization in Europe and signatory of the Berlin Declaration, has an evident strategic role to play in this development. Various initiatives that have emerged in the French academic world in recent years have led, for example, in early 2005 to the joint announcement, by four major research institutions, of a common policy to promote open access to published material and other types of digital resources, and to set up institutional archives. The article highlights some key issues of this policy, gives an overview of the current and past CNRS involvement in open access and describes the principal functions, as well as the related challenges, of the future institutional repositories. 相似文献

The National Digital Information Infrastructure and Preservation Program (NDIIPP) was initiated in December 2000 when the U.S. Congress authorized the Library of Congress to work with a broad range of institutions to develop a national strategy for the preservation of important at-risk born digital content. Guided by a strategy of broad collaborations and iterative learning, the Library of Congress began catalyzing a national network of partners dedicated to collecting and preserving important born-digital information. Over the last six years, the Library and its partners have been engaged in learning through action. Our investments in preservation partnerships, public policy deliberations related to intellectual property challenges, basic technical research, and network architecture models have increased our understanding of the sustaining roles and functions for a national network of diverse stakeholders.
